<p>Proposing a new, dynamic conception of citizenship, this book argues against understandings of citizenship as a collection of rights that can be either possessed or endowed, and demonstrates it is an emergent condition that has temporal and spatial dimensions. Furthermore, citizenship is shown to be continually and contingently reconstituted through the struggles between those considered insiders and outsiders. Significantly, these struggles do not result in a clear division between citizens and non-citizens, but in a multiplicity of states that are at once included within and excluded from the political community. These liminal states of citizenship are elaborated in relation to three specific forms of non-citizenship: the ’respectable illegal, the ’intimate foreigner’ and the ’abject citizen’. Each of these modalities of citizenship corresponds to either the figure of the clandestino/a or the nomad as invoked in the 2008 Italian Security Package and a second set of laws, commonly referred to as the ’Nomad Emergency Decree’. Exploring how this legislation affected and was negotiated by individuals and groups who were constituted as ’objects of security’, author Kate Hepworth focuses on the first-hand experience of individuals deemed threats to the nation. <p><em>The Professional Guinea Pig</em> documents the emergence of the professional research subject in Phase I clinical trials testing the safety of drugs in development. Until the mid-1970s Phase I trials were conducted on prisoners. After that practice was outlawed, the pharmaceutical industry needed a replacement population and began to aggressively recruit healthy, paid subjects, some of whom came to depend on the income, earning their living by continuously taking part in these trials. Drawing on ethnographic research among self-identified “professional guinea pigs” in Philadelphia, Roberto Abadie examines their experiences and views on the conduct of the trials and the risks they assume by participating. Some of the research subjects he met had taken part in more than eighty Phase I trials. While the professional guinea pigs tended to believe that most clinical trials pose only a moderate health risk, Abadie contends that the hazards presented by continuous participation, such as exposure to potentially dangerous drug interactions, are discounted or ignored by research subjects in need of money. The risks to professional guinea pigs are also disregarded by the pharmaceutical industry, which has become dependent on the routine participation of experienced research subjects. <p>In the eighteenth century, the British Empire pursued its commercial ambitions across the globe, greatly expanding its colonial presence and, with it, the reach of the English language. During this era, a standard form of English was taught in the British provinces just as it was increasingly exported from the British Isles to colonial outposts in North America, the Caribbean, South Asia, Oceania, and West Africa. Under these conditions, a monolingual politics of Standard English came to obscure other forms of multilingual and dialect writing, forms of writing that were made to appear as inferior, provincial, or foreign oddities.</p> <p>Daniel DeWispelare's <em>Multilingual Subjects</em> at once documents how different varieties of English became sidelined as "dialects" and asserts the importance of both multilingualism and dialect writing to eighteenth-century anglophone culture. The book maps out how texts from different literary genres scrutinize varying facets of inquisitorial discourse and represent the influence of the Inquisition on early modern Spanish subjects, including authors and readers. Because of its incorporation of inquisitorial scenes and practices as well as its integration of numerous literary genres, Don Quixote serves as the book's principal literary resource. The author also examines the Moorish novel/ la novela morisca with special attention to the question of the religious and cultural Others, in particular the Muslim subject; the Picaresque novel/la novela picaresca, focusing on the issues of confession and punishment; and theatrical representations and dramatic texts, which deal with the public performance of ideology. The texts, which had differing levels of contact with censorial processes ranging from complete prohibition to no censorship, incorporate the issues of control, intolerance, and resistance. Among the warlike Scythians, every male was not only taught to use arms for attack and defence; but was obliged to sleep in the field, to carry heavy burthens, and to climb rocks and precipices, in order to habituate himself to hardships, fatigue and danger. In Persia, during the flourishing reign of the great Cyrus, the Education of youth, according to Xenophon, formed a principal branch of the regulations of the empire. The young men were divided into classes, each of which had some particular duties to perform, for which they were qualified by previous instructions and exercise. While nations are in a barbarous state, they have few wants, and consequently few arts. Their principal objects are, defence and subsistence; the Education of a savage therefore extends little farther, than to enable him to use, with dexterity, a bow and a tomahawk. But in the progress of manners and of arts, war ceases to be the employment of whole nations; it becomes the business of a few, who are paid for defending their country. Artificial wants multiply the number of occupations; and these require a great diversity in the mode of Education. Every youth must be instructed in the business by which he is to procure subsistence. Even the civilities of behavior, in polished society, become a science; a bow and a curtesy are taught with as much care and precision, as the elements of Mathematics. The central claim of this book is that neoliberal subjectivity has rendered us lonely. Drawing especially on the work of Hannah Arendt, the author suggests that the political structures we have inherited from the liberal traditionーsuch as the anonymity of the vote and the right to pursue one’s private self-interest as far as possibleーhave left us hidden from one another, unable to appear as members of a common world. The author further argues that it is precisely this experience of political loneliness that renders citizens in liberal and allegedly open societies desperate to belonging and willing, in turn, to surrender to delusional fellowships like totalitarianism. By developing the problem of loneliness in a political register, this book offers a framework for interpreting the rise of totalitarianism at the beginning of the twentieth century, no less than the recent ascendance of right-wing populism in Western liberal democracies today.
