Pandemics, Pills, and Politics Governing Global Health Security【電子書籍】[ Stefan Elbe ]
|

The fascinating story of Tamiflu's development and stockpiling against global health threats.orld's most prominent medical countermeasure, Tamiflu.

A pill can strengthen national security? The suggestion may seem odd, but many states around the world believe precisely that. Confronted with pandemics, bioterrorism, and emerging infectious diseases, governments are transforming their security policies to include the proactive development, acquisition, stockpiling, and mass distribution of new pharmaceutical defenses. What happensーpolitically, economically, and sociallyーwhen governments try to protect their populations with pharmaceuticals? How do competing interests among states, pharmaceutical companies, regulators, and scientists play out in the quest to develop new medical countermeasures? And do citizens around the world ultimately stand to gain or lose from this pharmaceuticalization of security policy?

Stefan Elbe explores these complex questions in Pandemics, Pills, and Politics, the first in-depth study of the world’s most prominent medical countermeasure, Tamiflu. Taken by millions of people around the planet in the fight against pandemic flu, Tamiflu has provoked suspicions about undue commercial influence in government decision-making about stockpiles. It even found itself at the center of a prolonged political battle over who should have access to the data about the safety and effectiveness of medicines.

Pandemics, Pills, and Politics shows that the story of Tamiflu harbors deeper lessons about the vexing political, economic, legal, social, and regulatory tensions that emerge as twenty-first-century security policy takes a pharmaceutical turn. At the heart of this issue, Elbe argues, lies something deeper: the rise of a new molecular vision of life that is reshaping the world we live in.

Governing Through Crime How the War on Crime Transformed American Democracy and Created a Culture of Fear【電子書籍】[ Jonathan Simon ]
|

Across America today gated communities sprawl out from urban centers, employers enforce mandatory drug testing, and schools screen students with metal detectors. Social problems ranging from welfare dependency to educational inequality have been reconceptualized as crimes, with an attendant focus on assigning fault and imposing consequences. Even before the recent terrorist attacks, non-citizen residents had become subject to an increasingly harsh regime of detention and deportation, and prospective employees subjected to background checks. How and when did our everyday world become dominated by fear, every citizen treated as a potential criminal? In this startlingly original work, Jonathan Simon traces this pattern back to the collapse of the New Deal approach to governing during the 1960s when declining confidence in expert-guided government policies sent political leaders searching for new models of governance. The War on Crime offered a ready solution to their problem: politicians set agendas by drawing analogies to crime and redefined the ideal citizen as a crime victim, one whose vulnerabilities opened the door to overweening government intervention. By the 1980s, this transformation of the core powers of government had spilled over into the institutions that govern daily life. Soon our schools, our families, our workplaces, and our residential communities were being governed through crime. This powerful work concludes with a call for passive citizens to become engaged partners in the management of risk and the treatment of social ills. Only by coming together to produce security, can we free ourselves from a logic of domination by others, and from the fear that currently rules our everyday life.

Assembling and Governing Habits【
|

The increasing significance of managing or changing habits is evident across a range of pressing contemporary issues: climate change, waste management, travel practices, and crowd control. Assembling and Governing Habits engages with the diverse ways in which habits are governed through the knowledge practices and technologies that have been brought to bear on them.

The volume addresses three main concerns. The first focuses on how the habit discourses proposed by a range of disciplines have informed the ways in which different forms of expertise have shaped the ways in which habits have been managed or changed to bring about specific social objectives. The second concerns the ways in which habits are acted on as aspects of infrastructures which constitute the interfaces through which technical systems, human conducts and environments are acted on simultaneously. The third concerns the specific ways in which habit discourses and habit infrastructures are brought together in the regulation of ‘city habits’: that is, habits which have specific qualities arising out of the specific conditions ? the rhythms and densities ? of urban life and ones which, in the wake of the COVID-19 pandemic, have been profoundly disrupted.

Written in a clear and direct style, the book will appeal to students and scholars with an interest in cultural studies, sociology, cultural geography, history of the sciences, and posthuman studies.

