The Bug Stops Here: Force Protection and Emerging Infectious Diseases - Disease through History, Preventable Disease and Non-Battle Injuries, Regional Combatant Commands, From Black Death to Malaria【電子書籍】[ Progressive Management ]

Throughout history, emerging and reemerging infectious disease have plagued human populations. From the earliest recorded epidemics of bubonic plague and smallpox more than 2,500 years ago to the deadly 1918 pandemic of the Spanish Flu, infectious diseases have helped to shape human history. Despite significant advances in medical research and treatment in the past century, infectious diseases remain among the leading causes of death worldwide. These diseases are appearing in places they have never been seen before or were thought to have been eradicated, are spreading faster and more frequently, and are posing an increasing global health threat that will affect national and international security in both the near- and long-term future, even affecting the success of U.S. military missions and operations.

Force health protection is an urgent priority for the Department of Defense (DOD), as increasing threats of natural outbreaks of infectious disease could seriously undermine mission readiness and success. U.S. national security might be impacted by military operations in regions with endemic and epidemic occurrences of infectious disease, where disease activity may prevent the successful completion of a mission or operation or may even result in infected soldiers carrying a contagious disease back to the United States. Changing military doctrine and tactics call for a fresh approach to force protection. Rapid deployment of military forces, revised distribution of medical resources in theater, improved body armor, and modern combat casualty care efforts are leading to different illnesses and injuries from those seen in previous conflicts. Emerging infectious diseases in the context of urban warfare, low-intensity conflict, and the rapid movement of service members and civilians, have made a new approach to military medical support imperative. Despite improvements in combat-injury protection and wound management, disturbing trends are developing in infectious diseases in military forces.

The purpose of this paper is to review important lessons that have been learned in the past, and to revisit the older but proven principles of force protection that are in danger of being forgotten in today's technology-focused military environment. Recognizing that infectious diseases could have a significant impact on military operations, this report provides a series of case studies that analyze health threats to each regional combatant command and presents both tactical and strategic recommendations that will better prepare the entire DOD for future outbreaks of disease. These recommendations focus on procedural changes that will allow the U.S. military to regain its competitive advantage.

Introduction * Infectious Disease through History * Emerging Infectious Diseases * Infectious Disease and Force Protection * Preventable Disease and Non-Battle Injuries * Force Protection Measures * Emerging Infectious Diseases and Regional Combatant Commands * United States Central Command * United States European Command * United States Northern Command * United States Pacific Command * United States Southern Command * Special Operations Command & Transportation Command * Strategic Recommendations for Worldwide Force Protection * Environmental Surveillance and Mitigation * Surveillance and Management * Clinical Diagnosis and Treatment * Historical Perspective * Conclusion

Asymmetric Warfare: Strategies and Tactics for the Modern Combatant【電子書籍】[ Josh Luberisse ]

This book stands as one of the most intellectually rigorous and comprehensive examinations of asymmetric warfare available in contemporary strategic literature. Moving beyond simplified tactical approaches, this work develops a sophisticated framework for understanding how conventionally weaker adversaries consistently challenge superior military powers through systematic exploitation of structural vulnerabilities.

Drawing from historical case studies while incorporating cutting-edge developments in cognitive warfare, digital operations, and open-source methodologies, the text builds a cohesive theoretical foundation for asymmetric conflict across physical, informational, psychological, and economic domains. Rather than offering mere tactical prescriptions, it examines the fundamental principles driving successful asymmetric approaches across diverse contexts from urban insurgencies to strategic narrative operations.

The work is particularly notable for its systematic analysis of how emerging technologies and methodologies continue democratizing sophisticated capabilities previously restricted to state actors. Its examination of the cognitive domain as primary battlespace, the strategic exploitation of democratic vulnerabilities, and the systematic erosion of state monopoly on violence provides unprecedented insight into evolving conflict dynamics beyond conventional military frameworks.

One of the strongest foundational manuals on asymmetric warfare in modern literature, this text will prove an essential reference for military professionals, strategic planners, intelligence analysts, and academic researchers. Its rigorous analytical approach combined with practical operational insights makes it an indispensable resource for anyone seeking to understand the evolving landscape of modern conflict where asymmetric approaches increasingly define strategic outcomes regardless of conventional military disparities.

The Image before the Weapon A Critical History of the Distinction between Combatant and Civilian【電子書籍】[ Helen M. Kinsella ]

Since at least the Middle Ages, the laws of war have distinguished between combatants and civilians under an injunction now formally known as the principle of distinction. The principle of distinction is invoked in contemporary conflicts as if there were an unmistakable and sure distinction to be made between combatant and civilian. As is so brutally evident in armed conflicts, it is precisely the distinction between civilian and combatant, upon which the protection of civilians is founded, cannot be taken as self-evident or stable. Helen M. Kinsella documents that the history of international humanitarian law itself admits the difficulty of such a distinction.

