Empires of Panic Epidemics and Colonial Anxieties【

Empires of Panic is the first book to explore how panics have been historically produced, defined, and managed across different colonial, imperial, and post-imperial settingsーfrom early nineteenth-century East Asia to twenty-first-century America. Contributors consider panic in relation to colonial anxieties, rumors, indigenous resistance, and crises, particularly in relation to epidemic disease. How did Western government agencies, policymakers, planners, and other authorities understand, deal with, and neutralize panics? What role did evolving technologies of communication play in the amplification of local panics into global events? Engaging with these questions, the book challenges conventional histories to show how intensifying processes of intelligence gathering did not consolidate empire, but rather served to produce critical uncertaintiesーthe uneven terrain of imperial panic.

Robert Peckham is associate professor in the Department of History and co-director of the Centre for the Humanities and Medicine at the University of Hong Kong.

In "On Epidemics," Hippocrates, often hailed as the father of medicine, presents a foundational text in the field of epidemiology. This work systematically examines the interplay between environmental factors, lifestyle, and disease patterns in communities. Written in a straightforward yet incisive prose, the text reflects the observational style characteristic of Hippocratic writings, blending empirical observation with early medical theory. It is framed within the context of the Hippocratic Corpus, which seeks to delineate the principles of medical practice from a rational perspective, moving away from supernatural explanations for illness. Hippocrates, a physician in ancient Greece, drew upon his extensive experience in clinical practice as well as the prevailing knowledge of his time. His keen observations and critical approach to health and disease are evident in this text, which showcases his dedication to understanding the causes of epidemics and advocating for preventive measures. This book reflects Hippocrates' belief in the importance of empirical evidence and observation, setting the stage for future advancements in medical science. "On Epidemics" is an essential read for anyone interested in the history of medicine, public health, or epidemiology. Ethical Challenges for Military Health Care Personnel Dealing with Epidemics【電子書籍】

This book examines the issue of ethics in the context of the provision of military health care in an epidemic.

Outbreaks of epidemics like Ebola trigger difficult ethical challenges for civilian and military health care personnel. This book offers theoretical reflections combined with reports from recent military and NGO missions in the field. The authors of this volume focus on military medical ethics adding a distinct voice to the topic of epidemics and infectious diseases. While military health care personnel are always crucially involved during disaster relief operations and large-scale public health emergencies, most of the current literature treats ethical issues during epidemics from a more general perspective without taking into account the specifics of the military context. The contributions in this volume provide first-hand insights into some of the ethical issues encountered by military health care personnel in missions during the Ebola outbreak in 2014/2015. This practical perspective is complimented by academic analyses and theoretical reflections on ethical issues associated with epidemics.

This book will be of much interest to students of military studies, ethics and African politics.

The Epidemics of the Middle Ages The Black Death, The Dancing Mania & The Sweating Sickness【電子書籍】[ J. F. C. Hecker ]

The Epidemics of the Middle Ages is a book about several great diseases which turned up and brought horror to the people of Medieval Europe. The book is divided in three parts: 1) "The Black Death" provides descriptions of the apocalyptic destruction and death rates of the 14th century bubonic plague, which wiped out whole towns in England, France and Italy. Ninety percent of city populations died; 2) "The Dancing Mania" tells of a social phenomenon involving groups of people dancing erratically, sometimes thousands at a time. Affecting thousands of people across several centuries, dancing mania was not an isolated event. However, its causes were never explained; 3) "The Sweating Sickness" was a mysterious and contagious disease that struck England and later continental Europe in a series of epidemics beginning in 1485. The last outbreak occurred in 1551, after which the disease apparently vanished.

Ending Epidemics A History of Escape from Contagion【電子書籍】[ Richard Conniff ]

How scientists saved humanity from the deadliest infectious diseasesーand what we can do to prepare ourselves for future epidemics.

After the unprecedented events of the COVID-19 pandemic, it may be hard to imagine a time not so long ago when deadly diseases were a routine part of life. It is harder still to fathom that the best medical thinking at that time blamed these diseases on noxious miasmas, bodily humors, and divine dyspepsia. This all began to change on a day in April 1676, when a little-known Dutch merchant described bacteria for the first time. Beginning on that day in Delft and ending on the day in 1978 when the smallpox virus claimed its last known victim, Ending Epidemics explains how we came to understand and prevent many of our worst infectious diseasesーand double average life expectancy.

