<p>The Israeli-Palestinian question has been at the heart of Middle Eastern politics for the last 80 years. Although the Palestinian’s land has been one of the main subjects of international politics since the beginning of the 20th century, it was the unusual creation of the Israeli state in 1948 that led to many regional crises. Since then the Israeli state has been the instigator of many regional wars, continuous expansionism, discrimination, and violation of international law and basic human rights. Millions of Palestinians were forced to leave their country and those who preferred to stay were deprived of their rights. A special type of apartheid has been implemented by the Israeli state.</p> <p>All regional states and most global powers have been involved with this problem, which is not only between the aggressive Israeli nationalism and the defensive Palestinian nationalism, but also a conflict between the Israeli state and the Arab countries, a civilizational dispute between a pro-Israeli coalition and Muslim countries and a war that symbolizes the struggle between the oppressor and the oppressed. A number of international organizations have passed different resolutions offering solutions to the problem. Among them is the Islamic Cooperation Organization which was established following the many attacks against sacred places, notably the city of al-Quds and al-Aqsa Mosque, in Palestine.</p> <p>The international community represented by the United Nations (UN) has been calling on the Israeli state for decades to withdraw from the occupied Palestinian territories and to abide by the international rules and principles. As the UN resolutions, international law, and international public opinion expect, and Palestinians also aspire for, Israel must withdraw from the occupied territories, namely East Jerusalem, the West Bank, and the Gaza Strip and recognize an independent Palestinian state as part of a two-state solution. However, global powers, especially the United States, have not allowed the UN to force the Israeli state to move out from the occupied territories and to restore peace in the region. <p>This issue of Insight Turkey comes with a different format and brings to its readers two different topics that require special attention when we consider the latest regional and global affairs. The planned topic was Central Asia; however, the early presidential and parliamentarian elections in Turkey led us to cover a second topic in the issue. First, the current issue focuses on a forgotten but very important region of Central Asia. The second section of the journal comprises commentaries and articles on the latest elections in Turkey, how to understand them and what could be the future of the presidential system.</p> <p>Central Asia is one of the most geostrategic and penetrated regions in the world. The founding father of geopolitics, the British geographer Sir Halford John Mackinder, considers Central Asia as a part of the “heartland.” The control of Central Asia, a region stretching from the Caspian Sea in the west to China in the east, is a precondition of the world hegemony. Throughout the 20th century, the Central Asian countries were under the rule of the Soviet Union. After the collapse of the Soviet Union, the republics of Central Asia re-emerged as independent actors of international politics. Later, they were declared as “near abroad” by Russia; that is, they were kept close to Russia through several multilateral platforms.</p> <p>Nowadays, Central Asian countries, namely Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, face many challenges such as underdevelopment, poor governance and corruption, mutual mistrust between neighbors, fear of radicalism, and threats from neighboring global powers. The governments of the regional countries must work together in order to be able to overcome these challenges. They need to increase intra-regional trade and to de-securitize their relations with other countries.</p> <p>Central Asian countries are squeezed between two heavyweight powers, Russia and China. With the revitalization of the historical Silk Road by China, many observers began to discuss the increasing importance and role of the Central Asian countries. Central Asia will be the main ground for intra-East regional and global competition. The mostly Turkic and Muslim countries can play the role of game changers at least, between the two global actors.</p> <p>Turkey, a country which shares the same language, history and culture with the Central Asian countries, is also one of the effective actors in the region. After an unprepared and unsuccessful attempt to forge links, in the wake of their independence in the 1990s, Turkey has improved its relations with the Turkic states and now has multi-dimensional relations (economic, cultural, political, and security) with these countries.