It presents a case study from the Sakha Republic in Russia that focuses on community’s participation in the process of governing of the flood events in the Tatta River area. Local adaptive practices are analyzed in relation to federal and regional responses that may mandate, encourage or collide with community’s agency. A second case study is centered on the Finnish community of Kuttura, Ivalo. It explores the mounting challenges presented by changing environmental conditions to traditional reindeer herding, as well as the efforts made to cope with these new factors. Combining anthropological research and political science, this penetrating work offers revealing scrutiny of governmental responses to one of the most urgent issues facing both politicians and the citizens who live in their domains.

Governing Global Finance New Challenges, G7 and IMF Contributions【電子書籍】[ Michele Fratianni ]

This title was first published in 2002: As the twenty-first century began, it was easy to assume that the reforms to the international financial system undertaken in the last half of the 1990s were adequate to the core tasks of ensuring stability, sustained growth and broadly shared benefits in the world economy. That comfortable consensus has now been shattered. This volume critically assesses fundamental issues including: -the elements and adequacy of recent G7-led efforts at international financial reform -current causes of and prospects for growth in the new global economy -the challenges of crisis prevention -private sector participation and IFI responsibilities -the world’s monetary supply and sovereignty in the face of market forces. These key topics are examined by leading economists and scholars of political economy from both academic and policy communities in G7 countries, making it an essential addition to the collections of all those concerned with the challenges facing the world economy in the coming years.

The Body and Military Masculinity in Late Qing and Early Republican China The Art of Governing Soldiers【電子書籍】[ Nicolas Schillinger ]
|

In 1894?1895, after suffering defeat against Japan in a war primarily fought over the control of Korea, the Qing government initiated fundamental military reforms and established “New Armies“ modeled after the German and Japanese military. Besides reorganizing the structure of the army and improving military training, the goal was to overcome the alleged physical weakness and lack of martial spirit attributed to Chinese soldiers in particular and to Chinese men in general. Intellectuals, government officials, and military circles criticized the pacifist and civil orientation of Chinese culture, which had resulted in a negative attitude towards its armed forces and martial values throughout society and a lack of interest in martial deeds, glory on the battlefield, and military achievements among men. The book examines the cultivation of new soldiers, officers, and civilians through new techniques intended to discipline their bodies and reconfigure their identities as military men and citizens. The book shows how the establishment of German-style “New Armies” in China between 1895 and 1916 led to the re-creation of a militarized version of masculinity that stressed physical strength, discipline, professionalism, martial spirit, and “Western” military appearance and conduct. Although the military reforms did not prevent the downfall of the Qing Dynasty or provide stable military clout to subsequent regimes, they left a lasting legacy by reconfiguring Chinese military culture and re-creating military masculinity and the image of men in China.

World Yearbook of Education 2014 Governing Knowledge: Comparison, Knowledge-Based Technologies and Expertise in the Regulation of Education【
|

This latest volume in the World Yearbook of Education Series focuses on a major and highly significant development in the governing of education across the globe: the use of knowledge-based technologies as key policy sources. A combination of factors has produced this shift: first, the massive expansion of technological capacity signalled by the arrival of ‘big data’ that allows for the collection, circulation and processing of extensive system knowledge. The rise of data has been observed and discussed extensively, but its role in governing and the rise of comparison as a basis for action is now a determining practice in the field of education. Comparison provides the justification for ‘modernising’ policy in education, both in the developed and developing world, as national policy makers (selectively) seek templates of success from the high performers and demand solutions to apparent underperformance through the adoption of the policies favoured by the likes of Singapore, Finland and Korea.

In parallel, the growth of particular forms of expertise: the rise and rise of educational consultancy, the growth of private (for profit) involvement in provision of educational goods and services and the increasing consolidation of networks of influence in the promotion of ‘best practice’ are affecting policy decisions. Through these developments, the nature of knowledge is altered, along with the relationship between knowledge and politics. Knowledge in this context is co-constructed: it is not disciplinary knowledge, but knowledge that emerges in the sharing of experience.