Ending Epidemics tells the story behind “the mortality revolution,” the dramatic transformation not just in our longevity, but in the character of childhood, family life, and human society. Richard Conniff recounts the moments of inspiration and innovation, decades of dogged persistence, and, of course, periods of terrible suffering that stir individuals, institutions, and governments to act in the name of public health. Stars of medical science feature in this drama, but lesser-known figures also play a critical role. And while the history of germ theory is central to this story, Ending Epidemics also describes the importance of everything from sanitation improvements and the discovery of antibiotics to the development of the microscope and the syringeーtechnologies we now take for granted.

Epidemics and the American Military Five Times Disease Changed the Course of War【電子書籍】[ Dr. Jack E. McCallum ]

In Epidemics and the American Military, Dr. Jack McCallum examines the major role the military has played propagating and controlling disease throughout this nation’s history. The U.S. armed forces recruit young people from isolated rural areas and densely populated cities, many of whom have been exposed to a smorgasbord of germs. After training and living in close contact with each other for months, soldiers are shipped across countries and continents and meet civilians and other armies. McCallum argues that if one set out to design a perfect world for an aggressive pathogen, it would be hard to do better than an army at war.

There are four ways to combat epidemic infectious diseases: quarantine, altering the ecology in which infections spread, medical treatment of infection, and immunization. Each has played a specific but often overlooked role in American wars. A case can be made that General George Washington saved the American Revolution when he mandated inoculation of the Continental Army with smallpox. The Union Army might very well have taken Richmond in 1862 had it not been for an epidemic of typhoid fever during the Peninsular Campaign. Yellow fever was a proximate cause of the American invasion of Cuba in 1898, and its control enabled a continued U.S. presence on the island and in the rest of the Caribbean. Had it not been for influenza, German Gen. Erich Ludendorff might well have succeeded in his offensive in the closing years of World War I. Before senior Army and Naval officers recognized the importance of anti-malarial prophylaxis and forced its acceptance by hesitant troops, the World War II Solomon and New Guinea campaigns were in danger of collapsing.

The Impact of Quarantine on Military Operations: Pandemics and Epidemics, Isolation, Laws, Transportation, SARS International Lessons Learned, Bioterrorism Exercises, CBRN, WMD, Spanish Influenza【電子書籍】[ Progressive Management ]

This excellent report has been professionally converted for accurate flowing-text e-book format reproduction. The purpose of this paper is to fully define the role of quarantine as a battle-tested public health strategy and its potential impact on military operations in the United States Air Force (USAF). The primary emphasis will focus on how a commander can carry out effective operations while adhering to quarantine requirements during the initial 72-hour period following the realization of an outbreak. Quarantine may not be appropriate in all cases, however this may not be clear until a definitive diagnosis is known, which takes time. Unfortunately, time is not on the side of a commander forced with making a decision on how best to respond to an emerging disease outbreak. From a medical perspective, the initial 72-hour period was selected as a reasonable, conservative window for intervention based on recent bioterrorism exercises. This period of assessment will most likely precede arrival of additional support and formal identification of the involved agent, especially at an overseas installation. Actions taken during this critical period will determine if a commander has any hope of containing spread after a biologic attack. Disease containment challenges faced by a commander at an overseas installation are greater than in the Continental United States (CONUS) based on limited resources with a higher level of threat, so recommendations will focus on quarantine implementation in the overseas environment. That being said, many of the recommendations regarding timing of quarantine and sustainment options will be applicable regardless of the facility location or source of the biologic threat.

CHAPTER 1 - INTRODUCTION * CHAPTER 2 - HISTORY OF QUARANTINE * CHAPTER 3 - SARS * Epidemiology & Clinical Features of SARS * Quarantine & SARS * CHAPTER 4 - SARS - INTERNATIONAL LESSONS LEARNED * China * Canada * Hong Kong * Singapore * Taiwan * Vietnam * Summary * CHAPTER 5 - QUARANTINE LAWS * Model State Emergency Health Powers Act * CHAPTER 6 - QUARANTINE POLICY * DoD/Federal Policy * USAF Policy * CHAPTER 7 - LESSONS LEARNED FROM BIOTERRORISM EXERCISES * TOPOFF * Dark Winter * Sooner Spring * USAF Exercises * CHAPTER 8 - MILITARY OPERATIONS AND QUARANTINE * CHAPTER 9 - RECOMMENDATIONS FOR COMMANDERS * CHAPTER 10 - CONCLUSION * BIBLIOGRAPHY