</p> <p>The transformation of the Turkish political system into a presidential one, after the April 16, 2017 referendum, was finalized with the June 24, 2018 elections, when Recep Tayyip Erdo?an was elected as the first Turkish president in the context of the new presidential system. Naturally, many questions have risen in terms of the transformation of the new system and its impact on Turkey’s foreign policy. This issue of Insight Turkey aims to discuss this political transformation.</p> <p>Turkey has been governed by a multi-party parliamentarian system for decades. The country has experienced several chaotic periods due to political instabilities, mainly as a result of coalition or weak governments. Since Turkey could not end the bureaucratic (especially military and judiciary) tutelage, it could not consolidate its democracy under the parliamentarian system. Therefore, many politicians such as Necmettin Erbakan and S?leyman Demirel asked for the transformation of the system into a presidential one. At a time when the whole world has been experiencing a transformation, Turkey has also decided to consolidate its political authority; and therefore, it has decided to transform its political system into a unified and strong executive power in order to be able to struggle against emerging threats. Ultimately, as a regional power and global actor, Turkey now has a strong political leadership, who plays an effective role in international politics.</p> <p>In this issue, we bring four manuscripts which analyze in detail the June 2018 elections and the new presidential system in Turkey. On the verge of the reorganization process in Turkey, Zahid Sobac?, ?zer K?seo?lu, and Nebi Mi? in their article provide a legal and institutional analysis of how the public policy process and the roles and responsibilities of policy actors have changed with the new system.</p> <p>Understanding the actual elections of June 24 is also very important. In the light of this, the detailed election analyses of Ali ?arko?lu and Kerem Y?ld?r?m provide an exemplary source. Furthermore, H?seyin Alptekin’s article deals specifically with the patterns of Kurdish votes in 24 eastern Turkish cities and contends that intra-Kurdish and intra-regional differences have prevailed in the June 24 elections. The last piece on the elections is the commentary written by Ali Ya?ar Sar?bay which addresses the factors that led to the new system in Turkey through historical and sociological processes.</p> <p>Six other manuscripts bring a general perspective on the regional and global affairs in Central Asia. Experts in this area analyze the Russian-Chinese competition in the region, the responses of the Central Asian states and Turkey’s comeback in Central Asia.</p> <p>Morena Skalamera, focusing on the rivalry between global and regional powers in Central Asia, i.e. Russia, China, the U.S., Turkey, etc., intends to explain the Central Asian governments’ failure to capitalize on these developments. Mariya Omelicheva and Ruoxi Du, on the other hand, shed light on why Russia has abstained from a possible conflict with China when it comes to the Central Asian energy and transportation networks by arguing that Kazakhstan’s multi-vector foreign policy has played a crucial role in this regard.</p> <p>This issue places a special emphasis on Kazakhstan, considering that it is one of the most important regional states. In the light of this, the articles of Azhar Serikkaliyeva et al. and Aidar Kurmashev et al. focus on the China-Kazakhstan strategic partnership and Kazakhstan’s example of fighting terrorism respectively.</p> <p>Lastly, as the title of this issue suggests, Turkey is redirecting its attention to Central Asia as a part of its recent foreign policy strategies. In this regards, Bayram Balc? and Thomas Liles provide a brief analysis of Turkey’s relations with Central Asian states in the political, economic, and cultural areas. Furthermore, E?ref Yal?nk?l??l? focuses especially on Turkey’s relationship and cooperation with Uzbekistan, which in the new era seems indispensable for the sake of the former’s interests and influences in the region.</p> <p>Three off-topic manuscripts conclude this issue of Insight Turkey. As Trump directs the U.S. towards isolation and continues Obama’s policy of retrenchment in the Middle East, other actors such as the UK will attempt to fill the void. Within this context, Gareth Stansfield, Doug Stokes, and Saul Kelly in their article analyze the UK’s return to the region and its implication for the balance of power in the region.</p> <p>Vladimir Bobrovnikov brings attention to the making of the intolerant discourse on Islam in Soviet and Imperial Russia and the attempts to integrate applied Oriental studies into the general debates on Orientalism. Written by Emrah Kekilli, the last commentary focuses on the ongoing Libya crisis and its forthcoming elections. Placing the main fault upon UAE’s intervention, Kekilli contends that the crisis in Libya reflects the regional interests.