In The Image before the Weapon, Kinsella explores the evolution of the concept of the civilian and how it has been applied in warfare. A series of discoursesーincluding gender, innocence, and civilizationーhave shaped the legal, military, and historical understandings of the civilian and she documents how these discourses converge at particular junctures to demarcate the difference between civilian and combatant. Engaging with works on the law of war from the earliest thinkers in the Western tradition, including St. Thomas Aquinas and Christine de Pisan, to contemporary figures such as James Turner Johnson and Michael Walzer, Kinsella identifies the foundational ambiguities and inconsistencies in the principle of distinction, as well as the significant role played by Christian concepts of mercy and charity. She then turns to the definition and treatment of civilians in specific armed conflicts: the American Civil War and the U.S.-Indian wars of the nineteenth century, and the civil wars of Guatemala and El Salvador in the 1980s. Finally, she analyzes the two modern treaties most influential for the principle of distinction: the 1949 IV Geneva Convention Relative to the Protection of Civilian Persons in Times of War and the 1977 Protocols Additional to the 1949 Conventions, which for the first time formally defined the civilian within international law. She shows how the experiences of the two world wars, but particularly World War II, and the Algerian war of independence affected these subsequent codifications of the laws of war.

As recognition grows that compliance with the principle of distinction to limit violence against civilians depends on a firmer grasp of its legal, political, and historical evolution, The Image before the Weapon is a timely intervention in debates about how best to protect civilian populations.

The Reluctant Combatant offers proof that Japanese political leaders were reluctant to engage China in a full-scale conflict during the Second Sino-Japanese War. This book identifies several key aspects of the political context surrounding the Second Sino-Japanese War, including the extreme fragility of the national united front against Japan, the view of Soviet Russia as Japan’s principal potential adversary, and the potential threat to Japanese national defense a protracted war with China would pose. This book reveals that the Communists, the National Government, local gentry, peasants, and bandits occasionally collaborated with the enemyーJapanese troopsーto expand their spheres of influence.

A one-stop resource for information about U.S. military commands and their organizations, this book describes the six geographic combat commands and analyzes their contributions to national security.

The first book on the topic, Combatant Commands: Origins, Structure, and Engagements is a unique introduction to the geographic commands that are now at the heart of the U.S. military deployment abroad. The book begins with a description of the six commandsーNorthern Command, Pacific Command, Central Command, Southern Command, European Command, and Africa Commandーexplaining how they fit into the current national security establishment. Each command is discussed in depth, including areas of responsibility, subcommands, priorities, threats faced, and engagement institutions.

The history of joint combatant commands is outlined as well, particularly the impact of the Root Reforms of the early 20th century, the push for the 1947 National Security Act, and the 1986 Goldwater-Nichols Military Reform Act. In this way, the evolution of combatant commands becomes a window through which to view changes in the U.S. military. Geographic combatant commands are vital to national security. Courts at War Executive Power, Judicial Intervention, and Enemy Combatant Policies since 9/11【電子書籍】[ Gregory Burnep ]

On June 28, 2004, the US Supreme Court broke with a long-standing tradition of deference to the executive in wartime national security cases and became an important actor in an armed conflict. By declining to rubber-stamp the executive branch’s actions, the judiciary would henceforth play a major role in shaping national security policies in the war on terror. After the September 11, 2001, terrorist attacks, lawyers, lawsuits, and court decisions have repeatedly altered the landscape in the policy areas of detention and military commissions. In Courts at War Gregory Burnep explores how, after 9/11, lawyers and judges became deeply involved in an armed conflict, with important consequences for presidential authority, the separation of powers, and the treatment of individuals suspected of posing a threat to the United States.

Courts at War goes beyond the post??"9/11 armed conflict. It analyzes the changes in the position of courts vis-?-vis the other branches of government (courts in conflict with the executive, the legislature, or both)ーeven courts in conflict with other courts. The consequences included increased checks on presidential authority and greater levels of due process for suspected belligerents held in US custody. But Burnep also shows that there are unintended consequences that accompany these developments.

Burnep innovatively applies an interbranch perspective to persuasively argue that litigation and judicial involvement have important implications for changing patterns of policy development in a wide range of national security policy areas, including surveillance, interrogation, targeted killings, and President Trump’s travel ban.