Social History of Epidemics in the Colonial Punjab【電子書籍】[ Sasha ]

Since the earliest times, epidemics have broken out at regular intervals killing a large number of people. They have presented peculiar problems both to the state and to the society. The colonial India in general and the Punjab in particular were affected intermittently by epidemics. The Punjab was one of the worst affected provinces of the colonial India in which several lakhs of people fell prey to the deadly epidemics. Punjab was the wheat basket of the British empire and the leading recruitment centre for military service in British Indian army. Due to its strategic and military importance, the British handled the epidemics with great vigour. However, in their attempt to contain the epidemic, the British impinged on the privacy and religious susceptibilites of the natives. The present work discusses the role of the state in handling the epidemics and the response of the society to such measures. Sasha: The author is currently working as an Assistant Professor at Panjab University, Chandigah. She did her doctorate in the faculty of Arts under UGC fellowship from the Panjab University. Appalachian Epidemics From Smallpox to COVID-19【電子書籍】

As the COVID-19 virus swept across the nation in spring 2020, infection and hospitalization rates in states like West Virginia remained relatively low. By that July, each of Appalachia's 423 counties had recorded confirmed cases. The coronavirus pandemic has taken an enormous toll on the health of individuals and institutions throughout the regionーa stark reminder that even isolated rural populations are subject to historical, biological, ecological, and geographical factors that have continually created epidemics over the past millennia.

In Appalachian Epidemics: From Smallpox to COVID-19, scholars from diverse disciplinary backgrounds assess two centuries of public health emergencies and the subsequent responses. This volume peers into the trans?Appalachian South's experience with illness, challenging the misconception that rurality provides protection against maladies. In addition to surveying the impact of influenza, polio, and Lyme disease outbreaks, Appalachian Epidemics addresses the less-understood social determinants of health. The effects of the opioid crisis and industrial coal mining complicate the definition of disease and illuminate avenues for responding to future public health threats.

From the significance of regional stereotypes to the spread of misinformation and the impact of racism and poverty on public health policy, Appalachian Epidemics makes clear that many of the natural, political, and socioeconomic forces currently shaping the region's experiences with COVID-19 and other crises have historical antecedents.

Then we move outside the firm, to observe the firm's outer features. We pay particular attention to its size, its complexity, its fragility, and its similarity to other firms. In the second half of the tour, we visit communities of firms. We watch waves of mergers, chaos, and bubbles. Before returning, we witness battles between firms and creatures that act like antibodies in our blood: corporate raiders, antitrust agencies, and creative destructors. Throughout the tour, we ask how the things we see are linked. This book encourages the reader to see them as feedback loops. A Pest in the Land New World Epidemics in a Global Perspective【電子書籍】[ Suzanne Alchon ]

This study of disease among the native peoples of the New World before and after 1492 challenges many widely held notions about encounters between European and native peoples. Whereas many late twentieth century scholars blamed the catastrophic decline of postconquest native populations on the introduction of previously unknown infections from the Old World, Alchon argues that the experiences of native peoples in the New World closely resembled those of other human populations. Exposure to lethal new infections resulted in rates of morbidity and mortality among native Americans comparable to those found among Old World populations.

Why then did native American populations decline by 75 to 90 percent in the century following contact with Europeans? Why did these populations fail to recover, in contrast to those of Africa, Asia, and Europe? Alchon points to the practices of European colonialism. Warfare and slavery increased mortality, and forced migrations undermined social, political, and economic institutions.

This timely study effectively overturns the notion of New World exceptionalism. By showing that native Americans were not uniquely affected by European diseases, Alchon also undercuts the stereotypical notion of the Americas as a new Eden, free of disease and violence until the intrusion of germ-laden, rapacious Europeans.

