While this and earlier policies have prevented war on the Korean peninsula, such approaches have not prevented North Korea from developing a nuclear program and proliferating this technology, as well as missile technology, to numerous countries not friendly to the United States. In order to stop North Korea from transferring weapons technology, the United States needs a new strategic concept. This paper will examine four options that may be used to support the element of the U.S. National Security Strategy of preventing the proliferation of nuclear weapons.</p> <p>The question is if current U.S. policy has prevented North Korea from developing a nuclear program and exporting its technology to other countries. The answer is no. Even though one of North Korea's demands is to be removed from the list of state sponsored of terrorism, the North has not complied by following policies that would lead to that removal. Gregory J. Moore states that "the United States did not prevent North Korea from acquiring and testing nuclear weapons, despite its deterrent strategies, its diplomatic efforts, its ultimatums, and U.S.-sponsored UN Security Council resolutions against it." There are signs that the North should comply with the non-proliferation treaty. Gregory L. Schulte writes that, "Since the first atomic bomb was assembled, 18 countries have chosen to dismantle their nuclear weapons programs. Countries such as Argentina, Libya, South Africa, and Switzerland made this decision for a variety reasons, but foremost among them was the desire to improve their international standing. Another important factor was foreign pressure, especially from the United States." However, since the 1994 Agreed Framework, North Korea has not complied with any agreements they have made. After the conclusion of the agreement that ended the armed conflict, Chisinau and Tiraspol made efforts to find a political solution, under the supervision of a negotiation mechanism that included, until recently, Russia, Ukraine and OSCE. Russia's last plan to that end was rejected by the Moldovan leadership. This triggered a set of political and economic punishments by Moscow. The political context of the last two years has given a new impetus to the negotiations on the resolution of the Transnistrian conflict. The changes in Georgia and Ukraine and the resuscitation of GUAM have significantly influenced the premises for a settlement, while the US and the EU have become observers in the negotiation mechanism. In spite of these evolutions (or maybe as a result of them), the prospects to reach a solution in the short term are slim, as the present negotiating mechanism continues to lose importance. To do so, the United States attempted to use its technological pre-eminence as a tool of “soft power” to steer Western European technological choices toward the peaceful uses of the atom and of space, encouraging options that fostered collaboration, promoted nonproliferation, and defused challenges to U.S. technological superiority. In <em>Sharing Knowledge, Shaping Europe</em>, John Krige describes these efforts and the varying degrees of success they achieved.</p> <p>Krige explains that the pursuit of scientific and technological leadership, galvanized by America's Cold War competition with the Soviet Union, was also used for techno-political collaboration with major allies. He examines a series of multinational arrangements involving shared technological platforms and aimed at curbing nuclear proliferation, and he describes the roles of the Department of State, the Atomic Energy Commission, and NASA. To their dismay, these agencies discovered that the use of technology as an instrument of soft power was seriously circumscribed, by internal divisions within successive administrations and by external opposition from European countries. This special report reviews the safety of the nuclear testing program and assesses the technical procedures used to test nuclear weapons and ensure that radioactive material produced by test explosions remains contained underground. An overall evaluation considers the acceptability of the remaining risk and discusses reasons for the lack of public confidence.</p> <p>Seismic Verification of Nuclear Testing Treaties - Like an earthquake, the force of an underground nuclear explosion creates seismic waves that travel through the Earth. A satisfactory seismic network to monitor such tests must be able to both detect and identify seismic signals in the presence of "noise," for example, from natural earthquakes. In the case of monitoring a treaty that limits testing below a certain size explosion, the seismic network must also be able to estimate the size with acceptable accuracy. All of this must be done with an assured capability to defeat adequately any credible attempt to evade or spoof the monitoring network. This report addresses the issues of detection, identification, yield estimation, and evasion to arrive at answers to the two critical questions: Down to what size explosion can underground testing be seismically monitored with high confidence? How accurately can the yields of underground explosions be measured?</p> <p>Environmental Monitoring for Nuclear Safeguards - To assure that states are not violating their Non-Proliferation Treaty commitments, the International Atomic Energy Agency (IAEA) must also verify that states do not possess covert nuclear facilitiesーa mission that prior to the 1991 Gulf War, it had neither the political backing nor the resources to conduct. In the report, OTA concluded that providing the IAEA with the resources, the information, and the political support it needs to look for such sites may turn out to be the most important aspect of a reinvigorated safeguards regime. The IAEA recognizes the importance of this new mission and is in the process of assuming it. One of the tools it is exploring to provide some indication of the presence of secret, or undeclared, nuclear activities and facilities is environmental monitoring. Modern sampling and analysis technologies provide powerful tools to detect the presence of characteristic substances that are likely to be emitted by such illicit activities. This background paper examines the prospects for such technologies to improve nuclear safeguards.
