<p>Illustrated with 23 maps and plans of the campaign and engagements at Chickamauga.<br /> Probably the most unpredictable variable in the "Fog of War" next to leadership, is the command and control process, comprised of three components: organizations, process, and facilities. Organizations include the formulation of staffs by the commander to accomplish the mission. Incorporated in the organization of the staffs are the roles, responsibilities, and functions. Large Civil War armies like the Army of the Cumberland and the Army of the Tennessee required significant numbers of staff officers to support the armies logistically and to maneuver them operationally. During the Campaign and Battle of Chickamauga, these staff officers often played major roles and were instrumental in determining the outcome of the battle. The roles and functions performed by these staff officers evolved through the history of conflict. This study is an analysis of the roles, responsibilities, and functions of General Rosecrans’ staff prior to and during the Chickamauga campaign, using lessons learned in comparison to current Army doctrine on command and control. Primary sources for staff information on the Army of the Cumberland are the Official Records and actual telegrams from the staffs during this period. Doctrinal manuals on senior level staffs did not exist; therefore, these staffs were composites of regimental and War Department staff positions and ad hoc positions. The study uses evolving doctrine from Command and General Staff College that defines an outstanding staff as one that informs, anticipates, coordinates and executes the commander’s guidance with enthusiasm and innovation. This study concludes that Rosecrans’ staff was significant to the outcome of the Battle of Chickamauga. <p>Henry Martyn Cist (February 20, 1839 December 16, 1902) was an American soldier, lawyer, and author who became a brevet brigadier general in the Union Army during the Civil War. In April 1862, Cist joined the 74th Ohio Infantry as a first lieutenant and became its regimental adjutant, serving under Colonel Granville Moody. He later served as the assistant adjutant general with the rank of captain on the staff of Major General William S. Rosecrans in the Army of the Cumberland. Later he was on the staff of Major General George H. Thomas. After the war, Cist wrote The Army of the Cumberland about the famous Union army out west. Among its many battles was the battle of Chickamauga, one of the biggest battles in the Western theater. In that campaign, Braxton Braggs Confederate army routed the Union Army of the Cumberland led by William Rosecrans, but the retreating Federals were rallied by George H. Thomas, forever known as the Rock of Chickamauga, and they made a defensive stand that allowed the Union army to regroup and retreat in an orderly fashion back to Chattanooga. The Union would eventually break the Confederates siege and pave the way for Shermans Atlanta Campaign. Hill’s early life and performance in the Army of Northern Virginia are evaluated for character development. While Hill had proved himself a fearless division commander in the Army of Northern Virginia he nevertheless developed a reputation as an uncompromising, carping and sarcastic subordinate. When Hill arrived at Chattanooga in July 1863, relations between him and Braxton Bragg quickly began to sour. Hill’s failure to act promptly at McLemore’s Cove was a result of his distrust in Confederate cavalry and Bragg’s situational awareness. After the first day of the Battle of Chickamauga, Bragg decided to change his command structure by creating two Confederate Wing Commanders. James Longstreet would command the Left Wing and Leonidas Polk commanded the Right Wing. Bragg’s plan was for Hill’s Corps to initiate the Confederate attack at daylight on 20 September. Hill was not informed of the attack until well after daylight. The delay allowed Rosecrans’ Army to use precious daylight to fortify its positions. After the battle, Bragg relieved Hill of command. <p>Enlisted in Capt. John Allen's company June 7th, 1862. Went on board the steamer "Jennie Whipple" at Dallas City, Sunday morning, June 15th, and with company went down the Mississippi to Quincy, Ill., place of rendezvous. On the way an incident occurred which I cannot pass without mention. When we passed Alexandria, Mo., the river shore was lined with people and to our ears came the shout, "Hurrah for Jeff Davis!" and to add to the insult they waved the black flag in our faces, (which interpreted meant no quarter to Yankees). Passing on down the river the next town was Canton, where the same greeting was given us, all of which made us very indignant to think so near home we should be insulted in such a manner. I have never had a very favorable opinion of those two towns since, and while I hope there is more loyalty and patriotism now than then, I feel that their forefathers put a blot on their little cities that will never be erased. At Camp Wood on the 1st day of September, was mustered into the U. S. service, together with nine other companies, forming the 78th Ill. Vol. Inf. (In casting lots for position in line my company drew the letter "H" which placed us on the left of the colors, and Company "C" on the right.) On the 19th day of September we were put on coal cars with boards laid across for seats, no cover over our heads; on arrival at destination were put on provost duty for a few days, until Gen. Buell was equipped for his campaign against Gen. Bragg. October 5th my regiment was marched to Shepardsville, Ky., and on the 14th was divided into detachments under Gen. <p>This thesis is a historical analysis of Major General James Negley and his division during the Battle of Chickamauga. An examination of Negley, his actions, his major subordinate commanders, and the regiments of the division was conducted to provide a base with which to evaluate the principals during the Chickamauga Campaign of 1863. On 19 September, the division fought well as, and served to arrest a Confederate penetration of the Federal lines. The division was piecemealed into the fight on 20 September by brigade, and regiments. Negley ended up commanding fifty Federal artillery pieces on Snodgrass Hill and withdrew them to support the Union collapse upon Chattanooga. Negley was relieved after the battle, and charged with removing the artillery prematurely. He was acquitted of all charges during a subsequent court of inquiry; however, he never received another command.</p> <p>The relief of Negley tarnished an otherwise solid performance by the division during the two day battle. <p>This study examines insights into the state of morale of the Army of the Cumberland during the period of the Tullahoma and Chickamauga campaigns. The thesis covers the period from June through September 1863.</p> <p>The thesis focused on the organization and leadership of the Army of the Cumberland. It then examined morale as the whole of diverse factors, including national and individual factors. National factors were generally out of control of the army leadership. They included a soldiers’ motivation for joining the army, his views toward southern sympathizers at home, the impact of John Morgan’s Ohio Raid, soldier views on conscription, and effects of the progress of the war on morale. Individual factors comprised concerns for home, family, business, and religion. These areas were also largely beyond the influence of the army leadership.</p> <p>The study then examined morale factors the army could control. It explored army life, attitudes toward leadership, level of discipline, how the army leadership cared for solders, and the impact of mail on soldier morale. The thesis concludes that the Army of the Cumberland was a well lead organization. Consequently, the state of morale of the army was high throughout the Tullahoma campaign and was not significantly diminished as a result of the defeat at Chickamauga.</p> <p>The thesis further concluded that soldier confidence in Major General William S. Rosecrans remained high throughout the period of the study. Supporting each army was a medical support system grounded on the experiences and lessons of previous campaigns and battles. Both armies had medical leaders familiar with the medical organization, its recent accomplishments, and its capabilities. How these leaders applied the medical support doctrine of the era, within the scope of their duties, affected the lives of thousands of soldiers wounded on the Chickamauga battlefield.<br /> The objective of this study is to examine the medical structures of both combatants, describe medical actions during the Chickamauga Campaign, from August to October 1863, and evaluate the effectiveness of each. As a result of this analysis appropriate implications are offered to the leadership of the Health Service Support system in the United States Army of 1990. Among the various implications discussed are the need for Health Service Support planning, tactical competence, staff cooperation, unity of command, and understanding of unique casualty care issues.
