Over the course of the North African campaign, General Eisenhower reorganized Allied Force Headquarters to establish unity of effort within his command. He used the principles of unity of command and multinational staff integration to bring all forces under his operational control, create land and air component commanders that exercised operational control over American, British, and French forces, and to get the right people in the right jobs regardless of nationality. Eisenhower saw unity of effort, and the principles employed to achieve it, as enablers to Allied Forces Headquarters' success in North Africa. When Eisenhower became Supreme Commander Allied Expeditionary Force, he employed the same principles to instill unity of effort within this new command. Eisenhower gave Anderson the responsibility and authority only to coordinate all land forces, meaning he was only the de facto land component commander. This condition required Eisenhower to ensure unity of effort between subordinate commanders if personality or battlefield induced stress, of which there was plenty during the North African campaign, prevented them from working well together. Eisenhower also proved a distracted air marshal, a role forced upon him as he had two air forces organized underneath him, the US 12th Air Force and the British Eastern Air Command. With no air component commander to coordinate action there was little effort pre-Kasserine to conduct an air campaign that established air superiority or interdicted Axis reinforcement and resupply efforts. The preparing agency is the U.S. Army Maneuver Center of Excellence (MCoE).</p> <p>Urban operations are among the most difficult and challenging missions a BCT can undertake. Most UO are planned and controlled at division or corps level but executed by BCTs. The unified action environment of UO enables and enhances the capabilities of the BCT to plan, prepare, and execute offensive, defensive, and stability operations. Urban operations are Infantry-centric combined arms operations that capitalize on the adaptive and innovative leaders at the squad, platoon, and company level. Combined arms is the synchronized and simultaneous application of the elements of combat power to achieve an effect greater than if each element of combat power was used separately or sequentially. The eight elements of combat power are leadership, information, movement and maneuver, intelligence, fires, sustainment, mission command, and protection. Leadership and information are applied through, and multiply the effects of, the other six elements of combat power. These six?movement and maneuver, intelligence, fires, sustainment, mission command, and protection?are collectively described as the warfighting functions. (See FM 3-0 for details.) The BCT is the Army’s largest fixed combined arms organization and the primary close combat force. <p>Throughout the history of close air support (CAS) there exists a consistent theme of friction and interservice rivalry. There are periods where close coordination and cooperation led to extremely effective CAS. Experiences in North Africa during World War II proved to be a harbinger of CAS throughout the twentieth century. The ineptness of the initial air-to-ground integration evolved by wars end into a synchronized, lethal form of combined arms operations. The troubled relationship between the Army and the Air Force over CAS directly impacts four major areas needed to accomplish effective CAS. Those areas are training, doctrine, trust and dialogue. Because of the troubles experienced in CAS during recent military operations in Afghanistan the Army is once again finding fault with current CAS capabilities. The Air Force admitted that there are problems. They also stress, with much justification, that there is plenty of fault to go around. The conclusion of the thesis is that CAS will continue to be an integral part of joint military operations. The Army and the Air Force must focus on improving training, doctrine, and most importantly, trust before any improvements are realized. The lives of US soldiers may well depend upon the effectiveness of CAS.</p> <p>Among military men, it is commonplace that inter-allied and interservice operations inescapably pose grave difficulties in execution. Differences in equipment, in doctrine, in attitude and outlook stemming from contrasting past experience all inhibit and complicate harmonious interaction. Past successes, however, have shown that these difficulties can be overcome where determination is present and effective procedures have been devised and applied by properly trained troops. Experience also shows that armed forces, not only of the United States but of other nations, have been slow to hammer out the necessary procedures. Often corrective steps have been achieved only after many failures in battle. In no area of interservice operations has this phenomenon been more pronounced than in the matter of CAS.</p> <p>The worth of close air support (CAS) as an effective tactical instrument of warfare is one of the most, if not the most, divisive issue between the US Army and Air Force. Prior to the Second World War the Air Service was a growing branch within the Army. To most army generals the value of an effective air corps lay in its ability to support ground troops, adjust field artillery, and conduct aerial reconnaissance. However, the airpower advocates within the Air Service believed that a properly equipped air force could wage war on a completely different scale than ever thought of before. Massive bomber formations could conduct strategic bombing on political, economic, and military targets, forcing the enemy to surrender. <p>COPP (Combined Operations Pilotage Parties) were formed in December 1942, when the need for invasion beach reconnaissance and assault guidance for invasion fleets were officially recognised. COPPs were a revolutionary concept: independent teams, led by Lieutenants, Royal Nay qualified Navigators and Hydrographers ? capable of navigating cruisers or aircraft carriers ? teamed with Captains, Royal Engineers, preferably commando trained: to make small boat reconnaissances of heavily defended enemy beaches ? with full