Of the Epidemics (Illustrated Edition)【電子書籍】[ Hippocrates ]

Hippocrates (460-370 B.C.) is one of the best known of the Ancient Greeks, and his Hippocratic Oath is still in use today. An ancient Greek physician of the Age of Pericles and the Golden Age of Athens, Hippocrates is considered one of the most outstanding figures in the history of medicine, known simply as the Father of Western medicine in recognition of his lasting contributions to the field as the founder of the Hippocratic School of medicine. This intellectual school revolutionized medicine in ancient Greece, establishing it as a discipline distinct from other fields that it had traditionally been associated with (notably theurgy and philosophy), thus establishing medicine as a profession. However, the achievements of the writers of the Corpus, the practitioners of Hippocratic medicine, and the actions of Hippocrates himself are often commingled; thus very little is known about what Hippocrates actually thought, wrote, and did. There are also claims that point to Imhotep of ancient Egypt as history's first physician. Nevertheless, Hippocrates is commonly portrayed as the paragon of the ancient physician. In particular, he is credited with greatly advancing the systematic study of clinical medicine, summing up the medical knowledge of previous schools, and prescribing practices for physicians through the Hippocratic Corpus and other works. This edition of Hippocrates Of the Epidemics is specially formatted with a Table of Contents and is illustrated with images of busts of Hippocrates.

Controlling Contagion Epidemics and Institutions from the Black Death to Covid【電子書籍】[ Sheilagh Ogilvie ]

How human institutionsーmarkets, states, communities, religions, guilds and familiesーhave helped both to control and to exacerbate epidemics throughout history.

How do societies tackle epidemic disease? In Controlling Contagion, Sheilagh Ogilvie answers this question by exploring seven centuries of pandemics, from the Black Death to Covid-19. For most of history, infectious diseases have killed many more people than famine or war, and in 2019 they still caused one death in four. Today, we deal with epidemics more successfully than our ancestors managed plague, smallpox, cholera or influenza. But we use many of the same approaches. Long before scientific medicine, human societies coordinated and innovated in response to biological shocksーsometimes well, sometimes badly.

Ogilvie uses historical epidemics to analyse how human societies deal with “externalities”ーsituations where my action creates costs or benefits for others beyond those that I myself incur. Social institutionsーmarkets, states, communities, religions, guilds, and familiesーhelp us manage the negative externalities of contagion and the positive externalities of social distancing, sanitation, and immunization. Ogilvie shows how each institution enables us to coordinate, innovate and inspire each other to limit contagion. But each institution also has weaknesses that can make things worse. Markets shut down voluntarily during every epidemic in historyーbut they also brought people together, spreading contagion. States mandated quarantines, sanitation, and immunizationーbut they also waged war and censored information, exacerbating epidemics. Religions admonished us to avoid infecting our neighboursーbut they also preached against science and medical innovations. What decided the outcome, Ogilvie argues, was a temperate state, an adaptable market, and a strong civil society where a diversity of institutions played to their own strengths and checked each other’s flaws.

Epidemics Resulting from Wars【電子書籍】[ Friedrich Prinzing ]

All infectious diseases may spread in consequence of war and develop into epidemics of varying extent. In the next chapter we shall see how the wars at the end of the fifteenth century favoured the spread of an epidemic of syphilis. In the Union Army, during the American Civil War of 18615, both measles and typhoid fever were very widespread, and together they were the cause of 4,246 deaths, or about 1・75 per cent of the total enlistment. Scarlet fever, influenza, yellow fever, relapsing fever, and malaria (if the war is waged in countries where this disease is endemicーespecially in the Lower Danube region, in the Netherlands, Spain, and Italy) have also played an important r?le in many wars. But we give the name ‘war pestilences’ only to those infectious diseases which in the course of centuries have usually followed at the heels of belligerent armies, such as typhus fever, bubonic plague, cholera, typhoid fever, dysentery, and small-pox; we may also include here scurvy, the etiology of which has not yet been definitely determined. Typhus fever (spotted fever, exanthematic typhusーcalled in France and England simply typhus, in Spain tabardilloーformerly called contagious typhus, hunger typhus, camp fever, and Hungarian fever) is an acute infectious disease of cyclic recurrence, which resembles typhoid fever only in name. From the eighth to the tenth day after infection, often somewhat sooner or later, it begins with a chill, accompanied by nausea, vomiting, violent headache, and psychic depression. In the first few days the patient’s temperature rises rapidly, and on the fourth or fifth day a rash in the form of dull-red spots, as large as a pea, breaks out over the entire body. These spots gradually grow larger, and after two or three days, through the appearance of very small haemorrhages, change into petechiae. The apathy of which the patient first gave evidence now gives way to wild delirium. At the end of the second week the temperature falls rapidly, and in one or two days becomes normal; often, however, the fall of temperature takes from six to eight days. The duration of the entire disease, accordingly, is from two to two and a half weeks. Death usually occurs at the crisis of the diseaseーfrom the tenth to the twelfth dayーrarely between the sixth and ninth days or after the twelfth. The danger of the disease varies greatly in different epidemics; statements regarding this point diverge according as we refer to the statistical records of hospitals or to the private practice of physicians. With the latter the number of deaths is smaller, since persons suffering from the disease in mild form less often go to the hospitals. Epidemics in which a quarter of the patients, and even more, have succumbed have frequently occurred, especially in war times, during famines, &c. The cause (infective agent) of typhus fever is not known; according to recent investigations it is spread by vermin; Ricketts and others have fixed responsibility for it upon the body louse. The infection is communicated from man to man, and very often it is contracted from the clothes, linen, and other effects of typhus patients. Recovery from the disease usually renders a person immune against a second attack. Typhus fever frequently appears nowadays in the eastern and south-eastern parts of Europe, in Hungary and Galicia, and also in Spain, Italy, and Ireland.

