<p><strong>How the Regional Greenhouse Gas Initiative created a new paradigm in climate policy by requiring polluters to pay for their emissions for the first time.</strong></p> <p>In 2008, a group of states in the northeast United States launched an emissions trading program, the Regional Greenhouse Gas Initiative (RGGI). With RGGI, these statesーConnecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermontーachieved what had been considered politically impossible: they forced polluters to pay the public for their emissions. The states accomplished this by conducting auctions of emissions “allowances”; by 2014, they had raised more than $2.2 billion in revenues. In this first in-depth examination of RGGI, Leigh Raymond describes this revolutionary and influential policy model and explains the practical and theoretical implications for climate policy.</p> <p>Other cap-and-trade schemes had been criticized for providing private profits rather than public benefits, allowing private firms to make money by buying and selling valuable “rights to pollute.” RGGI, by contrast, directed virtually all emissions auction revenues to programs benefiting the public at large. <p>This thesis presents fundamental work that explains two mysteries concerning the trajectory of interplanetary spacecraft. For the first problem, the so-called Pioneer anomaly, a wholly new and innovative method was developed for computing all contributions to the acceleration due to onboard thermal sources. Through a careful analysis of all parts of the spacecraft Pioneer 10 and 11, the application of this methodology has yielded the observed anomalous acceleration. This marks a major achievement, given that this problem remained unsolved for more than a decade.<br /> For the second anomaly, the flyby anomaly, a tiny glitch in the velocity of spacecraft that perform gravity assisting maneuvers on Earth, no definitive answer is put forward; however a quite promising strategy for examining the problem is provided and a new mission is proposed. <p>This thesis makes significant advances towards an understanding of superconductivity in the cuprate family of unconventional, high-temperature superconductors. Even though the high-temperature superconductors were discovered over 35 years ago, there is not yet a general consensus on an acceptable theory of superconductivity in these materials. One of the early proposals suggested that collective magnetic excitations of the conduction electrons could lead them to form pairs, which in turn condense to form the superconducting state at a critical temperature Tc. Quantitative calculations of Tc using experimental data were, however, not available to verify the applicability of this magnetic mechanism. In this thesis, the author constructed an angle-resolved photoemission apparatus that could provide sufficiently accurate data of the electronic excitation spectra of samples in the normal state, data which was furthermore unusually devoid of any surface contamination. The author also appliedthe Bethe-Salpeter method to his uncommonly pristine and precise normal state data, and was able to predict the approximate superconducting transition temperatures of different samples.