National Security Crisis Decision-Making: The Role of the Regional Combatant Commander - Cuban Missile Crisis, Schwarzkopf Desert Storm, Wesley Clark Allied Force, Tommy Franks Enduring Freedom【電子書籍】[ Progressive Management ]

Professionally converted for accurate flowing-text e-book format reproduction, this study examines the role of the regional combatant commanders (CCDR) during complex contingencies. The successful management of the Cuban Missile Crisis of 1962 set an unfortunate precedent for crisis management and national security crisis decision-making that persists into the contemporary security environment. The Cold War norm, roughly translated, meant that crisis management equaled crisis mitigation. The problem today is that the security environment has changed. Crisis management in the new environment should consider the use of crisis conditions to further the nation's security interests. The US has implemented formal changes to the structure of national security decision-making. Through the Goldwater-Nichols Department of Defense Reorganization Act of 1986 (GNA), the Congress sought to reorganize the defense establishment to provide for better military advice to civilian leaders and also to enable better operational execution during complex and fast-moving national security contingencies. The GNA expanded the authority of the regional combatant commanders (CCDR) and charged the CCDRs with the maintenance of security in their region. Finally, the informal roles and relationships between the civilian and uniformed leadership that change with new presidential administrations often influence the decision-making process and policy formulation. Despite these changes, few scholars or policy makers have considered the role of the CCDR during complex contingencies.

Defining Crisis and Crisis Management * Formal Role of the CCDR during National Security Crises * Case Studies: 3 National Security Crises * GEN H. Norman Schwarzkopf (1990): Operation DESERT SHIELD/DESERT STORM * GEN Wesley Clark (1999): Operation ALLIED FORCE * GEN Tommy Franks (2001): Operation ENDURING FREEDOM * Conclusion * Appendix A (Acronyms) * Bibliography

To discern a new norm for crisis decision-making and civil-military interaction, the study considered all of these changes. An initial examination of the existing crisis and crisis management definitions made it possible to project the new requirements for the contemporary security environment. Subsequent analysis of the CCDR's formal role in the decision-making process and a critical review of three recent military interventions (Operations DESERT SHIELD/DESERT STORM, ALLIED FORCE, and ENDURING FREEDOM) enabled a comparison of actual crisis behavior with the predefined crisis management norms and the evolving role of the CCDR. The comparison revealed that capabilities were not used and policy matters were overlooked because the CCDR either did not engage effectively or his advice was not considered. Nevertheless, the regional commander remained responsible for long-term security achievement of US objectives in his geographical region. The final analysis revealed that the politicians acted as if there were no changes to the environment or the roles of the uniformed military and the CCDRs did not fully understand their new role as a participant in the policy formulation process. The combined failures of the national security leadership allowed conflict conditions to persist long after the crisis response.

The national security decision-making process ought to pay closer attention to the military advice of the regional CCDRs. Interagency planning and management efforts must include military advice in the decision-making process and/or policy formulation. CCDRs must be more aware of political considerations and willing to take part in the political discussion. Finally, the study suggested that formal changes in the decision-making process will not change the informal roles or relationships of the major players. The President makes decisions regarding national security according to his own personal preferences and management style.

"Collateral damage" is a military term for the inadvertent casualties and destruction inflicted on civilians in the course of military operations. In Collateral Damage: Americans, Noncombatant Immunity, and Atrocity after World War II, Sahr Conway-Lanz chronicles the history of America's attempt to reconcile the ideal of sparing civilians with the reality that modern warfare results in the killing of innocent people. Drawing on policymakers' response to the issues raised by the atrocities of World War II and the use of the atomic bomb, as well as the ongoing debate by the American public and the media as the Korean War developed, Conway-Lanz provides a comprehensive examination of modern American discourse on the topic of civilian casualties and provides a fascinating look at the development of what is now commonly known as collateral damage.

Former Combatants, Democracy, and Institution-Building in Transitory Societies Kosovo and North Macedonia【電子書籍】[ Armend Bekaj ]

This book explores the long-term impact on democracy and institution-building in post-conflict and transitory societies, stemming from the political integration of former combatants of intra-state armed groups. By providing a comparative analysis on two countries with certain commonalities but also sufficient differences to warrant an intriguing comparison ? Kosovo and North Macedonia ? the author undertakes an examination of their respective political trajectories with a focus on the role of combatants turned politicians. Revolving around the concepts of democracy and political inclusion versus clientelism, corruption, and institutional capture, the objective is to shed light on the correlation between the inclusion of former combatants in politics, democratisation and institution-building, and the perpetuation of clientelist behavior and other illicit phenomena. In so doing, the book explores the novel concept of democracy spoilers in transitory societies. This volume will be of interest to scholars and students of democracy, nation-building, institution-building, and security studies.