American Contagions Epidemics and the Law from Smallpox to COVID-19【電子書籍】[ John Fabian Witt ]

A concise history of how American law has shapedーand been shaped byーthe experience of contagion

“Contrarians and the civic-minded alike will find Witt’s legal survey a fascinating resource”ーKirkus, starred review

“Professor Witt’s book is an original and thoughtful contribution to the interdisciplinary study of disease and American law. Although he covers the broad sweep of the American experience of epidemics from yellow fever to COVID-19, he is especially timely in his exploration of the legal background to the current disaster of the American response to the coronavirus. A thought-provoking, readable, and important work.”ーFrank Snowden, author of Epidemics and Society

From yellow fever to smallpox to polio to AIDS to COVID-19, epidemics have prompted Americans to make choices and answer questions about their basic values and their laws. In five concise chapters, historian John Fabian Witt traces the legal history of epidemics, showing how infectious disease has both shaped, and been shaped by, the law. Arguing that throughout American history legal approaches to public health have been liberal for some communities and authoritarian for others, Witt shows us how history’s answers to the major questions brought up by previous epidemics help shape our answers today: What is the relationship between individual liberty and the common good? What is the role of the federal government, and what is the role of the states? Will long-standing traditions of government and law give way to the social imperatives of an epidemic? Will we let the inequities of our mixed tradition continue?

Epidemics and Pandemics Your Questions Answered【電子書籍】[ Charles Vidich ]

In the wake of COVID, it's more important than ever to understand epidemics-how they emerge and what we can do to fight back.

Part of Bloomsbury's Q&A Health Guides series, this book takes a balanced approach, offering a blend of both epidemiological science and practical suggestions grounded in that science. The volume's 47 questions begin with the basics, including which diseases are most likely to become epidemics, which have historically been the deadliest, and how factors such as climate change will affect the emergence of future pandemics. Next, the book answers readers' questions regarding how epidemics spread and how strategies such as disease reporting, quarantine, and vaccine development can help combat them. Readers will also find questions offering guidance on how to protect yourself during a widespread disease event, including which information sources to trust and how personal choices can influence exposure risk. The final section of questions examines epidemics' far-reaching impacts on everything from mental health to economic prosperity.

Augmenting the main text, a collection of 5 case studies illustrate key concepts and issues through relatable stories and insightful recommendations. The common misconceptions section at the beginning of the volume dispels 5 long-standing myths about epidemics and pandemics (the influence of which could be seen throughout the COVID-19 crisis), directing readers to additional information in the text. The glossary defines terms that may be unfamiliar to readers, while the directory of resources curates a list of the most useful books, websites, and other materials. Finally, whether they're looking for more information about this subject or any other health-related topic, readers can turn to the Guide to Health Literacy section for practical tools and strategies for finding, evaluating, and using credible sources of health information both on and off the Internet.

