This new carbon market is the largest of its sort, growing quickly and behaving very similarly to the stock markets. Because of being so new, there is still a considerable amount of uncertainty about its future development, but some first lessons are discussed in the report. Crucial is the allocation of allowances with all its exceptions that can lead to false incentives to actually increase emissions. Allowances now represent a cost that can either lead to competitive disadvantage or present an opportunity to increase margins if allocated for free. Investment decisions are being affected because environmental concerns are translated into a cost that can be evaluated against the costs of other alternatives. Consequences of the US being the worlds largest emitter not ratifying the Kyoto Protocol is addressed. Pitfalls of the system are identified and recommendations given. Langfristige gesamtgesellschaftliche Effekte werden nicht betrachtet, weil sie f?r den wirtschaftlichen Fortbestand der Luftverkehrsgesellschaften nur von geringer Relevanz sind. Es bedarf marktwirtschaftlicher Internalisierungsverfahren, damit sie im Rahmen einzelwirtschaftlicher Entscheidungsprozesse der Marktteilnehmer ber?cksichtigt werden k?nnen. Dies k?nnten fungible und handelbare Emissionszertifikate sein, oder staatlich verordnete Abgaben. Emissionen im Luftverkehr sind, gemessen an anderen Sektoren, relativ gering. Aufgrund der Zuwachsraten sind technische Ma?nahmen zur Emissionsreduktion notwendig. Das technische Mitigationspotential ist gering. Da sich der Luftverkehr bisher so dynamisch entwickelt hat, kann angenommen werden, dass ohne ordnungsrechtliche und ?konomische Instrumente eine ?berh?hte Nutzung des Luftverkehrs eintreten wird. Von den Folgen der Kriegsz?ge gegen die Sachsen war Liudger mehr als einmal unmittelbar betroffen. Krieg und Mission waren jedoch eng miteinander verkn?pft. Die Sachsenkriege und die damit ver- bundene Missionierung k?nnen als ein ma?geblicher Teil der Zielsetzung Karls des Gro?en angesehen werden. Richard Lebow, in an article he wrote called Conventional or Nuclear Deterrence: Are the Lessons Transferable, reviewed a series of wars and crisis from 1898 to 1987. He concluded the major factor in determining the success of deterrence was not the size of the military or its capacity to fight. Instead, "it was the degree to which the challenger felt driven to attack" and a belief in the success of that attack. In order for deterrence to be successful, a defender must convince the aggressor not only will it be unsuccessful in its attack, but also the potential cost associated with its aggression far outweighs the chance it will succeed. Patrick Morgan's immediate deterrence example is the most effective way to persuade the enemy into believing an attack will be unsuccessful. A review of two case studies, North Korea in 2013 and Russia's aggression into Ukraine in 2014, reveals immediate deterrence is the most effective when six criteria are used. These include: 1) A punctuating event occurs, leading to a requirement to display deterrence. 2) A specific defender (the deterrer) and aggressor can be identified. 3) An established security connection exists with the defender and that connection has a defined security response towards aggression. 4) A sufficient amount of force is used in the deterrence effort. 5) The defender or the sum of the defender and its allies is militarily stronger than the aggressor. 6) The greater the effort put forth to deter action, the more effective the deterrent. US Strategic Command (USSTRATCOM) should use these six criteria when planning for and evaluating the effectiveness of future bomber deterrence missions.＜/p＞＜p＞This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.＜/p＞＜p＞In order to evaluate whether deterrence works, one must understand what is meant by deterrence. Several definitions are found in political science writings, however, Patrick Morgan, one of the most respected authors of deterrence theory, defines it this way: "Deterrence is a matter of convincing someone not to do something by threatening him with harm if he does." In the international security arena this generally means convincing a nation not to attack by threatening retaliation so fierce, the cost would be too great for it to bear, and thus it will decide not to attack in the first place. This is different from a nation who never considers attacking. If this were the case, it would mean "deterrence works best with our friends, or pacifists!" According to Morgan, inherent within deterrence there must be the threat of an attack. When evaluating effective deterrence, the question becomes if a nation does not attack did deterrence actually work or was it never going to attack in the first place? One can easily determine when deterrence fails because a deterrence action was taken and yet the attack still occurred. An example of deterrence failing was the French built Maginot line constructed after WWI. The idea of the Maginot line was to slow down the advancing army enough to allow massive reinforcements to arrive, thus making any invasion of France a delayed and costly endeavor. However, in this case, deterrence failed and Germany still invaded. On the other hand, analyzing the effectiveness of successful deterrence cases or even determining which ones those are, is much more difficult. Patrick Morgan says to understand the effectiveness of deterrence, it should first be broken down into two different types. F?r die nahe Zukunft wird mit einer globalen Erw?rmung der Erdoberfl?che gerechnet, die weitreichende ?konomische und ?kologische Folgen nach sich ziehen wird. Insbesondere der Aussto? von Kohlendioxid (CO 2 ) bereitet gro?e Sorgen, da darin die Hauptursache f?r den anthropogenen Treibhauseffekt gesehen wird. Vor diesem Hintergrund wurde im Jahre 1997 nach zahlreichen umwelt- und klimapolitischen Konferenzen und Verhandlungsrunden im Kyoto-Protokoll erstmals eine rechtsverbindliche Vereinbarung zur Reduzierung der Treibhausgase getroffen. Die Europ?ische Union (EU) und ihre Mitgliedsstaaten haben dabei einen Anteil von 8 % ?bernommen. Um den Verpflichtungen m?glichst effizient nachzukommen, soll ein Teil der Minderungszusagen durch ein EU-internes CO 2 -Emissionshandelssystem realisiert werden. Die EU hat dazu bereits eine Richtlinie verabschiedet, die die Ausgestaltung des Systems endg?ltig regelt. Allerdings haben im Vorfeld diverse Richtlinienvorschl?ge zu kontroversen Diskussionen gef?hrt. Besonders der Entwurf vom 23.10.2001 stand im Kreuzfeuer der Kritik. Die vorliegende Arbeit kn?pft an die Diskussionen um die Einf?hrung des Emissionshandelssystems in der EU an und versucht, das Vorhaben zu er?rtern und einer kritischen Analyse zu unterziehen. Einf?hrend werden in Kapitel 2 die grundlegenden Entwicklungen der internationalen Klimapolitik bis zum Abschluss des Kyoto-Protokolls und die daraus resultierenden CO 2 -Minderungsverpflichtungen f?r die EU und ihre Mitgliedsstaaten dargestellt. Im japanischen Kyoto 1997 wurde schlie?lich ein erfolgreicher Abschluss der Verhandlungen zu verbindlichen Reduktionsverpflichtungen des Kohlenstoffdioxidaussto?es erreicht. Das Protokoll sieht vor die Treibhausgasemissionen bis 2012 im Vergleich zu 1990 um insgesamt 5,2% zu reduzieren.