The revolution in Nicaragua was unique in that a large percentage of the combatants were women. The Role of Female Combatants in the Nicaraguan Revolution and Counter Revolutionary War is a study of these women and those who fought in the Contra counter revolution on the Atlantic Coast.

This book is a qualitative study based on 85 interviews with female ex-combatants in the revolution and counter revolution from the 1960s to the end of the 1980s, as well as field observations in Nicaragua and the autonomous regions of the Atlantic Coast. It explores the reasons why women fought, the sacrifices they made, their treatment by male combatants, and their insights into the impact of the revolution and counter-revolution on today’s Nicaragua. The analytical approach draws from political psychology, social identity dynamics such as nationalism and indigenous identities, and the role of liberation theology in the willingness of the female revolutionaries to risk their lives.

Researchers and students of Gender Studies, Latin American and Latino Studies, and Political History will find this an illuminating account of the Nicaraguan Revolution and counter revolution, which until now has been rarely shared.

A hybrid threat is the diverse and dynamic combination of regular forces, irregular forces, and/or criminal elements all unified to achieve mutually benefitting effects.

The purpose of this training circular (TC) is to describe hybrid threats and summarize the manner in which such future threats may operationally organize to fight U.S. forces. It also outlines the strategy, operations, tactics, and organization of the Hybrid Threat that represents a composite of actual threat forces as an opposing force (OPFOR) for training exercises.

Topics and subjects covered include: Enemy combatants, terrorists, paramilitary, mercenary, WMD, Mao and guerrilla warfare, Hezbollah, Vietcong.

This TC will address an emerging category of threats and activities that do not fit into the traditional understanding of conventional and unconventional war. It will focus on hybrid threats as simultaneous combinations of various types of activities by enemies and adversaries that will change and adapt over time. This TC summarizes the manner in which future threats operationally organize to fight us. However, it also discusses the strategy, operations, tactics, and organizations of the Hybrid Threat (HT), which portrays such forces in training exercises. For more detailed discussions of HT operations, tactics, and organizations, the reader should consult other TCs in the 7-100 series and supporting products.

PREFACE * INTRODUCTION * Hybrid Threats and the Hybrid Threat for Training * The Emergence of Hybrid Threats * Major Combat Operations * Multiple Threats * PART ONE - HYBRID THREATS * Chapter 1 - HYBRID THREAT CONCEPTS * Hybrid Threats * Hybrid Adaptation * Hybrid Transitions * Chapter 2 - HYBRID THREAT COMPONENTS * Threats and Other Actors * Defining Enemy Combatants * Use of WMD * PART TWO - THE HYBRID THREAT FOR TRAINING * Chapter 3 - HYBRID THREAT STRATEGY * Strategic Operations * Strategic Information Warfare * Strategic Preclusion * Chapter 4 - HYBRID THREAT OPERATIONS * Operational Designs * Regional Operations * Transition Operations * Adaptive Operations * Principles of Operation versus an Extraregional Power * Chapter 5 - HYBRID THREAT TACTICS * Tactical Concepts * Functional Tactics * Chapter 6 - HYBRID THREAT ORGANIZATIONS * Task-Organizing * Military Organizations * Insurgent Organizations * Guerrilla Organizations * Criminal Organizations * Hybrid Relationships * Appendix A SCENARIO BLUEPRINTS * Scenario Blueprint Concept * Exercise Design * Scenario Blueprint Example

The term "hybrid" has recently been used to capture the seemingly increased complexity of war, the multiplicity of actors involved, and the blurring between traditional categories of conflict. While the existence of innovative adversaries is not new, today's hybrid approaches demand that U.S. forces prepare for a range of conflicts. These may involve nation-state adversaries that employ protracted forms of warfare, possibly using proxy forces to coerce and intimidate, or non-state actors using operational concepts and high-end capabilities traditionally associated with states. The emergence of hybrid threats heralds a dangerous development in the capabilities of what was labeled a "guerrilla" or "irregular" force in past conflicts. Hybrid threats can combine state-based, conventional military forcesーsophisticated weapons, command and control, and combined arms tacticsーwith attributes usually associated with insurgent and criminal organizations. Hybrid threats are characterized by the combination of regular and irregular forces.

Ex-Combatants, Gender and Peace in Northern Ireland Women, Political Protest and the Prison Experience【電子書籍】[ Azrini Wahidin ]

This book explores the contours of women's involvement in the Irish Republican Army, political protest and the prison experience in Northern Ireland. Through the voices of female and male combatants, it demonstrates that women remained marginal in the examination of imprisonment during the Conflict and in the negotiated peace process. However, the book shows that women performed a number of roles in war and peace that placed constructions of femininity in dissent.