</p> <p>With one more year coming to an end, we are pleased to present to our readers another insightful issue which aims to bring attention to the largely ignored region of Central Asia. Furthermore, the latest transformations in Turkey deserve to be analyzed thoroughly and presented to those readers interested in Turkey’s politics. <p>Last year was the year of elections in Turkey with two parliamentary elections and months-long electoral campaigns that dominated the political agenda of the country. The parliamentary elections of June 7, 2015 brought an end to the AK Party’s 12-year long era of parliamentary majority and single-party government in Turkey. Nevertheless, the endeavors to form a coalition government could not be concluded successfully and another election appeared on the horizon. The country was ruled by an AK Party-led interim government and the elections were repeated five months later on November 1, 2015. While close in time, the two elections were quite distant with regard to the political contexts in which they were carried out, and in their respective results. <p>With extensive international changes taking place in the last three decades, such as the collapse of the bipolar world system, the dismemberment of the Soviet Union, the declining hegemony of the U.S., the lack of global leadership, and the rise of challenging global powers, like any other regional power, Turkey has initiated a comprehensive conceptual and theoretical transformation and a process of restructuring in its foreign policy understanding. Turkey has gone beyond the typical realist understanding and begun to develop a new foreign policy perspective that considers moral values. While some consider this new perspective as a ‘civilizational approach,’ others call it ‘moral realism.’ While some consider this transformation as an ‘axis shift,’ others consider it as the ‘normalization of Turkey.’</p> <p>This large-scale change in Turkish foreign policy, during the governance of the AK Party, has led the state leadership to search for reformulation of the Turkish grand strategy. To achieve an influential role in international politics, Turkey has transformed its foreign policy orientation, which can be analyzed within three complementary contexts, namely national, regional, and international/global.</p> <p>First, Turkey has been experiencing groundbreaking changes in the national context. Under the leadership of Recep Tayyip Erdo?an there has been a long-term political stability, which allowed Turkey to take significant steps in foreign policy. The strong personality of President Erdo?an provided a convenient atmosphere to execute effective leadership diplomacy. Especially after the military coup attempt on July 15, 2016, Erdo?an has reformed the state structure by ending the traditional bureaucratic tutelage and consolidating the civilian and political administration. After the reconciliation between the state and the people, the greatest transformation was made in the redefinition of the responsibilities of Turkish security. The Turkish national intelligence and the armed forces have abandoned their inward-looking perspective and begun to act as real foreign policy actors. This redefinition has increased Turkey’s hard power in the execution of foreign policy. Furthermore, newly established state institutions such as the Turkish Cooperation and Coordination Agency (T?KA), Presidency for Turks Abroad and Related Communities (Yurtd??? T?rkler, YTB), Yunus Emre Institute, and Disaster and Emergency Management Presidency (AFAD) have provided an enormous soft power capability for Turkey.</p> <p>During the last two decades, Turkey has greatly developed its defense industry, which is one of the preconditions of following a relatively independent foreign policy. Turkey has begun to produce most of the ammunition, weapons and especially the unmanned combat aerial vehicles (UCAVs), required for its struggle against terrorism and for deterring external threats. The production of native UCAVs such as Bayraktar TB2, Bayraktar AKINCI, TUSA? ANKA, and Vestel Karayel, Turkey has increased its military effectiveness both in its struggle against terrorism and in different regional crises such as Syria, Libya, and Nagorno-Karabakh and now has the capacity to act alone and to pursue an Ankara-centered independent foreign policy.</p> <p>Second, Turkey has been seeking effective leadership in the regional context and is determined to eliminate vital threats emanating from non-state actors beyond their borders. Turkey has carried out four effective military interventions into the north part of Syria followed by efforts to improve its cooperation with both immediate and remote neighbors. It has established strategic relations with some regional countries such as Libya, Qatar, and Somalia, while starting to take initiatives and thus has emerged as a regional game-changer in the region. It effectively reacts to regional projections of regional and global powers (Iranian and Israeli expansionism, destabilization efforts of Saudi Arabia and the United Arab Emirates) on the one hand and develops its own regional projects on the other. One of the most important priorities of Turkey is regional stabilization. Therefore, it has been following an active and non-sectarian regional policy.