<p>Missions to the Oriental Churches occupy a large space in the forty-nine volumes of the Missionary Herald, and in as many Annual Reports of the Board; and in view of the multitude of facts, from which selections must be made to do justice to the several missions, it will readily be seen, that their history cannot be compressed into a single volume. The Missions may be regarded as seven or eight in number; considering the Palestine and Syria missions as really but one, and the several Armenian missions as also one. The history of the Syria mission, in its connection with the American Board, covers a period of fifty-one years; that of the Nestorian, thirty-seven; that of the Greek mission, forty-three; of the Assyrian (as a separate mission), ten; of the Armenian mission, to the present time, forty; and of the Bulgarian, twelve. The mission to the Jews, extending through thirty years, was so intimately connected with these, as to demand a place in the series; and the facts scattered through half a century, illustrating the influence exerted on the Mohammedans, are such as to require a separate embodiment. In writing the history, one of three methods was to be adopted; either to embrace all the missions in one continuous narrative; or to carry forward the narrative of each mission, separately and continuously, through its entire period; or, rejecting both these plans, to keep the narratives of the several missions distinct, but, by suitable alternations from one to another, to secure for the whole the substantial advantages of a contemporaneous history. The first could not be done satisfactorily, so long as the several missions have a separate existence in the minds of so many readers, and while so many feel a strong personal interest in what is said or omitted. Even on the plan adopted, so much must necessarily be omitted, or stated very briefly, as to endanger a feeling, that injustice has been done to some excellent missionaries. As for the second, the author had not the courage to undertake consecutive journeys through so many long periods; and he believed not a few of his readers would sympathize with him. If, however, any desire to read the history of any one mission through in course, the table of contents will make that easy. Each of the histories is complete, so far as it goes. No attempt has been made to write a philosophical history of missions. The book of the Acts of the Apostles is not such a history, nor has one yet been written. The time has not come for that. There are not the necessary materials. The directors of missions, and missionaries themselves, have not yet come to a full practical agreement as to the principles that underlie the working of missions, nor as to the results to be accomplished by them; and it must be left to competent writers in the future,ーwhen the whole subject shall be more generally and better understood,ーafter patiently examining the proceedings of missionary societies in America, England, Scotland, and Germany, to state and apply the principles that may be thus evolved. The most that can now be done, is to record the facts in their natural connections, together with the more obvious teachings of experience. Richard Lebow, in an article he wrote called Conventional or Nuclear Deterrence: Are the Lessons Transferable, reviewed a series of wars and crisis from 1898 to 1987. He concluded the major factor in determining the success of deterrence was not the size of the military or its capacity to fight. Instead, "it was the degree to which the challenger felt driven to attack" and a belief in the success of that attack. In order for deterrence to be successful, a defender must convince the aggressor not only will it be unsuccessful in its attack, but also the potential cost associated with its aggression far outweighs the chance it will succeed. Patrick Morgan's immediate deterrence example is the most effective way to persuade the enemy into believing an attack will be unsuccessful. A review of two case studies, North Korea in 2013 and Russia's aggression into Ukraine in 2014, reveals immediate deterrence is the most effective when six criteria are used. These include: 1) A punctuating event occurs, leading to a requirement to display deterrence. 2) A specific defender (the deterrer) and aggressor can be identified. 3) An established security connection exists with the defender and that connection has a defined security response towards aggression. 4) A sufficient amount of force is used in the deterrence effort. 5) The defender or the sum of the defender and its allies is militarily stronger than the aggressor. 6) The greater the effort put forth to deter action, the more effective the deterrent. US Strategic Command (USSTRATCOM) should use these six criteria when planning for and evaluating the effectiveness of future bomber deterrence missions.</p> <p>This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.</p> <p>In order to evaluate whether deterrence works, one must understand what is meant by deterrence. Several definitions are found in political science writings, however, Patrick Morgan, one of the most respected authors of deterrence theory, defines it this way: "Deterrence is a matter of convincing someone not to do something by threatening him with harm if he does." In the international security arena this generally means convincing a nation not to attack by threatening retaliation so fierce, the cost would be too great for it to bear, and thus it will decide not to attack in the first place. This is different from a nation who never considers attacking. If this were the case, it would mean "deterrence works best with our friends, or pacifists!" According to Morgan, inherent within deterrence there must be the threat of an attack. When evaluating effective deterrence, the question becomes if a nation does not attack did deterrence actually work or was it never going to attack in the first place? One can easily determine when deterrence fails because a deterrence action was taken and yet the attack still occurred. An example of deterrence failing was the French built Maginot line constructed after WWI. The idea of the Maginot line was to slow down the advancing army enough to allow massive reinforcements to arrive, thus making any invasion of France a delayed and costly endeavor. However, in this case, deterrence failed and Germany still invaded. On the other hand, analyzing the effectiveness of successful deterrence cases or even determining which ones those are, is much more difficult. Patrick Morgan says to understand the effectiveness of deterrence, it should first be broken down into two different types. ISRU, also known "living off the land", involves the extraction and processing of local resources into useful products. In particular, the ability to make propellants, life support consumables, fuel cell reagents, and radiation shielding can significantly reduce the cost, mass, and risk of sustained human activities beyond Earth. Also, the ability to modify the lunar landscape for safer landing, transfer of payloads from the lander an outpost, dust generation mitigation, and infrastructure placement and buildup are also extremely important for long-term lunar operations. While extra-terrestrial excavation, material handling and processing, and site preparation and construction may be new to NASA and other space agencies, there is extensive terrestrial hardware and commercial experience that can be leveraged. This paper will provide an overview of current NASA activities in lunar ISRU mining and construction and how terrestrial experience in these areas are important to achieving the goal of affordable and sustainable human exploration."</p> <p>The second document is titled Lunar Surface Reference Missions - A Description of Human and Robotic Surface Activities. " The organization of this document begins with a description of several major objectives of renewed exploration of the Moon: (1) Scientific exploration; (2) Determining the suitability of the Moon as the basis for astronomical and other observations; (3) Developing technology and conducting tests relevant to long-term human stays on the Moon; (4) Developing technology and conducting tests of technical and human systems relevant to the human exploration of Mars and beyond; (5) Testing technologies and conducting investigations that can lead to economically beneficial activities on the moon; and (6) Understanding the conditions under which crew health, safety and performance and effective facility operations can be extended for long-duration missions. For each of these areas, the rationale for the activities, their scope and scale, how they might be accomplished, and the functions required to conduct them, are provided.</p> <p>Many of the capabilities required to carry out the objectives are common between objectives, so they are presented and discussed in a section that describes major functional requirements, such as field investigations, mobility, sample analysis, teleoperations, and various crew functions. These are the functions that must be carried out on the lunar surface.
