<p><em>Ethnonationalist Conflict in Postcommunist States</em> investigates why some Eastern European states transitioned to new forms of governance with minimal violence while others broke into civil war. In Bulgaria, the Turkish minority was subjected to coerced assimilation and forced expulsion, but the nation ultimately negotiated peace through institutional channels. In Macedonia, periodic outbreaks of insurgent violence escalated to armed conflict. Kosovo's internal warfare culminated in NATO's controversial bombing campaign. In the twenty-first century, these conflicts were subdued, but violence continued to flare occasionally and impede durable conflict resolution.</p> <p>In this comparative study, Maria Koinova applies historical institutionalism to conflict analysis, tracing ethnonationalist violence in postcommunist states to a volatile, formative period between 1987 and 1992. In this era of instability, the incidents that brought majorities and minorities into dispute had a profound impact and a cumulative effect, as did the interventions of international agents and kin states. Whether the conflicts initially evolved in peaceful or violent ways, the dynamics of their disputes became self-perpetuating and informally institutionalized. Thus, external policies or interventions could affect only minimal change, and the impact of international agents subsided over time. Regardless of the constitutions, laws, and injunctions, majorities, minorities, international agents, and kin states continue to act in accord with the logic of informally institutionalized conflict dynamics.</p> <p>Koinova analyzes the development of those dynamics in Bulgaria, Macedonia, and Kosovo, drawing on theories of democratization, international intervention, and path-dependence as well as interviews and extensive fieldwork. During this period Mao Tse-Tung and the Red Army fought Chiang Kai-shek and the Nationalist Army for the military and political control of China. The purpose of this monograph is to examine and analyze Mao Tse-Tung as an operational level commander during the third phase of the Chinese Civil War, 1945-1949. It investigates the development and practice of Mao's theory of revolutionary war within the context of operational art. This monograph focuses on the controlling research question: Was Mao Tse-Tung practicing operational art during the third phase of the Chinese Civil War, 1945-1949?</p> <p>To answer this question the monograph focuses on five areas. First, this paper examines the contemporary theory of operational art. This first section establishes the theoretical foundation for examining the controlling research question. This section introduces and examines the development of operational art. This includes a discussion of military strategy and the operational challenge of orchestrating the ends, ways, and means of national power into successful military operations. Finally, this section identifies and defines the principal components of operational design.</p> <p>The second section presents a brief introduction to the military history of the third phase of the Chinese Civil War. Between 1945 to 1949 the Nationalist and Communist Chinese fought a large scale struggle for control of mainland China. During this period Mao was able to fully implement his theory against his Nationalist opponents. The third section analyzes this period of the Chinese Civil War in terms of operational art. It answers the supporting research question; Was operational art used during this phase of the Chinese Civil War ? In addition, this section examines the Communist command and control structure to determine whether or not Mao was in a position from which he could directly plan the operations of the Communist field armies.</p> <p>The fifth section briefly examines this period of the Chinese Civil War using James Schneider's eight key attributes of operational art in an effort to solidify the answer to the supporting research question; Was operational art used during this phase of the Chinese Civil War? Finally, in the concluding section, this monograph uses the weight of evidence from the analysis contained in the previous sections to answer the controlling research question. <p>In 1953, Mary Knowles was fired as a branch librarian for the Morrill Memorial Library, a public library in Norwood, Massachusetts. She had been called before the Senate Internal Security Subcommittee and, when asked if she’d ever been a member of the Communist Party, she declined to answer, relying on her Fifth Amendment rights. She was fired less than three weeks later. Knowles thought she was unlikely to find a position as a librarian again and left the area. She found a job at a small library outside Philadelphia, where anticommunists who learned of her past tried to create public support for a Loyalty Oath, resulting in the loss of public funding for the library. The resulting controversy eventually brought national attention to the local Quakers who had hired Knowles, the FBI was asked to investigate, Knowles was convicted of contempt of Congress, and the Quakers were subpoenaed and testified before the House Un-American Activities Committee. Knowles, however, was never fired from this position, retiring from the library in 1979.</p> <p>This book illustrates the impact of McCarthyism on small towns and “ordinary” people and local officials, some of whom abided by the standards of the era. There were others however, who challenged the status quo. Their actions provide readers with models of behavior often at odds with what has been thought of as the 1950s. People who spoke up risked families and jobs. At the same time, anticommunists also tapped into citizens’ fears of the cold war, not just of Communists but of a broad swath of people who promoted social justice and equality. Worse for the Party than the government crackdown and the Trotskyite dissidence was the growing attraction of the Alian?a Liberal, the oppositionist political movement that brought Get?lio Vargas to power. While workers and Party members flocked to the Alian?a in defiance of Party orders, sectarian edicts from Moscow resulted in the expulsion or demotion of the Party’s former leaders and in the condemnation of intellectuals.</p> <p>Lu?s Carlos Prestes, “the Cavalier of Hope” who had led the military rebels in the mid-1920’s, turned to Communismーonly to find himself not welcome in the Party. Taken to Russia by the Communist International in 1931, he was finally accepted into the Brazilian Party in absentia in 1934. Later that year, misled in Moscow by optimistic reports brought by Brazilian Communists, he agreed to lead a rebellion in Brazil. That decision and its consequences in 1935 were disastrous to Brazilian Communism.</p> <p>The struggles among anarchists, Stalinists, and Trotskyites in Brazil were reflections of a worldwide struggle.
