<p>It is an historical fact that the water supply of Rome, during the first century of our era, was so abundant “that whole rivers flowed through the streets of Rome.” The quantity was estimated at 375 million gallons per day, an equivalent to 375 gallons for each inhabitant. This supply was conducted to the city through nine costly and marvelous conduits of brick and stone, that tunneled hills and crossed rivers and ravines in the boldest manner, presenting most skillful engineering ability. The number was afterwards increased to fourteen. The principal aqueducts were: Aqua Martia, erected B. C. 431, was 38 miles in length, part of which was composed of 7,000 arches. Aqua Claudia, a subterranean channel for 36? miles; 10? miles a surface conduit, 3 miles a vaulted tunnel, and 7 miles on lofty arcades, had a capacity for delivering 96 million gallons daily. New Anio was 43 miles in length. Some of these aqueducts were made of three distinct arches, one above the other, that conveyed waters from sources of different elevations. Constantinople presents remains of the skill possessed by the Romans in the numerous subterraneous reservoirs, covered with stone arcades supported by pillars. Pont du Gard is another relict that supplied the town of Nismes, France. “It consists of 3 tiers of arches, the lowest of 6 arches, supporting 11 of equal span in the center tier, surmounted by 35 of smaller size. We begin with the father of our truly English poetry, the genial old Geoffrey Chaucer, and, spite of the lives which have been written of him, Tyrwhitt tells us that just nothing is really known of him. The whole of his account of what he considers well-authenticated facts regarding him amounts to but twelve pages, including notes and comments. The facts themselves do not fill more than four pages. Of his birth-place, further than that it was in London, as he tells us himself in The Testament of Love, fol. 321, nothing is known. The place of his education is by no means clear. It has been said that he was educated first at Cambridge, and then at Oxford. He himself leaves it pretty certain that he was at Cambridge, styling himself, in The Court of Love, "Philogenet of Cambridge, Clerk." Leland has asserted that he was at Oxford; and Wood, in his Annals, gives a tradition that, "when Wickliffe was guardian or warden of Canterbury College, he had for his pupil the famous poet called Jeffrey Chaucer, father of Thomas Chaucer, Esq., of Ewelme, in Oxfordshire, who, following the steps of his master, reflected much upon the corruptions of the clergy." He is then said to have entered himself of the Inner Temple. Speght states that a Mr. Buckley had seen a record in the Inner Temple of "Geffrey Chaucer being fined two shillings for beating a Franciscan Friar in Fleet-street." This, Tyrwhitt says, was ayouthful sally, and points out the fact that Chaucer studied in the Inner Temple on leaving college, and before his travels abroad, which is contrary to the account of Leland, who makes him, after his travels, reside in the Inner Temple. <p>In 2005, the Supreme Court ruled that the city of New London, Connecticut, could condemn fifteen residential properties in order to transfer them to a new private owner. Although the Fifth Amendment only permits the taking of private property for “public use,” the Court ruled that the transfer of condemned land to private parties for “economic development” is permitted by the Constitutionーeven if the government cannot prove that the expected development will ever actually happen. The Court’s decision in <em>Kelo v. City of New London</em> empowered the grasping hand of the state at the expense of the invisible hand of the market.</p> <p>In this detailed study of one of the most controversial Supreme Court cases in modern times, Ilya Somin argues that <em>Kelo</em> was a grave error. Economic development and “blight” condemnations are unconstitutional under both originalist and most “living constitution” theories of legal interpretation. They also victimize the poor and the politically weak for the benefit of powerful interest groups and often destroy more economic value than they create. <em>Kelo</em> itself exemplifies these patterns. The residents targeted for condemnation lacked the influence needed to combat the formidable government and corporate interests arrayed against them. Moreover, the city’s poorly conceived development plan ultimately failed: the condemned land lies empty to this day, occupied only by feral cats. The Supreme Court’s unpopular ruling triggered an unprecedented political reaction, with forty-five states passing new laws intended to limit the use of eminent domain. But many of the new laws impose few or no genuine constraints on takings. The <em>Kelo</em> backlash led to significant progress, but not nearly as much as it may have seemed.</p> <p>Despite its outcome, the closely divided 5-4 ruling shattered what many believed to be a consensus that virtually any condemnation qualifies as a public use under the Fifth Amendment. It also showed that there is widespread public opposition to eminent domain abuse. <p>Having left Vienna, we proceeded through the Duchies of Stiria, Carinthia, and Carniola, to Venice. Notwithstanding the mountainous nature of those countries, the roads are remarkably good. They were formed originally at a vast expence of labour to the inhabitants, but in such a durable manner, that it requires no great trouble to keep them in repair, to which all necessary attention seems to be paid. Some of the mountains are covered with wood, but more generally they are quite bare. Among them are many fields and vallies, fit for pasturage and the cultivation of grain; a few of these vallies are remarkably fertile, particularly in the Duchy of Carniola. The bowels of the earth abound in lead, copper, and iron. Stirian steel is reckoned excellent; and the little town of Idra, in Carniola, is famous for the quicksilver mines in its neighbourhood. It has been a matter of controversy among the learned (for the learned dispute about many things which the ignorant think of little importance), by what road the original inhabitants came, who first peopled Italy? And it has been decided by some, that they must have entered by this very country of Carniola. These gentlemen lay it down as an axiom, that the first inhabitants of every country in the world, that is not an island, must have come by land, and not by sea, on account of the ignorance of the early inhabitants of the earth in the art of navigation; but Italy being a peninsula, the only way to enter it by land, is at some part of the isthmus by which it is joined to the rest of Europe. The Alps form great part of that isthmus, and, in the early