</p> <p>Third, Turkey has been seeking a high level of autonomy and global status. The country has been asking for the restoration and reformation of the global system. On the one hand, it invites the West to respect its own values and principles. On the other hand, it demands a more just and more inclusive international system, for example asking for the reformation of international institutions such as the United Nations. One of the main indications of Turkey’s new political discourse is the motto crafted by Turkish President Erdo?an “The World Is Bigger than Five.” Turkey desires more autonomy in international relations and therefore it developed a multi-dimensional, sectoral, and diversified foreign policy orientation. For this reason, it tries to improve its relations with all global powers representing different political perspectives such as the U.S., Russia, and China. In order to extend its outreach to and initiate new openings in other parts of the world, Turkey has been providing humanitarian and developmental aid to many countries and thus is increasing its soft power worldwide. In other words, it is trying to be one of the global players and to set the global agenda. Therefore, Turkey has been trying to be active in all related regional and global international organizations.</p> <p>All in all, Turkey has been working to materialize its grand strategy at three different layers, namely the quest for an independent and Ankara-centered based foreign policy understanding, the quest for regional leadership, and the quest for an autonomous and effective global status. Turkey has recently taken many critical measures by increasing its soft power through which it provides humanitarian and developmental aid worldwide, its hard power by developing its national defense industry and military interventions to regional crises, and its productivity power with the successes in industrial and technological sectors.</p> <p>Taking all these developments into consideration, this new issue of Insight Turkey focuses on the transformation of Turkey’s grand strategy. Three commentaries and six articles will help the readers to understand better Turkey’s current position at a regional and global level.</p> <p>In the light of the changes the international system has gone through, Hasan Y?kselen’s article explores the ill-suited features of mainstream debates and theorizing from a Turkish perspective. Y?kselen argues that Turkey has a long pursued grand strategy, but new concepts can enhance its ability to strategize and can enrich the recently emerged vibrant debates exploring Turkey’s grand strategy.</p> <p>How compatible is Turkey’s grand strategy with the grand strategies of global great powers? A crucial question ?ener Akt?rk’s study seeks to answer. The article provisionally concludes that the Turkish grand strategy seems to be most compatible, or least incompatible, with the British grand strategy, followed by the U.S.’, whereas Turkish and French and especially Russian grand strategies seem particularly incompatible.</p> <p>By claiming that the international order significant transformation enforced Turkey to relocate its international position, Murat Ye?ilta? and Ferhat Pirin??i analyze how Turkey should adjust its grand strategy under the changing international order and protect its important interests by developing a comprehensive grand strategy.</p> <p>The analysis of Turkey’s grand strategy would be incomplete if no special focus was put on its bilateral relations with global or regional actors such as Russia, Middle East North Africa (MENA), and African countries.</p> <p>Alperen K?r?ad Zengin and ?lyas Topsakal explain the common aspects of the grand strategies of Turkey and Russia. This piece evaluates the policies of both countries in Syria, Libya, and the South Caucasus where the interests of both intersect and occasionally conflict.</p> <p>Today, soft power plays an important role in advancing states’ foreign policy goals and Turkey pays special attention to the development and maintenance of its soft power. Ali Omidi’s commentary uses a descriptive-analysis approach to address the components of Turkey’s soft power in the MENA region in the years 2011-2020, the second decade of AK Party governance.</p> <p>Turkish-African relations have consistently exhibited strong growth since Ankara declared 2005 as the year of Africa. In this regard, Abdinor Dahir’s commentary argues that Turkey’s growing footprint in Africa will likely continue to produce positive results for both sides.</p> <p>Within the same scope, Abdennour Toumi examines how Algeria-Turkey’s ambitious strategic rapprochement will affect France’s Sahel policy. The commentary reviews the ongoing diplomatic tensions between Algiers and Paris following President Emmanuel Macron’s cutting back on visas granted to Maghreb citizens and his comments on the existence of an Algerian nation before the French invasion and later colonization in 1832.