This threat is real and it is, therefore, incumbent on all of us on this subcommittee to look at the ways that these extremist groups fund not only their violent activities, but their recruitment and radicalization efforts as well. In the wake of the attacks of September 11th, we recast the entire Federal Government, and worked feverishly to defund terrorist extremes. To effectively disrupt domestic extremist groups, we need to better understand their financing. In today's hearing, I want us to focus on three important areas. First, to better understand how these groups are raising money. Unlike ISIS, for example, these organizations are not pyramid-shaped, where funding comes from a handful of easily disruptible areas. An online fundraising drive for a legitimate charity, and one that helps support an extremist group, can look very similar. Some extremist groups are eschewing the traditional banking sector in favor of cryptocurrency, thereby avoiding our traditional methods of disrupting extremist financing. Second, to give serious thought to where our efforts on disruption are best spent. Terrorist attacks rely on their asymmetrical nature to be effective. Many of the domestic terrorist attacks in recent memory have been self-funded. The bomb constructed by Timothy McVeigh cost less than $5,000. However, recruitment and radicalization efforts are often more resourced and time-intensive. Targeting these efforts may provide an avenue for preventing future attacks. Third, we need to be conscientiously mindful of the civil liberties concerns at play here. Unlike international extremist groups, law enforcement is constrained by the Constitution when dealing with domestic extremists. Balancing the desire to give law enforcement the tools necessary to disrupt these groups, with the need to respect the rights of all Americans in the Constitution to which we have all pledged an oath, is essential.＜/p＞＜p＞Chairman Thompson made the following statement at the beginning of his hearing: I want to take a moment to remember Officer Brian Sicknick, who lost his life in the line of duty, and other members of law enforcement who responded to the attack who have tragically passed away.＜br /＞ Several others tragically lost their lives during the domestic terrorism attack on our Nation, incited by the former President and his enablers seeking to overturn the results of a legitimate election. In 1995, in the largest single act of domestic terrorism in U.S. history, an anti-government violent extremist detonated a bomb at the Alfred P. Murrah Federal Building in Oklahoma City, killing 168 people - including 19 children - and injuring hundreds of others. In 2016, an anti-authority violent extremist ambushed, shot, and killed five police officers in Dallas. In 2017, a lone gunman wounded four people at a congressional baseball practice. And just months ago, on January 6, 2021, Americans witnessed an unprecedented attack against a core institution of our democracy: the U.S. Congress.＜/p＞＜p＞Domestic terrorism poses a serious and evolving threat. And now you have a very extensive list of transnational terrorist groups. We are all familiar with al-Qaida and ISIS [Islamic State of Iraq and Syria] as the two at the top. But there are dozens of others in different places throughout the world, primarily in Africa and the Middle East and South Asia. So when we are combating those threats, how do we prioritize? Obviously, the number one biggest concern is when these organizations threaten the U.S. directly, or our Western allies. We want to try to stop those groups first. That is what took us to Yemen a long time ago when AQAP [al-Qaida in the Arabian Peninsula] started planning attacks against the U.S. and was behind the attempted bombing in Detroit, and also the attempted bombing using the package airlines. In 150 Rome was confined to the western Mediterranean, and the largest state was the Seleukid empire. By 140 Rome had spread to the borders of Asia Minor and the Seleukid empire was confined to Syria. The new great power in the Middle East was Parthia, stretching from Babylonia to Baktria. These two divided the western world between them until the Arab conquests in the seventh century AD.These wars have generally been treated separately, but they were connected. The crisis began in Syria with the arrival of the pretender Alexander Balas; his example was copied by Andriskos in Macedon, formerly in Seleukid service; the reaction of Rome to defiance in Macedon, Greece and Africa produced conquest and destruction. The preoccupation of Seleukid kings with holding on to their thrones allowed Mithradates I of Parthia to conquer Iran and Babylonia, and in Judaea an insurrection was partly successful. Mithradates was able conquer in part because his other enemy, Baktria, was preoccupied with the nomad invasions which led to the destruction of Ai Khanum. One of the reasons for the nomad success in Baktria was the siphoning off of Greek strength into India, where a major expedition in these very years breifly conquered and sacked the old Indian imperial capital of Pataliputra.In the process the great cities of Carthage, Corinth, Ai Khanum, and Pataliputra were destroyed, while Antioch and Seleukeia-on-the-Tigris were extensively damaged.
