Wer diesen Satz kaum oder gar nicht versteht, hat wohl noch nie etwas vom Saterfriesischen geh?rt - und dabei stammt dieser Satz aus der saterfriesischen Wikipedia-Version. Durch die Verbreitung auch ?ber das moderne Medium Internet wird ein beeindruckendes Zeugnis des wachsenden Interesses an dieser Sprache abgelegt, die schon seit ?ber 900 Jahren gesprochen wird und damit zahlreiche andere Dialekte ?berdauert hat. So handelt es sich beim Saterfriesischen zwar um die kleinste anerkannte Sprachminderheit Deutschlands, dennoch scheint diese Sprachminderheit besonders interessant zu sein, wenn es sogar schon eine saterfriesische Wikipedia gibt. Die kleinste Sprachminderheit Deutschlands findet sich nicht unweit von Oldenburg im Saterland und umfasst ca. 11.000 Einwohner, von denen noch heute etwa 2200 Personen Saterfriesisch sprechen. Daher zeichnen sich viele Saterfriesen auch dadurch aus, dass sie dreisprachig sind: Au?er ihrer friesischen Muttersprache sprechen sie traditionsgem?? neben der Schul- und Kirchensprache Hochdeutsch auch Niederdeutsch, denn die Saterfriesen haben immer Kontakt mit Niederdeutschsprechenden gehabt. Wie sich die Sprachsituation im Saterland heute darstellt und inwiefern sich die gesprochenen Variet?ten beeinflussen, soll in dieser Ausarbeitung erl?utert werden. Dazu wird in einem kurzen historischen R?ckblick die Besiedelung des Saterlandes betrachtet, da in dieser Besiedelung entscheidende Grundlagen f?r die Sprachentwicklung des Saterlandes liegen. Daran anschlie?end wird verdeutlicht, dass es sich beim Saterfriesischen um eine friesische und nicht um eine niederdeutsche Mundart handelt, was f?lschlicherweise oftmals angenommen wird. Einer Region, in der mehr als 80% der Bev?lkerung keinen Glauben haben, zumindest keiner Religionsgemeinschaft angeh?ren. Meine Gro?eltern, die Gro?v?ter kamen aus Schlesien bzw. Ungarn, waren konfessionell gemischte Ehen eingegangen. Die Gro?v?ter beide katholisch, die Gro?m?tter evangelisch. Meine Eltern sind protestantisch getauft, aber nur wenig kirchlich sozialisiert. Ich und mein ?lterer Bruder wurden nicht getauft. Dennoch, nachtr?glich meine ich sagen zu k?nnen, dass es in meinem Elternhaus durchaus eine gewisse christliche Tradition gab und gibt. Ich interessierte mich etwa 2004/2005 erstmals f?r den Glauben. Mich beeindruckten gro?e Versammlungen von Gl?ubigen. Ich lernte einen ?berzeugenden Geistlichen kennen, der mich Ostern 2007 taufen und firmen konnte. Was da mit mir passierte, kann ich nur schwer in Worte fassen, weil es so tief und innig war und ist. Aber mich bewegt seit je her eine bestimmte Frage, n?mlich wie es m?glich sein kann, dass was Gott mir geschenkt hat, anderen Menschen zu vermitteln und auf den Glauben aufmerksam zu machen. Und das in einer Umgebung, in der Glaube und Religion gleichsam unwichtig, ja fast nicht existentiell sind. So begann die Bundesrepublik Deutschland im Jahre 1955 ausl?ndische Arbeitnehmer anzuwerben, um auf dem heimischen Arbeitsmarkt das Defizit auszugleichen. Bis zum Anwerbestop 1973 wanderten millionenfach ausl?ndische Arbeitskr?fte nach Deutschland ein. Die medizinische Versorgung wurde f?r diesen speziellen Prozess instrumentalisiert und hatte drei zentrale Funktionen. Zum einen sollte durch ausf?hrliche medizinische Untersuchungen sichergestellt werden, dass nur besonders gesunde, leistungsf?hige Arbeitskr?fte nach Deutschland kommen w?rden; zweitens sollten die bei diesem Prozess f?r Deutschland anfallenden Gesundheits- und Sozialkosten minimiert und drittens die einheimische Bev?lkerung vor eventuellen seuchen- und sozialhygienischen Problemen gesch?tzt werden. Aufgrund des ausl?nderpolitischen Ziels der Rotation wurde die ?ffnung des medizinischen Versorgungssystems f?r den ver?nderten Bedarf nicht als notwendig erachtet. Die Entwicklung verlief jedoch in zwei entscheidenden Punkten nicht wie erwartet. Erstens: Das Prinzip der Rotation funktionierte nicht. Zweitens: Wissenschaftliche Untersuchungen haben gezeigt, dass Migranten im Vergleich zu Einheimischen ?berdurchschnittlich h?ufig von Krankheit betroffen sind, was sie dazu zwingt, das hiesige Gesundheitsversorgungssystem in Anspruch zu nehmen. Zunehmend wurde deutlich, dass dies mit Problemen verbunden ist. So scheinen ung?nstige rechtliche und soziale Bedingungen die Inanspruchnahme von gesundheitlicher Versorgung f?r Migranten erheblich zu erschweren. Vor allem die Osteurop?ischen Staaten sind sich der destabilisierenden Wirkung von Minderheitenkonflikten bewusst und haben erkannt, dass Minderheitenschutz ein wichtiger Beitrag zur Friedenssicherung ist, nicht zuletzt durch die traurigen Geschehnisse auf dem Balkan. Allgemein g?ltige Antworten und L?sungen bez?glich der Minderheitenproblematik sind bisher nicht gefunden. Dazu sind die Probleme, die in den Staaten auftreten oft zu unterschiedlich. Trotzdem k?nnen Staaten, die einen aktiven Minderheitenschutz betreiben, ein Vorbild f?r den Minderheitenschutz in anderen Staaten sein. In Ungarn hat der Minderheitenschutz traditionell eine gro?e Bedeutung. Daher soll diese Arbeit eine Untersuchung des Minderheitenschutzes in Ungarn sein. Der besondere Schwerpunkt wird dabei auf der am st?rksten vertretenen Minderheit, den Roma, liegen. Da Ungarns Minderheitenschutz seine rechtlichen Verbindlichkeiten aus dem universalen V?lkerrecht erf?llt und auch den meisten der wenigen rechtlichen verbindlichen Dokumente auf europ?ischer Ebene in diesem Bereich beigetreten ist, soll nur auf die innerstaatliche Situation eingegangen werden.