Azrini Wahidin argues that the role of the female combatant is not given but ambiguous. She indicates that a tension exists between different conceptualisations of societal security, where female combatants both fought against societal insecurity posed by the state and contributed to internal societal dissonance within their ethno-national groups. This book tackles the lacunae that has created a disturbing silence and an absence of a comprehensive understanding of women combatants, which includes knowledge of their motivations, roles and experiences. It will be of particular interest to scholars of criminology, politics and peace studies.

Essay aus dem Jahr 2007 im Fachbereich Jura - Sonstiges, University of Westminster, Sprache: Deutsch, Abstract: The scope of the essay is to outline the significant distinctions between lawful and unlawful combatants and the consequences of such distinction in relation to the entitlement to the status of prisoners of war and legal responsibility. However, due to the lack of expressis verbis provision related to the term of unlawful combatants, the first the terminology will be considered. The distinctions between lawful and unlawful combatants will be illustrated with examples, mostly on war in Afghanistan. Furthermore, the status of unlawful and lawful combatants will be examined in relation to the internal armed conflict.

Transitional Justice and Peacebuilding on the Ground Victims and Ex-Combatants【

This book seeks to refine our understanding of transitional justice and peacebuilding, and long-term security and reintegration challenges after violent conflicts.

As recent events following political change during the so-called 'Arab Spring' demonstrate, demands for accountability often follow or attend conflict and political transition. While traditionally much literature and many practitioners highlighted tensions between peacebuilding and justice, recent research and practice demonstrates a turn away from the supposed 'peace vs justice' dilemma.

This volume examines the complex relationship between peacebuilding and transitional justice through the lenses of the increased emphasis on victim-centred approaches to justice and the widespread practices of disarmament, demobilization, and reintegration (DDR) of excombatants. While recent volumes have sought to address either DDR or victim-centred approaches to justice, none has sought to make connections between the two, much less to place them in the larger context of the increasing linkages between transitional justice and peacebuilding.

This book will be of great interest to students of transitional justice, peacebuilding, human rights, war and conflict studies, security studies and IR.

Female Ex-Combatants, Empowerment, and Reintegration Gendered Inequalities in Liberia and Nepal【電子書籍】[ Michanne Steenbergen ]

Female Ex-Combatants, Empowerment, and Reintegration investigates the role of United Nations-led Disarmament, Demobilization, and Reintegration (DDR) programs in undermining female ex-combatants’ empowerment.

The participation of female combatants in conflict has increasingly been recognized in feminist literatures and in policies and programs concerned with reintegrating ex-combatants and building peace. This has illustrated that female ex-combatants often experience "empowerment" through their role as combatant; however, this empowerment is often lost upon reintegration. UN-led DDR plays an important role in the broader peacebuilding process, as it is one of the largest interventions and directly aims to reintegrate ex-combatants into civilian life. This book draws on extensive field research and interviews with female ex-combatants and DDR officials in Liberia and Nepal to develop a nuanced and comprehensive picture of female ex-combatants’ empowerment and how this is undermined by DDR. Through reconceptualized frameworks of empowerment and an emancipatory peace, the book explores the pivotal role that DDR programs play in undermining female ex-combatants’ empowerment. The author argues that this is detrimental to peacebuilding, because DDR officials and documentation narrate female ex-combatants in limited and gendered ways, which reproduces gendered inequalities and define how female ex-combatants should behave.

This book will be of great interest to scholars and practitioners working on gender, conflict, peace, security, and development.

Women and Political Violence Female Combatants in Ethno-National Conflict【電子書籍】[ Miranda Alison ]

This book directly challenges the stereotype that women are inherently peaceable by examining female combatants’ involvement in ethno-national conflicts.

Drawing upon empirical case studies of Sri Lanka and Northern Ireland, this study explores the ways in which women have traditionally been depicted. Whereas women have predominantly been seen as victims of conflict, this book acknowledges the reality of women as active combatants. Indeed, female soldiers/irregulars are features of most modern conflicts, and particularly in ethno-nationalist violence ? until now largely ignored by mainstream scholarship.

Original interview material from the author’s extensive fieldwork addresses why, and how, some women choose to become violently engaged in nationalist conflicts. It also highlights the personal / political costs and benefits incurred by such women. This book provides a valuable insight into female combatants, and is a significant contribution to the literature.

This book will be of great interest to students of political violence, ethnic conflict, gender studies and international relations in general.