This book provides a global snapshot of a changing educational world by giving detailed examples of a fundamental shift in the governing and practice of education learning by:

? Assessing approaches to the changing nature of comparative knowledge and information

? Tracking the translation and mobilisation of these knowledges in the governing of education/learning;

? Identification of the key experts and knowledge producers/circulators/translators and analysis of how best to understand their influence;

? Mapping of the global production of these knowledges in terms of their range and reach the interrelationships of actors and their effects in different national settings.

Drawing on material from around the world, the book brings together scholars from different backgrounds who provide a tapestry of examples of the global production and national reception and mediation of these knowledges and who show how change enters different national spaces and consider their effects in different national settings.

Governing After War Rebel Victories and Post-war Statebuilding【電子書籍】[ Shelley X. Liu ]
|

Governing After War explores how wartime processes affects post-war state-building efforts when rebels win a civil war and come into power. Post-war governance is a continuation of war--although violence has ceased, the victor must consolidate its control over the state through a process of internal conquest. This means carefully making choices about resource allocation towards development and security. Where does the victor choose to spend, and why? And what are the implications for ultimately consolidating power and preventing conflict recurrence? The book examines wartime rebel-civilian ties under rebel governance and explains how these ties--along with rebel governing institutions--shape the rebel victors' post-war various resource allocation strategies to establish control at the sub-national level. In turn, successfully balancing resources dedicated toward development and security helps the victor to consolidate power. The book relies on mixed-methods evidence from Zimbabwe and Liberia, combining interviews, focus groups, and archival data with fine-grained census, administrative, survey, and conflict datasets to provide an in-depth examination of subnational variation in wartime rebel behavior and post-war governing strategies. A comparison of Zimbabwe and Liberia alongside four additional civil wars in Burundi, Rwanda, C?te d'Ivoire, and Angola further demonstrates the importance of wartime civilian tie-formation for post-war control. The argument's central insights point to war and peace as part of a long state-building process, and suggest that the international community should pay attention to sub-national political constraints that new governments face. Her findings offer implications for recent rebel victories and, more broadly, for understanding the termination, trajectories, and political legacies of such conflicts around the world.

The Courts, the Ballot Box, and Gay Rights How Our Governing Institutions Shape the Same-Sex Marriage Debate【電子書籍】[ Joseph Mello ]
|

If the same-sex marriage debate tells us one thing, it's that rights do not exist in a vacuum. What works for one side at the ballot box often fails in the courtroom. Conservative opponents of same-sex marriage used appeals to religious liberty and parental rights to win ballot measure campaigns, but could not duplicate this success in court. Looking at the same-sex marriage debate at the ballot box and in the courts, this timely book offers unique insights into one of the most fluid social and legal issues of our dayーand into the role of institutional context in how rights are used.

Why, Joseph Mello asks, did conservative opponents of same-sex marriage enjoy such an advantage when debating this issue in the popular arena of a ballot measure campaign? And why were they less successful at mobilizing the language of rights in the courts? His analysis shows us that rights don't just entitle us to resources; they also shape the way we see ourselves and are perceived by others. Thus, by using the language of rights to frame their cause, conservative opponents of same-sex marriage were able to construe themselves as victims of oppression, their religious and moral beliefs under threat. The same language, however, proved less useful, or even counterproductive, in courtrooms, Mello concludes, because the court’s norms and constraints force arguments to undergo more searching scrutinyーand rights-based arguments against same-sex marriage contain discriminatory stereotypes that cannot be supported with evidence.

In its analysis of the same-sex marriage issue, The Courts, the Ballot Box, and Gay Rights provides insights that illuminate some of the most salient rights-based issues of our timeーincluding affirmative action, abortion, immigration, and drug policy. The book offers a new way of understanding how such issues are decided, and how important context can be in determining the outcome.

Foucault and Lifelong Learning Governing the Subject【

Over the last twenty years there has been increasing interest in the work of Michel Foucault in the social sciences and in particular with relation to education. This, the first book to draw on his work to consider lifelong learning, explores the significance of policies and practices of lifelong learning to the wider societies of which they are a part.

With a breadth of international contributors and sites of analysis, this book offers insights into such questions as:

What are the effects of lifelong learning policies within socio-political systems of governance?

