<p>In 1948, the Afrikaner Nationalist Government became the ruling party in South Africa and instituted the brutal system known as apartheid. To maintain their power, Afrikaners drew on Christian scripture and traditions to create self-justifying religious narratives that supported their oppressive ideologies, prohibiting inclusion and suppressing pluralism. In time these Afrikaner-Christian narratives began to unravel as counter-narratives within the Christian tradition influenced the Black church to demand equality and democracy. This socio-political and cultural transformation is best understood and interpreted through the vision of ubuntu: a mode of thought in African culture that places a value on humanity in community and shifts the focus from singularity to plurality in South African society. In The Ubuntu God, Samuel A. Paul traces how the dismantling of apartheid led to recognition of the religious other, the recovery of alternate narratives, and the reappearance of ubuntu perspective and practice in the political and public sphere. After the peaceful transition to a democratically elected government, the Truth and Reconciliation Commission created a platform for multiple voices, stories, and religious narratives to be shared in a public political context. This multiplicity of voices resulted, ultimately, in the formation of a new constitution for South Africa that sought to uphold African values of community and inclusion in its institutions. While South Africa's apartheid system and the Truth and Reconciliation Commission are both rooted in the biblical narrative, the former used its theology to enforce an iron rule while the latter combined Christian and African concepts to create a pluralistic and open society. <p>In 1998 David Kruiper, the leader of the ‡Khomani San who today live in the Kalahari Desert in South Africa, lamented, “We have been made into nothing.” His comment applies equally to the fate of all the hunter-gatherer societies of the Cape Colony who were destroyed by the impact of European colonialism. Until relatively recently, the extermination of the Cape San peoples has been treated as little more than a footnote to South African narratives of colonial conquest.</p> <p>During the eighteenth and nineteenth centuries, Dutch-speaking pastoralists who infiltrated the Cape interior dispossessed its aboriginal inhabitants. In response to indigenous resistance, colonists formed mounted militia units known as commandos with the express purpose of destroying San bands. This ensured the virtual extinction of the Cape San peoples. As a leader of a missionary team to Malawi, Daniel also gets to grips with people with a totally different background and a differing worldview. The book is sensitive to background and atmosphere, and the hero encapsulates some of this in a few poems that form part of the main text. It demonstrates that the dynamics that lead to police abuses and scandals in transitional and neo-liberalising regimes such as South Africa can be traced to the day-to-day experiences and ambitions of the average police officer. It is about the stories they tell themselves about themselves and their social worlds, and how these shape the order they produce through their work.</p> <p>By focusing on police officers, this book positions the individual in primacy over the organisation, asking what policing looks like when motivated by the pursuit of ontological security in precarious contexts. It acknowledges but downplays the importance of police culture in determining officers’ attitudes and behaviour, and reminds readers that most officers’ lives are entangled in, and shaped by a range of social, political and cultural forces. It suggests that a job in the South African Police Service (SAPS) is primarily just that: a job. Most officers join the organisation after other dreams have slipped beyond reach, their presence in the Service being almost accidental.
