Richard Lebow, in an article he wrote called Conventional or Nuclear Deterrence: Are the Lessons Transferable, reviewed a series of wars and crisis from 1898 to 1987. He concluded the major factor in determining the success of deterrence was not the size of the military or its capacity to fight. Instead, "it was the degree to which the challenger felt driven to attack" and a belief in the success of that attack. In order for deterrence to be successful, a defender must convince the aggressor not only will it be unsuccessful in its attack, but also the potential cost associated with its aggression far outweighs the chance it will succeed. Patrick Morgan's immediate deterrence example is the most effective way to persuade the enemy into believing an attack will be unsuccessful. A review of two case studies, North Korea in 2013 and Russia's aggression into Ukraine in 2014, reveals immediate deterrence is the most effective when six criteria are used. These include: 1) A punctuating event occurs, leading to a requirement to display deterrence. 2) A specific defender (the deterrer) and aggressor can be identified. 3) An established security connection exists with the defender and that connection has a defined security response towards aggression. 4) A sufficient amount of force is used in the deterrence effort. 5) The defender or the sum of the defender and its allies is militarily stronger than the aggressor. 6) The greater the effort put forth to deter action, the more effective the deterrent. US Strategic Command (USSTRATCOM) should use these six criteria when planning for and evaluating the effectiveness of future bomber deterrence missions.＜/p＞＜p＞This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.＜/p＞＜p＞In order to evaluate whether deterrence works, one must understand what is meant by deterrence. Several definitions are found in political science writings, however, Patrick Morgan, one of the most respected authors of deterrence theory, defines it this way: "Deterrence is a matter of convincing someone not to do something by threatening him with harm if he does." In the international security arena this generally means convincing a nation not to attack by threatening retaliation so fierce, the cost would be too great for it to bear, and thus it will decide not to attack in the first place. This is different from a nation who never considers attacking. If this were the case, it would mean "deterrence works best with our friends, or pacifists!" According to Morgan, inherent within deterrence there must be the threat of an attack. When evaluating effective deterrence, the question becomes if a nation does not attack did deterrence actually work or was it never going to attack in the first place? One can easily determine when deterrence fails because a deterrence action was taken and yet the attack still occurred. An example of deterrence failing was the French built Maginot line constructed after WWI. The idea of the Maginot line was to slow down the advancing army enough to allow massive reinforcements to arrive, thus making any invasion of France a delayed and costly endeavor. However, in this case, deterrence failed and Germany still invaded. On the other hand, analyzing the effectiveness of successful deterrence cases or even determining which ones those are, is much more difficult. Patrick Morgan says to understand the effectiveness of deterrence, it should first be broken down into two different types. Dom?nguez likened New Mexican churches to hacienda granaries, wine cellars, or Mexican pulque parlors. He found fault with certain of his Franciscan brethren, calling them on their drunkenness, insubordination, or public scandal. Yet all the while, Father Dom?nguez maintained the keen eye and curiosity of a born observer. From no other document do we learn so much about daily life in raw and remote late colonial New Mexico. How much a nanny goat cost (2 pesos), a fat pig (12 pesos), a trade knife (1 buffalo hide), a captive Indian girl from twelve to twenty years old (2 good horses and assorted dry goods), or the funeral of a Spanish child with tall cross and cope (8 pesos); how to prepare atole or chocolate (not coffee); the resentment of the colony's merchants toward their Chihuahua creditors and the fatalism of New Mexican families living under constant threat of Comanche attack; or where to catch trout-such details abound. Dom?nguez's superiors, however, resentful of his unflattering wordiness and occasional wit, filed his commentary away unceremoniously and forgot it. Since its rediscovery in 1928 and now published in a new edition, the unparalleled Dom?nguez report has often been compared to the 1630 and 1634 memorials of Fray Alonso de Benavides. The contrast could scarcely be sharper. Benavides looked out hopefully upon a young colony bent upon the Christian conversion of the Pueblo Indians, and Dom?nguez saw realistically what an ever more secular world had wrought. Whereas Benavides condemned Pueblo Indian ceremonial kivas as dens of devil worship, Dom?nguez routinely inventoried them as men's club houses. Even though the high-temperature superconductors were discovered over 35 years ago, there is not yet a general consensus on an acceptable theory of superconductivity in these materials. One of the early proposals suggested that collective magnetic excitations of the conduction electrons could lead them to form pairs, which in turn condense to form the superconducting state at a critical temperature Tc. Quantitative calculations of Tc using experimental data were, however, not available to verify the applicability of this magnetic mechanism. In this thesis, the author constructed an angle-resolved photoemission apparatus that could provide sufficiently accurate data of the electronic excitation spectra of samples in the normal state, data which was furthermore unusually devoid of any surface contamination. The author also appliedthe Bethe-Salpeter method to his uncommonly pristine and precise normal state data, and was able to predict the approximate superconducting transition temperatures of different samples. The study was motivated by the extraordinarily high conductivity of the non-magnetic delafossites PdCoO2 and PtCoO2, the measurement of whose electronic structure is reported and discussed. Two unexpected effects were observed in the course of the investigation; each is described and analysed in detail. Firstly, a previously unrecognised type of spectroscopic signal, allowing the non-magnetic probe of photoemission to become sensitive to spin-spin correlations, was observed in the antiferromagnetic PdCrO2. Its origin was identified as the Kondo-like coupling of itinerant and Mott insulating electrons. Furthermore, surface states exhibiting an unusually large Rashba-like spin-splitting were observed on the transition metal terminated surfaces of delafossites. Im japanischen Kyoto 1997 wurde schlie?lich ein erfolgreicher Abschluss der Verhandlungen zu verbindlichen Reduktionsverpflichtungen des Kohlenstoffdioxidaussto?es erreicht. Das Protokoll sieht vor die Treibhausgasemissionen bis 2012 im Vergleich zu 1990 um insgesamt 5,2% zu reduzieren. Die Europ?ische Union unterzeichnete das Protokoll gemeinsam mit allen EU-Mitgliedstaaten und ging somit eine v?lkerrechtlich bindende Verpflichtung ein, den Aussto? von Treibhausgasen um 8% in der gesamten Union zu reduzieren. Da jedoch schnell offensichtlich wurde, dass dieses Ziel schwer erreichbar sein w?rde ohne gemeinsame Anstrengungen der EU, schlug die Kommission vor, ein System f?r den Handel mit Treibhausgas-Emissionsberechtigungen in der Gemeinschaft zu schaffen.