What does lifelong learning do to our understanding of ourselves as citizens?

How does lifelong learning act in the regulation and re-ordering of what people do?

The book suggests that understanding of lifelong learning as contributory to the knowledge economy, globalisation or the new work order may need to be revised if we are to understand its impact more fully. It therefore makes a significant contribution to the study of lifelong learning.

Governing Globalization Challenges for Democracy and Global Society【電子書籍】[ Edward A. Kolodziej ]
|

The expanding interdependencies of the world’s diverse and divided populations have created a world society. To rule these fractious peoples, the democracies advance solutions to three imperatives of governanceーOrder, Welfare, and Legitimacy (OWL). For Order, the democracies institutionalized the global state; for Welfare, a global market system; and for Legitimacy, popular rule, resting on the moral principles of the freedom and equality of all humans.
The book develops globalization as the emergence of a global society; presents a theory of governance predicable of all human societies, revolving around competing OWL imperatives; and identifies fundamental flaws in the democratic solutions to global governance. To ensure that the democratic promise survives and thrives, the volume calls for fundamental reforms of the democratic project as prerequisites to deter and defeat formidable anti-democratic adversaries: authoritarian states, religiously informed regimes opposed to open societies; nihilistic social movements; self-styled terrorists, and vast transnational criminal networks. Either the democracies hang together or they hang separately.

Nation-Building in Turkey and Morocco Governing Kurdish and Berber Dissent【電子書籍】[ Senem Aslan ]
|

Why do some ethno-national groups live peacefully with the states that govern them, whereas others develop into serious threats to state authority? Through a comparative historical analysis, this book compares the evolution of Kurdish mobilization in Turkey with the Berber mobilization in Morocco by looking at the different nation-building strategies of the respective states. Using a variety of sources, including archival documents, interviews, and memoirs, Senem Aslan emphasizes the varying levels of willingness and the varying capabilities of the Turkish and Moroccan states to intrude into their citizens' lives. She argues that complex interactions at the ground level - where states have demanded changes in everyday behavior, such as how to dress, what language to speak, what names to give children, and more mundane practices - account for the nature of emerging state-minority relations. By taking the local and informal interactions between state officials and citizens seriously, this study calls attention to the actual implementation of state policies and the often unintended consequences of these policies.

Governing Babel The Debate over Social Media Platforms and Free Speech--and What Comes Next【電子書籍】[ John P. Wihbey ]
|

Why social media platforms have a responsibility to look after their platforms, how they can achieve the transparency needed, and what they should do when harms arise.

The large, corporate global platforms networking the world’s publics now host most of the world’s information and communication. Much has been written about social media platforms, and many have argued for platform accountability, responsibility, and transparency. But relatively few works have tried to place platform dynamics and challenges in the context of history, especially with an eye toward sensibly regulating these communications technologies.

In Governing Babel, John Wihbey articulates a point of view in the ongoing, high-stakes debate over social media platforms and free speech about how these companies ought to manage their tremendous power.

Wihbey takes readers on a journey into the high-pressure and controversial world of social media content moderation, looking at issues through relevant cultural, legal, historical, and global lenses. The book addresses a vast challengeーhow to create new rules to deal with the ills of our communications and media systemsーbut the central argument it develops is relatively simple. The idea is that those who create and manage systems for communications hosting user-generated content have both a responsibility to look after their platforms and have a duty to respond to problems. They must, in effect, adopt a central response principle that allows their platforms to take reasonable action when potential harms present themselves. And finally, they should be judged, and subject to sanction, according to the good faith and persistence of their efforts.

The Spirit of Compromise Why Governing Demands It and Campaigning Undermines It【電子書籍】[ Amy Gutmann ]

Why compromise is essential for effective government and why it is missing in politics today

To govern in a democracy, political leaders have to compromise. When they do not, the result is political paralysisーdramatically demonstrated by the gridlock in Congress in recent years. In The Spirit of Compromise, eminent political thinkers Amy Gutmann and Dennis Thompson show why compromise is so important, what stands in the way of achieving it, and how citizens can make defensible compromises more likely. They urge politicians to focus less on campaigning and more on governing. In a new preface, the authors reflect on the state of compromise in Congress since the book's initial publication.