</p> <p>In terms of economic diplomacy, Kaan Yi?eno?lu investigates the Turkey-UK free trade agreement which came into force in 2021. Yi?eno?lu analyzes the economic relations between the two countries and examines the details of the agreement in the context of the changes that it provides.</p> <p>This issue of Insight Turkey, through off-topic pieces, covers very significant issues related to Karabakh War, Gulf rivalry, and developments in the Balkans.</p> <p>Examining the attitudes of international actors during the 44-day Karabakh war is important as they affected the international balances in the Caucasus. Nazim Jafarov and Araz Aslanl? focus on Russia’s attitude as it was of special importance. <p>In a radio broadcast in 1939 Winston Churchill defined Russia in a famous quip as ‘a riddle wrapped in a mystery inside an enigma.’ The chain of metaphors in Churchill’s famous maxim was to point the difficulty of making sense of the great political transformation Russia had gone through. Though perplexed, Churchill had a key to solve the Russian riddle: the national interest or more precisely ‘historic-life interests.’ The ‘new Middle East’ is also a riddle inside an enigma rolled up in a puzzle mat. The former is difficult to grasp even with metaphors. The national interest is not a ‘key’ either, for it appears more of a political ploy than an analytical edifice that can hardly be applicable to the haplessly artificial regional states. The relationship between politics and religion is reciprocal. While both domestic and international political actors try to exploit religion and religious sensitivity for their political interests and gains, religion and belief systems want to use significant power over main political and cultural actors and perceptions. With the emergence of the violent non-state actors such as Taliban, al-Qaeda and DAISH, which were all surfaced in the Middle East but have become transnational actors deeply affecting European politics, and the recent popularity of far-right Islam-phobic movements such as PEGIDA in Europe have once again forced us to look closely at the relationship between religion and politics in Western politics specifically in Europe.</p><br><p>Even though it is generally perceived that the religion has lost its war against politics in Europe as European countries have established secular democracies based on the promotion of individual freedoms and pluralism, it is an undisputable fact that the general framework in European states is largely affected by the Christian values and often its imprints are seen in politics.</p><br><p>The developments around the recent large scale immigration toward Europe from Middle East and Africa are the reasons which force us to make this bold statement. How Europe deals with mostly Muslim immigrants who come from very different ethnic and cultural backgrounds from European values is very alarming. After unsuccessful assimilation and/or integration efforts for these non-European and non-Christian immigrants, state and societal actors have instigated to take restrictive measures against further immigration and migrants. Furthermore we have started to witness strong wave of xenophobia and Islamophobia in these democratic European societies. <p>After the dismemberment of the Ottoman State, even though it lost a huge territory, Turkey chose not to pursue an irredentist foreign policy, and although it was a continuation of the Ottoman State, it did not want to maintain the Ottoman heritage. Instead the Republic of Turkey preferred to follow a pro status quo and a comprehensive Westernist foreign policy orientation. When the Soviet Union threatened Turkey in the wake of the Second World War, Turkey needed to officially be part of the Western world. Therefore, it had to accept the subordination to the liberal Western world and a dependent relationship with the United States due to the requirements of the bipolar world system.</p> <p>In spite of the vertical nature of this relationship, both sides benefitted from this strong and sustainable alliance relationship. On the one hand, the Western alliance provided security against the Soviet threat, military and economic support, and political advantages to Turkey. On the other hand, the Western countries gained a great deal from Turkey, who served as the most important NATO ally in the southeastern European front and hosted military air bases against threats coming from the east.