These vulnerabilities can be understood as errors in coding that are potentially exploitable and unknown to either the creators or users of the software. If attack vectors related to zero-day vulnerabilities are completely dependent upon correctable coding errors, what should policy require when the U.S. government detects a zero-day vulnerability? Should it be disclosed publicly so it can be patched or restrict knowledge of it so it can be weaponized? This study applied revisionist John Stuart Mill's unique and nuanced description of utilitarianism to the Vulnerabilities and Equities Policy and Process (VEP) to evaluate what aspects of the policy fulfilled Mill's moral code and what areas could be improved. The improvement recommendation is made on strictly moral terms. This study acknowledges while moral policy has undeniable benefits, there are times where the moral can come at the expense of the strategic, and national interests can be compromised. Ultimately, much like the VEP, this study recommends balance.＜/p＞＜p＞This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.＜/p＞＜p＞There is a debate surrounding zero-day vulnerabilities and the exploits associated with them. A variety of attack vectors exist in cyberspace: spearfishing exploits human gullibility through email, brute force techniques like Distributed Denial of Service (DDoS) can overwhelm servers, and some less technical approaches simply take advantage of predictable or lackadaisical security practices. The attack vector, ominously referred to as a zero-day weapon, is something different. Zero-days weapons are not inherently violent, rather they represent the exploitation of an error in a program's coding. The error in coding is the vulnerability. Research scientists at RAND in their The Defender's Dilemma defined zero-days as, "those vulnerabilities for which no patch or fix has been publicly released" An attack utilizing a zero-day weapon exploits the coding vulnerability. If a patch does not exist, no protection is available, and the zero-day weapon effectively becomes a cyber-silver bullet.＜/p＞＜p＞If a nation has numerous zero-day weapons in its arsenal, it also essentially has a long list of exploitable vulnerabilities. After all, the nation would not choose to weaponize the vulnerability if it could not produce a worthwhile effect, an effect that although advantageous for the user, is detrimental and dangerous for the victim. The problem is that nothing stops other nations from detecting and weaponizing the same vulnerability, which means one's own nation may also be the potential victim. Instead of exploiting and weaponizing the vulnerability, the nation could opt to notify the software manufacturer and recommend they patch the vulnerability. Although Mill agreed with Bentham about many of the foundational principles of ethics, he also had some major disagreements. In Chapter 1, titled ""General Remarks,"" Mill notes that there has been little progress in ethics. In 1825 he edited Bentham’s Rationale of Judicial Evidence. During the following years he was a frequent contributor to Radical journals, and edited the London Review. His Logic appeared in 1843, and produced a profound impression; and in 1848 he published Principles of Political Economy. The years between 1858 and 1865 were very productive, his treatises on Liberty, Utilitarianism, Representative Government, and his Examination of Sir W. Hamilton’s Philosophy being published during this period. In 1865 he entered the House of Commons as one of the members for Westminster, where, though highly respected, he made no great mark. After this political parenthesis he returned to his literary pursuits, and wrote The Subjection of Women [1869], The Irish Land Question [1870], and an Autobiography. Mill had married in 1851 Mrs. Taylor, for whom he showed an extraordinary devotion, and whom he survived for 15 years. He died at Avignon.＜br /＞ His Autobiography gives a singular, and in some respects painful account of the methods and views of his father in his education. I have devoted a much greater proportion of my work to biography and to consideration of political and social conditions than would be appropriate to the history of a philosophy. I think, indeed, that such a reference is often equally present, though not equally conspicuous, in other philosophical schools. But in any case I wish to show how I conceive the relation of my scheme to the scheme more generally adopted by historians of abstract speculation.＜br /＞ I am primarily concerned with the history of a school or sect, not with the history of the arguments by which it justifies itself in the court of pure reason. I must therefore consider the creed as it was actually embodied in the dominant beliefs of the adherents of the school, not as it was expounded in lecture-rooms or treatises on first principles. I deal not with philosophers meditating upon Being and not-Being, but with men actively engaged in framing political platforms and carrying on popular agitations. The great majority even of intelligent partisans are either indifferent to the philosophic creed of their leaders or take it for granted. Its postulates are more or less implied in the doctrines which guide them in practice, but are not explicitly stated or deliberately reasoned out. Not the less the doctrines of a sect, political or religious, may be dependent upon theories which for the greater number remain latent or are recognised only in their concrete application. Contemporary members of any society, however widely they differ as to results, are employed upon the same problems and, to some extent, use the same methods and make the same assumptions in attempting solutions. There is a certain unity even in the general thought of any given period. Contradictory views imply some common ground.
