Seither ist das Land nicht zur Ruhe gekommen. Blutige Auseinandersetzungen verschiedener politischer Gruppierungen und b?rgerkriegs?hnliche Zust?nde bestimmen den Alltag. Trotzdem sind gewisse Erfolge beim Wiederaufbau und der Stabilisierung des Landes nicht von der Hand zu weisen. Eine Verfassung ist erarbeitet und am 15.10.2005 in einem Referendum von weiten Teilen der Bev?lkerung angenommen worden. Auch die letzten Parlamentswahl, bei der eine beachtliche Wahlbeteiligung von ?ber 70 Prozent zu verzeichnen war, zeugt von der gro?en Unterst?tzung, die das neue demokratische System bei den Irakern genie?t. Vor diesem Hintergrund stellt sich nat?rlich die Frage, welche Konfliktlinien das Land so tief spalten und wie sich diese in dem neu entstandenen Parteiensystem niederschlagen. Dieses Modell ist anhand der historischen Entwicklung der Parteiensysteme Westeuropas erarbeitet worden. Daher l?sst es sich nat?rlich nicht ohne weiteres auf den dem arabischen Kulturkreis zugeh?rigen Irak mit seinem v?llig unterschiedlichen geschichtlichen Hintergrund anwenden. Lipset und Stein Rokkan mit ihrer Cleavage-Theorie (Lipset/Rokkan 1967), wonach cleavages soziale und politische Trennlinien der Gesellschaft darstellen, die sich im Parteiensystem widerspiegeln und dort institutionalisiert werden. Dabei sind Parteien das Produkt dieser sozialstrukturellen Konflikt- und Spannungslinien, die die Gesellschaft entlang der cleavages in verschiedene Gruppen teilt (vgl. Decker 2011: 39). Lipset und Rokkan stellen dabei die viel zitierte These der eingefrorenen Parteiensysteme auf: 'The party systems of the 1960's reflect, with few but significant exceptions, the cleavage structure of the 1920's' (Lipset/Rokkan 1967: 50). Betrachtet man nun die Entwicklung des deutschen Parteiensystems, so kann man Deutschland gewiss zu den besagten wenigen, doch signifikanten Ausnahmen z?hlen (vgl. von Alemann 2003: 101). Doch wie ist es dann um die Erkl?rungskraft des Cleavage-Modells f?r das moderne deutsche Parteiensystem bestellt? Eine m?gliche Erkl?rung f?r den Wandel des Parteiensystems gibt dabei die Theorie des amerikanischen Politologen Roland Inglehart. In Folge eines tiefgreifenden Wertewandels sei ein dauerhafter Gegensatz zwischen 'alter' und 'neuer' Politik entstanden.
