This document is professionally converted for accurate flowing-text e-book format reproduction.</p> <p>Global warming has been linked to the cars that we drive, the energy supply, and now the food that we buy. From farm to fork, our food often travels long distances to reach our plate. The carbon dioxide emissions from these food miles traveled are compounded by the methane produced when food waste is tossed in landfills.</p> <p>We cannot continue to spite the land that feeds us. The witnesses before us today are all pursuing sustainable dining options that can alleviate the impact of our food consumption on global warming. The impact is prevalent in the three responsibilities of a dining facility: procurement, consumption, and disposal. Purchasing local food reduces food miles traveled. Using renewable, biodegradable plates and utensils reduces oil consumption and waste. Turning table scraps and leftover food into compost returns nutrients to farms and reduces global warming.</p> <p>The food Americans eat increasingly comes from greater distances. From 1970 to 1980, our food miles traveled increased 1,300 to 1,500 miles. A 2002 World Watch Institute report stated that food in the United States traveled between 1,500 and 2,400 miles. The typical American prepared meal contains on average ingredients from at least 5 countries outside of the United States. By favoring more local fare, the CO2 emissions associated with food travel can decrease significantly. A University of Washington study found that a plate of Washington-sourced foods resulted in 33 percent fewer CO2 emissions than a plate of similar foods from their most popularly imported countries or States of origin.</p> <p>Even if a meal is entirely local, its contribution to global warming continues after the plates are cleared. Yard trimmings and food waste constitute 24 percent of the U.S. municipal solid waste stream, and half of the garbage at restaurants is estimated to be food waste. As this food rots in the landfill, it produces methane. If that methane escapes into the atmosphere, it traps 20 times more heat than CO2. Food in landfills will continue to contribute to methane emissions. A 2006 study predicted that, by 2025, food waste will increase by 44 percent worldwide. This methane buildup is deplorable because it is preventable. Food waste can be recycled into compost, resulting in fewer emissions and in new economic products. Compost soil can be used to fertilize crops and landscaping and support green jobs in food waste recycling. The reduced garbage load can result in lowered disposal fees as well. Moreover, while the exact causes for the currently observed increases in global temperatures are yet to be established, a growing consensus is emerging that at least part of it is human-caused. As a result, various panels and organisations have emerged throughout the world, which are working on strategies how to reverse or at least halt this process. As Kolk & Pinske point out the resulting climate policies across different sectors and locations are diverse. Various companies are trying to restructure their operations in order to reduce waste and to make their processes more energy efficient. A number of governments are enacting policies to replace CO2-intensive energy, released through the burning of coal, oil and gas by more environmentally friendly, so-called 'clean' energy, such as wind, solar, or hydroelectric power. Others are resorting back to nuclear power asserting that the actual risks of this technology are by far not as high as they are perceived to be or as they were some years ago. A further alternative that has recently been implemented by the EU is a 'cap-and-trade system' for energy-intensive industries, which defines strict limits for the absolute amount of emissions. While the responsibility for complying with this regulation rests with the companies in the respective industries, they are free to find ways how to stay within the limits. Compensating for emissions by purchasing carbon credits is one prominent option available to companies in this respect. The resulting climate change will lead to major environmental changes such as rising sea levels, shrinking mountain glaciers, the spread of infectious diseases and increased heat related mortality, impacts to ecosystems and loss in biodiversity, and agricultural shifts such as impacts on crop yields. As this increase is at least partly caused by human activity, the effort to confront anthropogenic greenhouse gas emissions has increased over the last years. Probably the most important measure implemented is the Framework Convention on Climate Change. In the EU about one third of manmade methane emissions, with a global warming potential 21 times greater than that of carbon dioxide, can be attributed to solid waste disposal. With some 60% of municipal solid waste still being disposed of to landfill without any form of pre-treatment and extensive reliance on incineration for treatment of most of the remainder, it is clear that there is considerable scope for improvement. In this report the capability of either European or national legislation to improve the actual situation on greenhouse gas emissions related to the management of municipal solid waste was investigated by using England, Germany and Bulgaria as representatives. From the results obtained by applying a LCA it becomes obvious that European legislation will improve the actual situation on the management of municipal solid waste. The greenhouse gas emissions generated in England will be reduced by more than 75% and thus result in a negative greenhouse gas flux. In Bulgaria the emissions will decline by more than 82%. With regard to the waste management hierarchy the greatest improvements will be reached by reducing the amount of biodegradable municipal solid waste from landfilling and meanwhile focusing on material recycling. To deal with the putrescible fraction biological treatment options should be preferred to thermal treatment methods. All improvements achieved by the different scenarios are based on effective source segregated collection schemes.
