With RGGI, these statesーConnecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermontーachieved what had been considered politically impossible: they forced polluters to pay the public for their emissions. The states accomplished this by conducting auctions of emissions “allowances”; by 2014, they had raised more than $2.2 billion in revenues. In this first in-depth examination of RGGI, Leigh Raymond describes this revolutionary and influential policy model and explains the practical and theoretical implications for climate policy.</p> <p>Other cap-and-trade schemes had been criticized for providing private profits rather than public benefits, allowing private firms to make money by buying and selling valuable “rights to pollute.” RGGI, by contrast, directed virtually all emissions auction revenues to programs benefiting the public at large. <p>Prior to 1979, China had a bifurcated and geographically-dispersed industrial structure made up of a relatively small number of large-scale, state-owned enterprises in various industries alongside numerous small-scale, energy-intensive and polluting enterprises. Economic reforms beginning in 1979 led to the rapid expansion of these small-scale manufacturing enterprises in numerous energy-intensive industries such as aluminum, cement, iron and steel, and pulp and paper. Subsequently, the government adopted a new industrial development strategy labeled "grasp the large, let go the small." The aims of this new policy were to close many of the unprofitable, small-scale manufacturing plants in these (and other) industries, create a small number of large enterprises that could compete with OECD multinationals, entice these larger enterprises to engage in high-speed technological catch-up, and save energy. <em>China's Technological Catch-Up Strategy</em> traces the impact of this new industrial development strategy on technological catch-up, energy use, and CO2 emissions. In doing so, the authors explore several detailed, enterprise-level case studies of technological catch-up; develop industry-wide estimates of energy and CO2 savings from specific catch-up interventions; and present detailed econometric work on the determinants of energy intensity. The authors conclude that China's strategy has contributred to substantial energy and CO2 savings, but it has not led to either a peaking of or a decline in CO2 emissions in these industries. This scheme covers industrial plants that can now trade allowances of carbon dioxide (CO2). This new carbon market is the largest of its sort, growing quickly and behaving very similarly to the stock markets. Because of being so new, there is still a considerable amount of uncertainty about its future development, but some first lessons are discussed in the report. Crucial is the allocation of allowances with all its exceptions that can lead to false incentives to actually increase emissions. Allowances now represent a cost that can either lead to competitive disadvantage or present an opportunity to increase margins if allocated for free. Investment decisions are being affected because environmental concerns are translated into a cost that can be evaluated against the costs of other alternatives. Consequences of the US being the worlds largest emitter not ratifying the Kyoto Protocol is addressed. Pitfalls of the system are identified and recommendations given.
