The purpose of this monograph is to examine the role of a defender's ability to attribute a cyber attack and its effect on deterrence. Conflict in cyberspace is constantly evolving and deterrence might provide stability and understanding of these conflicts. Because of the speed at which cyber attacks can occur and the rate at which they can spread, it is important to understand how countries using cyber weapons frame the problem.</p> <p>The method used in this paper is controlled comparison of three different cyber attacks: the 2007 attacks on Estonia, the Stuxnet attack on Iran, and the LulzSec attacks multiple targets in 2011. These three events bore the similarity that defenders could not immediately attribute the attack to an actor. This attribution problem influenced how the defenders responded to the problem.<br /> Upon further research, however, it became apparent that attribution was not the defenders' biggest problem in two of the three cases. Attribution may not always be immediately available through technical means, but eventually defenders had enough information on which to act. At this point, other problems arose, like escalating a cyber conflict with a far more powerful neighbor or determining how to respond without a cyber capability of one's own. These cases demonstrate attribution is a necessary but not sufficient cause for responding to a cyber attack and that defenders have many response options available, from technical defense of their networks to escalation of the conflict to kinetic military strikes.</p> <p>Additionally, cyber deterrence does not require the high levels of attribution that some theorists argue. Instead, a counterattack can rely on a lower level of attribution because the target is typically a known adversary and because the results from a cyber attack are generally much lower than the effects from a kinetic attack. Nuclear deterrence, like climate change, is a devilishly complex issue that tends to polarize its community of experts. Disarmament advocates talk about the catastrophic dangers posed by large nuclear weapon stockpiles. Proponents discuss the inherent security advantages provided by nuclear deterrence. With some notable exceptions, attitudes among world leaders in the past 40 years tend to support reduced weapon stockpiles and policies to prevent proliferation. The U.S., by virtue of its large nuclear stockpile and stature as a global superpower, remains a leader for this issue. U.S. leadership has long stated a policy towards nuclear disarmament that is conditional on the world environment and preserving security of U.S. interests and allies. This policy has generated numerous proposals by various strategists to reduce the U.S. nuclear stockpile to levels well below the current force structure. Inevitably, each proposal generates considerable debate about the quantity of the reduction. This paper contends that quantity of reductions should not be the primary focus of debate. Rather proposals should be analyzed within the larger context of a chronological continuum with New START as the initial point and global zero as the end point. This approach aligns the entire community along the same framework and permits objective analysis of each proposal's stated deterrence objectives, how they derive credibility for these objectives, and implications to U.S. policy. Several proposals were examined in the paper to populate the continuum. The end result shows that the process of reducing the U.S. stockpile to low numbers will have profound implications to U.S. nuclear policy that have not been adequately discussed or tested. Debate over what the 'right' number of weapons is must shift to how the U.S. credibly drives to zero.</p> <p>On 5 April 2009, President Obama spoke at Hradcany Square in Prague and declared "So today, I state clearly and with conviction America's commitment to seek the peace and security of a world without nuclear weapons." The President's speech and follow-on policy in the 2010 Nuclear Posture Review emphasized a renewed focus on reducing the U.S. nuclear arsenal with a long-term goal of global nuclear disarmament. The New START Treaty, entered into force on February 5, 2011, was another tangible result of this focus on the 'road to zero.' While even the staunchest advocates admit total disarmament could take generations, if ever, these events imply a commitment to cut stockpiles that go far beyond previous arms control agreements and unilateral actions and have reenergized focus on various proposals for deeper reductions. Most of these proposals are essentially static analyses that claim deterrence would be preserved at some new stockpile threshold. Inevitably, strategists then spend considerable time arguing why the various thresholds either 'go too far' or 'don't go far enough.' With all due respect to the experts, I contend they are missing the point. Rather than supporting or tearing apart each new proposal based on subjective stockpile numbers, proposals should be evaluated dynamically along a chronological continuum. This framework accommodates the idea that various thresholds may be valid at different times. Thus, it becomes more important to evaluate proposals based on their stated deterrence objectives, how they derive credibility for these objectives, and implications to U.S. policy when aligned chronologically along the 'road to zero.' Russia's seizure of Crimea in the Ukraine rung alarm bells in the West, raising fears of a resurgent Russia intent on regaining its former dominance in Eastern Europe. Over the last two years, the North Atlantic Treaty Organization (NATO) has renewed its focus on defending its member nations from an aggressive and resurgent Russia. This focus encompasses a switch from assurance, which the United States and NATO have relied on during the post-Cold War era, to deterrence which is more in line with its posture against the former Soviet Union. NATO was created in 1949 as part of a broader effort to serve three purposes: deterring Soviet expansionism, forbidding the revival of nationalist militarism in Europe through a strong North American presence on the continent, and encouraging European political integration. During the Cold War, NATO pursued deterrence by both punishment and denial. Deterrence by punishment sent a message based on 'unactable damages', which included a threat of massive nuclear retaliation for any Soviet attack - conventional or nuclear. Through deterrence by denial, NATO deployed a forward defense at its eastern border with the Soviet Union in order to make it physically difficult for the communist nation to achieve its expansionist objective.</p> <p>This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.</p> <p>After the fall of the Soviet Union, NATO's deterrence posture deteriorated as the world view shifted. Its forces, conventional and nuclear, were dramatically downsized and nation members consistently reduced their defense spending contributions. Additionally, NATO experienced an atrophy of deterrence know-how, including planning, exercises, messaging and decision making. This is because NATO's post-Cold War security environment changed. NATO became more involved in crises like the western Balkans and Afghanistan. Following the Cold War, NATO no longer considered Russia an adversary and some of the former states have since become members of the alliance. As a result, the size of NATO's military presence has been significantly reduced over the years. There may also be a question of the commitment of some of its members when it comes to monetary contributions. Each nation is expected to expend the equivalent of two percent of its gross domestic product (GDP) in support of NATO.9 However, many nations fall very short of that number. But doing so is not easy. The United States and the Republic of Korea (ROK) have clearly failed to deter multiple North Korean provocations associated with WMD. Moreover, the North Korean leaders appear insensitive to the kind of "assured destruction" nuclear weapon retaliatory threats against cities and industry that formed the basis for Cold War deterrence. Instead, deterrence of North Korean WMD use needs to be based more on the ability to defeat that use and deny its objectives while still threatening retaliation that would undermine or destroy the North Korean regime.</p> <p>This paper describes such a deterrent approach, first by characterizing North Korea as a failing stateーone which has used crises and may yet try to use conflict to strengthen the regime. It then addresses the nature of North Korea's WMD threat, how that threat might be used, and the damage that could result. While the events of 11 September 2001 challenge the traditional notions of deterrence, so too have the events of the past 70 years. Throughout the Cold War and even today, there have been numerous acts of aggression by both state and non-state actors that should have been deterred under traditional notions of deterrence. The fact that these acts were not deterred have caused many to question whether the deterrence-based theories behind the U.S. National Security Strategy are adequate to address the current and future strategic environment. Given the inability of the international system and specifically the United States to deter these acts of aggression there needs to be a serious reevaluation of the theories of deterrence that form the foundation of the U.S. strategy of deterrence. Looking at four case studies, this study finds that while the existing theories do not account for some acts of aggression and limited deterrence failures, deterrence theory in general is still applicable to the current and future strategic environment.