A History of Epidemics in Britain (Volume I of II) : from A.D. 664 to the Extinction of Plague【電子書籍】[ Charles Creighton ]

A History of Epidemics in Britain (Volume I of II) : from A.D. 664 to the Extinction of Plague

The Middle Age of European history has no naturally fixed beginning or ending. The period of Antiquity may be taken as concluded by the fourth Christian century, or by the fifth or by the sixth; the Modern period may be made to commence in the fourteenth, or in the fifteenth or in the sixteenth. The historian Hallam includes a thousand years in the medieval period, from the invasion of France by Clovis to the invasion of Italy by Charles VIII. in 1494. We begin, he says, in darkness and calamity, and we break off as the morning breathes upon us and the twilight reddens into the lustre of day. To the epidemiologist the medieval period is rounded more definitely. At the one end comes the great plague in the reign of Justinian, and at the other end the Black Death. Those are the two greatest pestilences in recorded history; each has no parallel except in the other. They were in the march of events, and should not be fixed upon as doing more than their share in shaping the course of history. But no single thing stands out more clearly as the stroke of fate in bringing the ancient civilization to an end than the vast depopulation and solitude made by the plague which came with the corn-ships from Egypt to Byzantium in the year 543; and nothing marks so definitely the emergence of Europe from the middle period of stagnation as the other depopulation and social upheaval made by the plague which came in the overland track of Genoese and Venetian traders from China in the year 1347. While many other influences were in the air to determine the oncoming and the offgoing of the middle darkness, those two world-wide pestilences were singular in their respective effects: of the one, we may say that it turned the key of the medieval prison-house; and of the other, that it unlocked the door after eight hundred years.

The Black Death and its after-effects will occupy a large part of this work, so that what has just been said of it will not stand as a bare assertion. But the plague in the reign of Justinian hardly touches British history, and must be left with a brief reference. Gibbon was not insensible of the part that it played in the great drama of his history. “There was,” he says, “a visible decrease of the human species, which has never been repaired in some of the fairest countries of the globe.” After vainly trying to construe the arithmetic of Procopius, who was a witness of the calamity at Byzantium, he agrees to strike off one or more ciphers, and adopts as an estimate “not wholly inadmissible,” a mortality of one hundred millions. The effects of that depopulation, in part due to war, are not followed in the history. So far as Gibbon’s method could go, the plague came for him into the same group of phenomena as comets and earthquakes; it was part of the stage scenery amidst which the drama of emperors, pontiffs, generals, eunuchs, Theodoras, and adventurers proceeded. Even of the comets and earthquakes, he remarks that they were subject to physical laws; and it was from no want of scientific spirit that he omitted to show how a plague of such magnitude had a place in the physical order, and not less in the moral order.

A new science of epidemiology has sprung up since the time of Gibbon, who had to depend on the writings of Mead, a busy and not very profound Court physician. More particularly the Egyptian origin of the plague of the sixth century, and its significance, have been elucidated by the brilliant theory of Pariset, of which some account will be given at the end of the chapter on the Black Death. For the present, we are concerned with it only in so far as it may have a bearing upon the pestilences of Britain. The plague of the sixth century made the greatest impression, naturally, upon the oldest civilized countries of Europe; but it extended also to the outlying provinces of the empire, and to the countries of the barbarians. It was the same disease as the Black Death of the fourteenth century, the bubo-plague; and it spread from country to country, and lasted from generation to generation, as that more familiar infection is known to have done.

The Global HIV Epidemics among Men Who Have Sex with Men (MSM)【電子書籍】[ Beyrer,Chris; Wirtz,Andrea L.; Walker,Damian; Johns,Benjamin; Sifakis,Frangiscos; Baral,Stefan D. ]

This report explores the emerging epidemics of HIV among men who have sex with men (MSM) in low and middle income countries (LMIC). A case study approach is used to explore these epidemics in detail in Peru Ukraine Kenya and Thailand. Systematic reviews of epidemiology and prevention science were used to understand these epidemics and to assess the evidence for interventions in prevention access to care and treatment and human rights protections. The Goals model was then used to assess the potential impact at country level of responding to epidemics among MSM. Benefits were seen for overall HIV epidemic control in all four countries with greater investment in MSM prevention treatment and care. Costing and cost-effectiveness work found these interventions to be cost effective. Human rights and policy analyses were consistent with the epidemiology and costing?responding to HIV among MSM is both a public health priority and a human rights imperative.
