Literaturverzeichnis S.17 I. Einleitung Der Begriff der ,,Zivilgesellschaft' bzw. der 'civil society' tritt in aktuellen politischen und sozialwissenschaftlichen Debatten immer h?ufiger auf. Deshalb warnen in diesem Zusammenhang Wolfgang Merkel und Hans- Jochim Lauth: ,,Immer dann, wenn Begriffe der politischen Philosophie in den wohlfeilen Gebrauch der Alltagssprache ?bergehen, ist Vorsicht geboten. (...) Der umworbene Begriff droht seine inhaltliche Substanz zu verlieren und in analytischer Beliebigkeit zu versinken'. Ein wesentliche Grund f?r den enormen Aufschwung des Konzepts der ,,Zivilgesellschaft' liegt in den gesellschaftlichen Umbruchphasen in den L?ndern Osteuropas. Beim Fall der ,,realsozialistischen' Systeme waren zivilgesellschaftliche Aktivit?ten von gro?er Bedeutung. Die polnischen, ungarischen und tschechoslowakischen Oppositionsbewegungen orientierten sich stark an diesem Konzept. Die 'civil society' wurde dort als eine im Gegensatz zum Staate stehende B?rgergesellschaft antizipiert, die sich einen politischen und ?ffentlichen Raum, unabh?ngig vom Staat erk?mpfte. Ziel dieser Arbeit ist es die Zivilgesellschaft in der ehemaligen Tschechoslowakei zu untersuchen und zu beschreiben. Aus diesem Grund ist es notwendig sich zun?chst mit der Geschichte seiner V?lker zu besch?ftigen, um dadurch die darauffolgenden Ereignisse in der Phase der Krise, des Wandels und der Konsolidierung sowie Institutionalisierung der Demokratie besser verstehen zu k?nnen. Hitlers Konzeption der 'Lebensraumpolitik' zielte eindeutig auf eine Expansion des Deutschen Reiches nach Osten ab. Dadurch war es ihm folglich klar, dass die beiden ?stlichen Nachbarn, Polen und die Tschechoslowakei, eine unmittelbare Rolle bei der Entfesselung des Krieges einnehmen werden, und sich an einem dieser beiden L?nder aller Voraussicht nach der Krieg entz?nden werde. In der Auseinandersetzung mit der Tschechoslowakei ging er hierbei etappenweise vor. Immer wieder versuchte er kleinere Krisen zu konstruieren, daraus seinen Vorteil zu ziehen und die Tschechoslowakei St?ck f?r St?ck aufzuteilen und in das Deutsche Reich oder dessen Einflussgebiet einzugliedern. Hierbei konnte er auf die innere Zerrissenheit des Vielv?lkerstaates setzen und die einzelnen Ethnien zu seinen Gunsten gegeneinander ausspielen. Im Folgenden m?chte ich schildern, wie er zuerst die Sudetendeutschen und dann die Slowaken, Ungarn und Polen zur Aufsplitterung der Tschechoslowakei verwendete. Als wesentliche Etappen auf dem Weg zur Aufsplitterung und Eingliederung der Tschechoslowakei werde ich hierbei das Erstarken der Sudetendeutschen in der Tschechoslowakei im Jahr 1935, die Maikrise und das M?nchener Abkommen vom September 1938, sowie die endg?ltige Liquidierung der Tschechoslowakei im M?rz 1939 anf?hren. Einen Blick m?chte ich dabei auch auf das insuffizente B?ndnissystem werfen, auf dessen Wirksamkeit die tschechoslowakische Regierung vertraute. Meinen Augenmerk werde ich auf die Frage richten, wer f?r den Lauf der Dinge verantwortlich gemacht werden kann: War es die Tschechoslowakei, da sie durch eine fehlgeleitete Politik ihren Staat selbst sprengte? Waren es die Verb?ndeten der Tschechoslowakei, da sie ihren Pflichten nur ungen?gend nachkamen und ihren B?ndnispartner dadurch dem Deutschen Reich ?berlie?en?
