<p>This book focuses on Indonesia and investigates why competition between various identity-affiliated groups to claim a new province increases conflict severity. It includes a quantitative study, along with complementary case studies of provinces in Indonesia, which provide evidence that group fragmentation plays a role in determining conflict during a new province’s struggle.</p> <p>Against the background of the Indonesian government’s territorial autonomy (TA) strategy, regional proliferation, or <em>pemekaran</em>, the author examines the long-term decentralization project in Indonesia, which has an ethnically and religiously divided population. The book provides answers to the questions of how the new province claim increases conflict in the supporting districts and how competition among diverse elites in districts pursuing a new province precipitate conflict within the region. Based on extensive field research, the four case studies of districts with varying degrees of conflict reveal that the campaign for a new province proliferation increases the probability of conflict at the district level and conflict can escalate during the initiation of a new province stage. <p>Regardless of whether they owned slaves, Southern whites lived in a world defined by slavery. As shown by their blaming British and Northern slave traders for saddling them with slavery, most were uncomfortable with the institution. While many wanted it ended, most were content to leave that up to God. All that changed with the election of Abraham Lincoln. <em>Rebels in the Making</em> is a narrative-driven history of how and why secession occurred. In this work, senior Civil War historian William L. Barney narrates the explosion of the sectional conflict into secession and civil war. Carefully examining the events in all fifteen slave states and distinguishing the political circumstances in each, he argues that this was not a mass democratic movement but one led from above. The work begins with the deepening strains within Southern society as the slave economy matured in the mid-nineteenth century and Southern ideologues struggled to convert whites to the orthodoxy of slavery as a positive good. It then focuses on the years of 1860-1861 when the sectional conflict led to the break-up of the Union. As foreshadowed by the fracturing of the Democratic Party over the issue of federal protection for slavery in the territories, the election of 1860 set the stage for secession. Exploiting fears of slave insurrections, anxieties over crops ravaged by a long drought, and the perceived moral degradation of submitting to the rule of an antislavery Republican, secessionists launched a movement in South Carolina that spread across the South in a frenzied atmosphere described as the great excitement. After examining why Congress was unable to reach a compromise on the core issue of slavery's expansion, the study shows why secession swept over the Lower South in January of 1861 but stalled in the Upper South. The driving impetus for secession is shown to have come from the middling ranks of the slaveholders who saw their aspirations of planter status blocked and denigrated by the Republicans. A separate chapter on the formation of the Confederate government in February of 1861 reveals how moderates and former conservatives pushed aside the original secessionists to assume positions of leadership. The final chapter centers on the crisis over Fort Sumter, the resolution of which by Lincoln precipitated a second wave of secession in the Upper South. <em>Rebels in the Making</em> shows that secession was not a unified movement, but has its own proponents and patterns in each of the slave states. It draws together the voices of planters, non-slaveholders, women, the enslaved, journalists, and politicians. <p>On July 8, 1860, fire destroyed the entire business section of Dallas, Texas. At about the same time, two other fires damaged towns near Dallas. Early reports indicated that spontaneous combustion was the cause of the blazes, but four days later, Charles Pryor, editor of the Dallas Herald, wrote letters to editors of pro-Democratic newspapers, alleging that the fires were the result of a vast abolitionist conspiracy, the purpose of which was to devastate northern Texas and free the region's slaves. White preachers from the North, he asserted, had recruited local slaves to set the fires, murder the white men of their region, and rape their wives and daughters. These sensational allegations set off an unprecedented panic that extended throughout the Lone Star State and beyond. In Texas Terror, Donald E. Reynolds offers a deft analysis of these events and illuminates the ways in which this fictionalized conspiracy determined the course of southern secession immediately before the Civil War. As Reynolds explains, all three fires probably resulted from a combination of extreme heat and the presence of new, and highly volatile, phosphorous matches in local stores. But from July until mid-September, vigilantes from the Red River to the Gulf of Mexico charged numerous whites and blacks with involvement in the alleged conspiracy and summarily hanged many of them. Southern newspapers reprinted lurid stories of the alleged abolitionist plot in Texas, and a spate of similar panics occurred in other states. States-rights Democrats asserted that the Republican Party had given tacit approval, if not active support, to the abolitionist scheme, and they repeatedly cited the "Texas Troubles" as an example of what would happen throughout the South if Lincoln were elected president. After Lincoln's election, secessionists charged that all who opposed immediate secession were inviting abolitionists to commit unspeakable depredations. Secessionists used this argument, as Reynolds clearly shows, with great effectiveness, particularly where there was significant opposition to immediate secession.Mining a rich vein of primary sources, Reynolds demonstrates that secessionists throughout the Lower South created public panic for a purpose: preparing a traditionally nationalistic region for withdrawal from the Union. White</em> (1869), the Supreme Court of the United States ruled that the unilateral secession of a state from the Union was unconstitutional because the Constitution created “an indestructible Union, composed of indestructible States.” The Court ruled “there was no place for reconsideration, or revocation, except through revolution, or through consent of the States.” In his iconoclastic work, Peter Radan demonstrates why the Court’s ruling was wrong and why, on the basis of American constitutional law in 1860?1861, the unilateral secessions of the Confederate states were lawful on the grounds that the United States was forged as a “slaveholders’ Union.”</p> <p><em>Creating a More Perfect Slaveholders’ Union</em> addresses two constitutional issues: first, whether the states in 1860 had a right to secede from the Union and second, what significance slavery had in defining the constitutional Union. These two matters came together when the states seceded on the grounds that the system of government they had agreed toーnamely, a system of human enslavementーhad been violated by the incoming Republican administration.