</p> <p>Even after the collapse of the Soviet Union and the end of the Cold War, Turkey continued to be a strategic ally of the West. However, after the changes in the global balance of power, the weakening of the American leadership, and the more assertive and competitive foreign policies of other global powers such as Russia and China, Turkey has decided to search for greater autonomy in its region. Furthermore, the Western states’ policies, especially those of the U.S., have forced Turkey to follow a more independent foreign policy in order to be able to counter the increasing political instability in its regions. More specifically, the Western countries have preferred to collaborate with some anti-Turkish regional actors that threaten Turkey’s national security. <p>This book is about my time teaching English in Istanbul and travelling around Turkey from January 2009 to May 2010. It includes settling into a Muslim community in a middle class area in Istanbul with all the thrills and spills that you would expect with day to day living. It required making adjustments to my diet, lifestyle and learning to appreciate that the Turkish experience can be very rewarding. I enjoyed the experience immensely and at one stage started to look at apartments to buy with Bosphorus views. I could have very happily lived in Istanbul for longer but family issues at home brought it to an end. The Ottoman Empire and modern Turkey have had a very rich, vibrant and often violent history. My students and their friends allowed me to gain a strong understanding of what this was all about. I developed a strong interest in Turkish politics during my stay and continued to observe issues after I left in 2010. It will be very interesting to see how Turkey deals with enormous problems in the coming years, particularly with terrorism and the tragic position of their neighbours, Syria and Iraq. There is nothing like living in their community and embracing the Turkish innate wish to provide hospitality to foreigners, particularly English teachers. I should also mention that I met some wonderful Kurdish people and enjoyed their company. There is no doubt that many wanted to meet me to practise their English but I lapped it up. I guess I learnt much more about Turkey than they did about Australia. I must give thanks to my fellow teacher, Teresa Hanlon, whos perfect Turkish and generous personality got me out of many sticky situations and also drew me into others. She proved invaluable in dealing with my inevitable scrapes dealing with the bureaucracy and even with my landlord. Without her friendship and help this incredible journey would have been very bumpy. I must also thank David Adams for his extremely professional editing of the text. This special issue of <em>Insight Turkey</em> aims to discuss the continuities and changes in Russia’s foreign policy priorities and strategies since the end of the Cold War.</p> <p>Richard Sakwa, Igor Torbakov, Emre Er?en and Nikolay Kozhanov analyze some of the most current events. More specifically they address Russia’s relations with the Trump administration, Europe, Turkey and Iran respectively. Additionally, Yury Barmin and Muhammet Ko?ak on their papers deal with some crucial topics such as Russia’s oil policies and the security narratives on Islam in Russia.</p> <p>Three off-topic commentaries and one off-topic article finish off the dossier for this issue. Tun Khin in his commentary assesses the genocide taking place in Burma. The commentary of Othman Ali focuses on another important topic: the conflict in Kirkuk, which is under the rule of the Kurdistan Regional Government (KRG). Arguing on the importance that Kirkuk maintains for Turkey, Ali gives suggestions on the options Turkey has and how this matter could be resolved. Venezuela crisis, another important crisis of the last month, is brought to the readers through the commentary of Oliver Stuenkel. <p>Turkey’s contemporary defense and military strategy can be best understood as a result of the historical process the country has experienced. This historical process has significantly altered the security environment surrounding Turkey while transforming her alliance relations, ultimately producing a new political vision for the country and a defense and military strategy that serves this vision.</p> <p>Firstly, although the end of the Cold War and the ensuing dissolution of the Soviet Union has ameliorated international security, Turkey was faced with both conventional and asymmetric threats on multiple fronts. This situation kept defense spending of the country at record levels despite military expenditures within NATO showing a rapid decline. On the other hand, the emerging political geography led to a series of new conflicts erupting in several hotspots, from the Balkans through to the Caucasus and the Middle East. Emerging conflicts were thought to require a common response which precipitated NATO’s evolution from a collective defense organization to a collective security organization. Concurrently, it meant that Turkey would actively join NATO’s new missions ranging from the peaceful resolution of disputes to stability operations with expeditionary forces featured by mobility, jointness, and readiness.</p> <p>Secondly, the 9/11 terrorist attacks against the U.S. created profound ramifications for Turkey’s regional security and her alliance relations. In particular, the American military occupation of Iraq jeopardized Turkey’s national security by effectively removing the political authority of that country and dismantling the Iraqi army. While the emerging political vacuum was filled by sectarian politics, the scarcity of security was exploited by the PKK, consolidating its presence in northern Iraqi territories.