Calling for greater cooperation in contemporary politics, The Spirit of Compromise will interest everyone who cares about making government work better for the good of all.

Governing Groundwater Between Law and Practice【電子書籍】[ Gabriela Cuadrado-Quesada ]
|

This book empirically examines a diverse range of groundwater issues and different approaches to deal with such concerns taking into account responses from government bodies, community organizations, scientists, private sector, and academia. The overarching objective of this book is to empirically examine groundwater governance and groundwater law. It aims to provide a better understanding of the complexities surrounding groundwater governance in order to reconceptualize and retheorize the governance of subterranean resources having as entry points equity and sustainability concerns. This involves understanding what people do when using, sharing, protecting, and measuring groundwater; and why do they do what they do, i.e., what are their motivations to resort to certain practices. This is done through the comparative and contrasting investigation of six case studies from countries from the Global North and Global South. It offers a different perspective of literature given that it explains how groundwater governance and law are in practice rather than what they should be. Additionally, the research presented in this book provides ideas on how to rethink the design and implementation of groundwater law grounded on empirically based descriptions and the understanding of groundwater problems.

‘Australian Theatre, Modernism and Patrick White’ details the rejection of two Patrick White plays by the Adelaide Festival of Arts in Australia in the early 1960s. In 1961 the board of governors rejected a proposal to include the world premiere of White’s first major play ‘The Ham Funeral’ for the 1962 festival. In 1963 it rejected a proposal to premiere a subsequent play ‘Night on Bald Mountain’ for the 1964 festival. These two rejections were taken up in the press where the former was referred to as the ‘affaire “Ham Funeral”’ and the latter was greeted as ‘here we go again’. ‘Australian Theatre, Modernism and Patrick White’ documents the scandal that followed the board’s rejections of White’s plays, especially as it acted against the advice of its own drama committee and artistic director on both occasions.

Denise Varney and Sandra D’Urso analyze the two events by drawing on the performative behaviour of the board of governors to focus on the question of governance. They shed new light on the cultural politics that surrounded the rejections, arguing that it represents an instance of executive governance of cultural production, in this case theatre and performance. The governing body was a self-appointed private board comprising wealthy men, who were representative of an Adelaide establishment made up of business, farming, newspaper and military interests.

The central argument of ‘Australian Theatre, Modernism and Patrick White’ is that aesthetic modernism in theatre and drama struggled to achieve visibility and acceptability, and was perceived as a threat to the norms and values of early to mid-twentieth-century Australia. The authors argue that when modern drama entered the stage, its preference for aesthetic experimentation over commercial considerations challenged regimes of value based on the popular appeal of musicals, touring productions and overseas imports. The resistance to that prevailing theatre culture and the provocation of Patrick White’s plays provide a prime example of Australia in transition between its colonial heritage and modern future. The 1960s set the scene for the confrontation between modernist experimentation and arts governance, and between aesthetic and commercial values.

Assembling and Governing the Higher Education Institution Democracy, Social Justice and Leadership in Global Higher Education【

This book emphasizes the inherently democratic nature of education; from those who practice in higher education institutions and are involved in decision-making, to those questioning the methods of reform processes in those institutions. As they are faced with increasing pressures to restructure and change their organizations in line with global institutional demands the foundations upon which their leadership and governance are based are called into question. This book takes a critical approach to understanding higher education leadership and governance. The overarching questions asked in this book are: how has higher education come to be assembled in contemporary governance practices within the context of global demands for reform and how are issues of justice being taken up as part of and in resistance to this assemblage?

Governing Metropolitan Areas Growth and Change in a Networked Age【電子書籍】[ David K. Hamilton ]

Interest and research on regionalism has soared in the last decade. Local governments in metropolitan areas and civic organizations are increasingly engaged in cooperative and collaborative public policy efforts to solve problems that stretch across urban centers and their surrounding suburbs. Yet there remains scant attention in textbooks to the issues that arise in trying to address metropolitan governance. Governing Metropolitan Areas describes and analyzes structure to understand the how and why of regionalism in our global age. The book covers governmental institutions and their evolution to governance, but with a continual focus on institutions. David Hamilton provides the necessary comprehensive, in-depth description and analysis of how metropolitan areas and governments within metropolitan areas developed, efforts to restructure and combine local governments, and governance within the polycentric urban region.