knowledge of proposed major offences…Where their capture would compromise future strategy. The idea was scarcely popular to Chiefs-of-Staff: the SBS (Special Boat Service) already existed and it had always been envisaged that the military aspects of beach reconnaissance should be its responsibility…That COPP were set up at all, is entirely due to the efforts of Nigel Clogstoun Wilmott. His Uncle ’Cloggy’ ? whose name he bore ? had raised sapper companies of Australian miners, who served at Gallipoli, 1914-1918 war, from him Wilmott had learned the dangers of opposed landing on unknown, uncharted shores. And Wilmott had proved that small craft reconnaissance could be done. He and Roger Courtney of SBS had personally reconnoitred the German-held island of Rhodes, using their own improvised equipment in 1941. Not only did Wilmott secure approval for setting up COPP, he became its Commanding Officer; and personally worked out a rigorous training programme and participated in that too…making himself ill in the process, but it took a lot to stop him. This is an attempt not only to produce a history of COPP, but in the process to correct a few of the misconceptions about COPP, that have appeared in print to date. When Ian Trenowden was approached by a former COPPist - with a request to find documents for the Royal Engineers Museum, Chatham: he became interested in the subject. Invited to a COPP reunion, in Cambridge, he met Nigel Clogstoun Wilmott - the 'Father of COPP' - and was encouraged to produce this history, whose production has involved years of research As Public Records Office files on COPP are incomplete ? archive material has had to be supplemented by eyewitness testimony of surviving participants. The cover of the book was designed by Ruari McLean, a former RNVR COPPist. The Id Habuimus ('We've had it!') emblem , Ruari designed in wartime days, when it seemed to him, COPP7 could well have done. The study examines the Dieppe Raid Force, the First Special Service Force, and the Jedburghs to determine common strengths and weaknesses in organization, training, command and control, and effectiveness. The study also analyzes the adequacy of current United States combined and special operations doctrine based on the results of the historical analysis.<br /> The study concludes that current U.S. doctrine does not adequately address the organization, training, and command and control of combined special operations. Current doctrine provides sufficient strategic guidance, but requires supporting doctrine at the operational and tactical level. One of the contributing factors is an over-reliance on Operation DESERT SHIELD/DESERT STORM.<br /> The study provides planning considerations that should be incorporated into current combined doctrine. In September 1918, the Egyptian Expeditionary Force (EEF) concluded its campaign in Palestine by routing the Turkish forces at the battle of Megiddo. Under command of British general Allenby, the EEF successfully executed one of the most decisive engagements in any theater of World War I. Ably employing and synchronizing infantry, cavalry, and air forces, Allenby provided future military professionals and historians with a shining illustration of the efficacy of combined arms operations. In terms of surprise, concentration, and operational balance of forces, the culmination of the Palestine campaign was a foreshadowing of the German blitzkrieg used in World War II.<br /> Unfortunately, the true lessons of Allenby's campaign were lost for future generations of military officers. Focusing on the culture and romanticism of the horse cavalry, students of the Palestine battles garnered little instruction on the emerging trends of combined arms operations that integrated air and ground mobility into a decisive operational-level weapon.<br /> This paper analyzes the reasons those in the profession of arms missed the lessons of airpower and its role in combined arms operations. It examines the context of the Middle Eastern theater of World War I, describing how "western front myopia" added to the overshadowing of operations conducted in Palestine. The paper also delves into the role of airpower in the Middle East and how Allenby integrated a relatively new weapon system into his force structure and operational planning and execution. Though largely unexplored by military professionals and historians, Allenby's final campaign in Palestine proved to be a momentous step in the evolution of combined arms operations.<br /> The myth of blitzkrieg that ensconced Hitler's forces in an aura of invulnerability during the opening phases of World War II has equally clouded history's view on the development of combined arms operations. While it appeared that a revolution in warfare was taking place on the European continent in the spring of 1940, a foreshadowing of blitzkrieg had taken place in the deserts of Palestine less than a quarter century before. There, on 19 September 1918, infantry, cavalry, and air forces under command of Gen Edmund H. H. "Bull" Allenby stormed through Turkish defenses at the battle of Megiddo. It was one of the greatest exhibitions of mobility and pursuit in the history of World War I and ultimately led to the surrender of the Ottoman Empire. In an era of costly trench warfare, Megiddo represented near perfection for the British in their use of combined arms operations and, in the process, enthralled both press and public.<br /> For all its impact on popular sentiment at the timeーits impact on the overall war effort was debated heatedly among British leadership in 1918ーMegiddo appears to be more a foreshadowing of blitzkrieg than an influence on doctrinal development. In The Roots of Blitzkrieg, author James Corum gives no indication that the Palestine theater impacted German military reform during the interwar period. The British, for their part, appear to have missed a rare opportunity to learn what Megiddo might hold for the future of warfare. Focusing on the romanticism of the "last cavalry charge" instead of on the efficacy of combined arms operations, conservative military leaders saw the battle only as an illustration of the cavalry's enduring role as the arme blanche.