ages, would exclude strangers as effectually as the sea. The easiest, shortest, and only possible way of avoiding seas and mountains, in entering Italy, is by the Duchy of Carniola and Friuli. Ergo, they came that way. Q.E.D. In contradiction to the preceding demonstration, others assert, that the first inhabitants came in ships from Greece; and others have had the boldness to affirm, that Italy had as good a right as any other country to have inhabitants of its own original production, without being obliged to any vagrants whatever. I thought it right to give you the opinion of the learned on this country, because it is not in my power to describe it from my own observation; for we passed through those Duchies with a rapidity which baffles alldescription. The inns are as bad as the roads are good; for which reason we chose to sleep on the latter rather than in the former, and actually travelled five days and nights, without stopping any longer than was necessary to change horses. This method of travelling, however agreeable and improving it may be in other respects, is by no means calculated to give one the most perfect and lasting idea of the face of a country, or of the manners and characters of the inhabitants; and therefore I hope you will not insist upon an exact account of either. Among other curiosities which our uninterrupted and expeditious movement prevented us from observing with due attention, was the town of Gratz, the capital of Stiria, through which we unfortunately passed in the middle of the night. I did not regret this on account of the regularity of the streets, the venerable aspect of the churches, the sublime site of the castle, and other things which we had heard extolled; but solely because we had not an opportunity of visiting the shrine of St. Allan, a native of England, who formerly was a Dominican Monk of a convent in this town, and in high favour with the Virgin Mary, of which she gave him some proofs as strong as they were extraordinary. Amongst other marks of her regard, she used to comfort him with milk from her breasts. This, to be sure, is a mark of affection seldom bestowed upon favourites above a year old, and will, I dare say, surprise you a good deal. Fields, on January 5, 1915, she spoke to me more than once of her intention to place in my possession a cabinet of old papersーjournals of her own, letters from a host of correspondents, odds and ends of manuscript and printーwhich stood in a dark corner of a small reception-room near the front door of her house in Charles Street, Boston. On her death this intention was found to have been confirmed in writing. It was also made clear that Mrs. Fields had no desire that her own life should be made a subject of recordー“unless,” she wrote, “for some reason not altogether connected with myself.” Such a reason is abundantly suggested in her records of the friends she was constantly seeing through the years covered by the journals. These friends were men and women whose books have made them the friends of the English-speaking world, and a better knowledge of them would justify any amplification of the records of their lives. In this process the figure of their friend and hostess in Charles Street must inevitably reveal itselfーnot as the subject of a biography, but as a central animating presence, a focus of sympathy and understanding, which seemed to make a single phenomenon out of a long series and wide variety of friendships and hospitalities. The “blue books”ーmore than fifty in numberーwhich Mrs. Fields used for the journals have already yielded many pages of valuable record to her own books, especially “James T. Fields: Biographical Notes and Personal Sketches” (1881), and “Authors and Friends” (1896); also even, here and there, to Mr. Fields’s “Yesterdays with Authors” (1871). Yet she left unprinted much that is both picturesque and illuminating: so many of the persons mentioned in the journal were still living or had but recently died when her books were written. There are, besides, many passages used in a fragmentary way, which may now with propriety be given complete. Into these manuscript journals, then, I propose to dip afreshーnot with the purpose of passing in a miscellaneous review all the friends who crossed the threshold of the Charles Street house in a fixed period of time, but rather in pursuit of what seems a more promising questーnamely, to consider separate friends and groups of friends in turn; to assemble from the journals passages that have to do with them; to supplement these by drawing now and then upon the old cabinet for a letter from this or that friend to Mr. or Mrs. Fields, and thus to step back across the years into a time and scene of refreshing remembrance. Many a friend, many a friendship, must be left untouched. In the processes of selection, figures of more than local significance will receive the chief consideration. In passages relating to one person, allusions to many others, sometimes treated separately in other passages, will often be found, for the friendships with one and another were constantly overlapping and interlocking. <p>Genetic engineering is a broad term referring to manipulation of an organisms nucleic acid. Organisms whose genes have been artificially altered for a desired affect is of ten called genetically modified organism. Recombinant DNA technology is technology that is used to cut a known DNA sequence from one organism and introduce it into another organism thereby altering the genotype of the recipient. The process of introducing the foreign gene into another organism is also called cloning. Sometimes these two terms are used synonymously. The sum total of all genes in an organism makes up its genome. Genes are the segment of nucleic acids that code for a specific polypeptide. Genes are made up of nucleotide sequences where a combination of three nucleotides code f or one amino acid. Genes are transcribed into mRNA that are hen translated into polypeptide sequences. The regulation of genes is achieved by operand. Chromosomal DNA is not the only genetic material, some bacteria posses extra chromosomal genetic elements called plasmids. Plasmid are not necessary for survival but may confer some advantage to the cell harboring it. Plasmids are circular DNA molecules that can replicate independently. Plasmids contain the requisite genetic machinery, such as replication origin, which permits their autonomous propagation in a bacterial host or in yeast. A bacterial cell may possess single or multiple copies of the same plasmid. Some plasmids are present in one or a few copies per cell and replicate once per cell division as does the bacterial chromosome; their replication is said to be under stringent control.