This second edition is a major revision to update the scholarship and current thinking on regional governance. While the text still provides background on the historical development and growth of urban areas and governments' efforts to accommodate the growth of metropolitan areas, this edition also focuses on current efforts to provide governance through cooperative and collaborative solutions. There is also now extended treatment of how regional governance outside the United States has evolved and how other countries are approaching regional governance.

Governing Ethnic Conflict Consociation, Identity and the Price of Peace【電子書籍】[ Andrew Finlay ]

This book offers an intellectual history of an emerging technology of peace and explains how the liberal state has come to endorse illiberal subjects and practices.

The idea that conflicts are problems that have causes and therefore solutions rather than winners and losers has gained momentum since the end of the Cold War, and it has become more common for third party mediators acting in the name of liberal internationalism to promote the resolution of intra-state conflicts. These third-party peace makers appear to share lessons and expertise so that it is possible to speak of an emergent common technology of peace based around a controversial form of power-sharing known as consociation.

In this common technology of peace, the cause of conflict is understood to be competing ethno-national identities and the solution is to recognize these identities, and make them useful to government through power-sharing. Drawing on an analysis of the peace process in Ireland and the Dayton Accords in Bosnia Herzegovina, the book argues that the problem with consociational arrangements is not simply that they institutionalise ethnic division and privilege particular identities or groups, but, more importantly, that they close down the space for other ways of being. By specifying identity categories, consociational regimes create a residual, sink category, designated 'other'. These 'others' not only offer a challenge to prevailing ideas about identity but also stand in reproach to conventional wisdom regarding the management of conflict.

This book will be of much interest to students of conflict resolution, ethnic conflict, identity, and war and conflict studies in general.

Andrew Finlay is Lecturer in Sociology at Trinity College Dublin.

Managing Knowledge, Governing Society Social Theory, Research Policy and Environmental Transition【電子書籍】[ Alain-Marc Rieu ]

Since the 1980s, two different paradigms have reshaped industrial societies: the Neoliberal paradigm and a Research and Innovation paradigm. Both have been conceptualized and translated into strong policies with massive economic and social consequences. They provide divergent responses to the environmental transition. The Neoliberal paradigm is based on economic models and geopolitical solutions. The Research and Innovation paradigm’s goal is to manage knowledge differently in order to reorient the evolution of society. Since the mid-1990s, a version of the Research and Innovation paradigm has led to the design of large-scale research and innovation policies. This book examines how these policies have evolved and how they can be extended and reformed to respond to present and future environmental constraints. It studies the mutation of the conception, organization and role of science and technology in the evolution of industrial societies and explores the future of these developments.

The book offers three unique lines of enquiry. The first is to focus not specifically on economics, sociology, political science or history, but on knowledge creation from an institutional and reflexive point of view. The second is to establish a convergence between the British school of science and technology studies and the research trends opened by the work of Michel Foucault. Both introduced trans-disciplinary and policy-oriented research associating case studies, long-term perspectives and theory. The third is to consider climate change as the overwhelming challenge of our time.

The book is an insightful guide for students, scholars and researchers across the humanities and social sciences, including philosophy, political science, law, economics, business and media.

Borders and Mobility in Turkey Governing Souls and States【電子書籍】[ Shoshana Fine ]

In the last two decades, Turkey has witnessed a variety of bordering interventions rooted in its problematisation as variously "transit," "destination," "European," "Muslim" and "safe." This book brings into focus seemingly disparate actors involved in such interventions, from the EU and international organisations to missionaries, security professionals and migrants themselves. It exposes how these actors depend upon the intersecting rationalities of managerialism, securitisation, humanitarianism and orientalism to control, contain, process, save and soul-lift mobile populations.
