<p>Is or has economics ever been the imperial social science? Could or should it ever be so? These are the central concerns of this book. It involves a critical reflection on the process of how economics became the way it is, in terms of a narrow and intolerant orthodoxy, that has, nonetheless, increasingly directed its attention to appropriating the subject matter of other social sciences through the process termed "economics imperialism". In other words, the book addresses the shifting boundaries between economics and the other social sciences as seen from the confines of the dismal science, with some reflection on the responses to the economic imperialists by other disciplines.</p> <p>Significantly, an old economics imperialism is identified of the "as if market" style most closely associated with Gary Becker, the public choice theory of Buchanan and Tullock and cliometrics. But this has given way to a more "revolutionary" form of economics imperialism associated with the information-theoretic economics of Akerlof and Stiglitz, and the new institutional economics of Coase, Wiliamson and North. Embracing one "new" field after another, economics imperialism reaches its most extreme version in the form of "freakonomics", the economic theory of everything on the basis of the most shallow principles.</p> <p>By way of contrast and as a guiding critical thread, a thorough review is offered of the appropriate principles underpinning political economy and its relationship to social science, and how these have been and continue to be deployed. <p>An empire is a state formed by the rule of one state over other states. It is immaterial in this connection what form of government the ruling people prefers. Power may be exercised there by a monarchy, an oligarchy, or a majority without altering in any essential the relation of the sovereign to its dependencies. Still less does it matter whether the subject people is governed by the one, the few, or the many; for all kinds of governments may exist, and have existed, in dependencies. Naturally, an empire is compatible with any kind of an administrative service among both governors and governed. The suzerain may attend to its affairs with the aid of professional and specially trained officials, as in a bureaucracy; and a vassal may entrust the details of its public business to successive fractions of its citizens, as in some republics: no imperial relation is established unless separate states or parts of states are involved. But when these are related in a whole as superiors and inferiors, an empire at once arises. The relation of inferiority and superiority is, however, essential in any empire. In modern times this is acknowledged with the utmost frankness. Upon the higher capacity for government claimed by the Christian peoples, the Western cultures, or the Anglo-Saxons, as the case may be, modern pride, greed, or conscience bases its right to control inferior races. "Take up the white man's burden" is the modern substitute for the ancient commandment, "Go ye into all the world and preach the Gospel to every creature." The possession of a better rule of public life imposesーit is affirmedーa missionary obligation no less weighty than the possession of a special rule of eternal life. Less exasperating, perhaps, than this assumption of moral and political superiority is the candid profession of the right of the stronger. The right of conquest gives a title which is valid in international law when every other right is lacking. When superiority is stipulated to be absent, the product is a federation or something similar from which the name empire is withheld. Never previously analysed in depth, the author draws on a wide range of sources to discuss the political dynamics that drove the Groundnut Scheme forward, despite the gravest doubts of agriculturalists and economists, why it went wrong, and what its impacthas been since on the practice of economic development.<br /> Initially employing the United Africa Company as agent, the government set up an Overseas Food Corporation to manage the Groundnut Scheme as an example of socialist development in Africa. Army surplus kit and demobbed soldiers poured into the country and were sent up the railway line to Kongwa to beat the bush. By the time the effort was abandoned in 1950, costs had risen to a colossal 36 million - equivalent to over 1 billion today - and yet almost no groundnuts had been exported. <p>In this major reassessment of Japanese imperialism in Asia, Mark Driscoll foregrounds the role of human life and labor. Drawing on subaltern postcolonial studies and Marxism, he directs critical attention to the peripheries, where figures including Chinese coolies, Japanese pimps, trafficked Japanese women, and Korean tenant farmers supplied the vital energy that drove Japan's empire. He identifies three phases of Japan's capitalist expansion, each powered by distinct modes of capturing and expropriating life and labor: biopolitics (1895?1914), neuropolitics (1920?32), and necropolitics (1935-45). During the first phase, Japanese elites harnessed the labor of marginalized subjects as Japan colonized Taiwan, Korea, and south Manchuria, and sent hustlers and sex workers into China to expand its market hegemony. Linking the deformed bodies laboring in the peripheries with the "erotic-grotesque" media in the metropole, Driscoll centers the second phase on commercial sexology, pornography, and detective stories in Tokyo to argue that by 1930, capitalism had colonized all aspects of human life: not just labor practices but also consumers’ attention and leisure time. Focusing on Japan's Manchukuo colony in the third phase, he shows what happens to the central figures of biopolitics as they are subsumed under necropolitical capitalism: coolies become forced laborers, pimps turn into state officials and authorized narcotraffickers, and sex workers become "comfort women".
