Toward a Better World Memoirs of a Life in International and Development Economics【電子書籍】[ Gerald (Gerry) Helleiner ]

Toward a Better World describes the life, times and perspectives of Gerry Helleiner, a Canadian activist and university-based economist, who worked for roughly 40 years with developing countries and international organizations. In his memoir, Toward a Better World, Helleiner, recounts the profound early experiences in Africa that propelled him into a rewarding career devoted to research, advice and teaching in international economics, economic development and global poverty reduction.

Describing himself as privileged, Toward a Better World recounts his early life as a young academic, having first landed in Africa in the 1960s for the purpose of research for Yale University. Detailing both successes and setbacks, frustrations and hopes, Helleiner, conveys his often difficult, yet transformative, experiences in Nigeria and Tanzania, missions in Uganda and South Africa, and witnesses the wavering efforts being made towards poverty alleviation in international organisations . Providing lively behind-the-scene accounts of multilateral economic meetings in the 1970s through the 1990s, Helleiner addresses his engagement with economic policymakers, his views often challenging common practice.

In Toward a Better World, Helleiner speaks to his early motivation as a young man in Africa, and his lifework as a practicing economist determined to make a positive effort in addressing global poverty.

The Road to Freedom: Economics and the Good Society【電子書籍】[ Joseph E. Stiglitz ]

From one of the world’s leading economists, a compelling new vision of personal and economic freedom.

We are a nation born from the conviction that people must be free. But since the middle of the last century, that idea has been co-opted. Forces on the political Right have justified exploitation by cloaking it in the rhetoric of freedom, leading to pharmaceutical companies freely overcharging for medication, a Big Tech free from oversight, politicians free to incite rebellion, corporations free to pollute, and more. How did we get here? Whose freedom are weーand should weーbe thinking about?

In The Road to Freedom, Nobel prize winner Joseph E. Stiglitz dissects America’s current economic system and the political ideology that created it, laying bare their twinned failure. “Free” and unfettered markets have only succeeded in delivering a series of crises: the financial crisis, the opioid crisis, and the crisis of inequality. While a small portion of the population has amassed considerable wealth, wages for most people have stagnated. Free and unfettered markets have exploited consumers, workers, and the environment alike. Such failures have fed populist movements that believe being free means abandoning any obligations citizens have to one another. As they grow in strength, these movements now pose a real threat to true economic and political freedom.

As an economic advisor to presidents and as chief economist at the World Bank, Stiglitz has witnessed these profound changes firsthand. As he argues, the failures follow from the elites’ unshakeable dedication to “the neoliberal experiment.” Explicitly taking on giants such as Friedrich Hayek and Milton Friedman, Stiglitz exposes accepted ideas about our political and economic life for what they are: twisted visions that tear at the social fabric while they enrich the very few.

The Road to Freedom breaks new ground, showing how economicsーincluding recent advances in which Stiglitz has played such an important roleーreframes how to think about freedom and the role of the state in a twenty-first century society. Drawing on the work of contemporary philosophers, Stiglitz explains a deeper, more humane way to assess freedomsーone that considers with care what to do when one person’s freedom conflicts with another’s. We must reimagine our existing economic and legal systems and embrace forms of collective action, including regulation and investment, if we are to create an innovative society in which everyone can flourish. The task could not be more urgent, and Stiglitz’s latest book is essential reading for those committed to the American ideal of an economic and political system that delivers well-being, opportunity, and meaningful freedoms for all.

The Economics of Fishing【電子書籍】[ Prof. R?gnvaldur Hannesson ]

The fishing industry’s critical dependence on the natural environment makes it very different from other economic sectors. How it can optimally exploit a common resource while ensuring its sustainability raises many economic challenges. This book, suitable for undergraduate and postgraduate courses on fisheries economics and management, provides an introduction to the economics of the fishing industry and the role of fisheries in the world economy.

The book’s primary focus is on capture fisheries, although the discussion brings in wider aquaculture for comparative analysis. The key economic concepts that drive the industry, most notably sustainable yield, are explained in detail, before examining how the industry puts them into practice in a complex regulatory environment. The variability of fish stocks is considered and case studies of some spectacular stock crashes are discussed. The law of the sea is explained and how the movement of fish stocks across ocean boundaries has created regulatory bodies to manage international fisheries. At the heart of this management lies the quota system and the book outlines how it works and how, controversially, such quotas have become transferable.

The book offers readers a comprehensive and rigorous guide to the economic considerations motivating the industry and highlights the environmental challenges facing the sector as global consumption of fish continues to rise.

Misbehaving: The Making of Behavioral Economics【電子書籍】[ Richard H. Thaler ]

**Winner of the Nobel Prize in Economics

Get ready to change the way you think about economics.**

Nobel laureate Richard H. Thaler has spent his career studying the radical notion that the central agents in the economy are humansーpredictable, error-prone individuals. Misbehaving is his arresting, frequently hilarious account of the struggle to bring an academic discipline back down to earthーand change the way we think about economics, ourselves, and our world.

Traditional economics assumes rational actors. Early in his research, Thaler realized these Spock-like automatons were nothing like real people. Whether buying a clock radio, selling basketball tickets, or applying for a mortgage, we all succumb to biases and make decisions that deviate from the standards of rationality assumed by economists. In other words, we misbehave. More importantly, our misbehavior has serious consequences. Dismissed at first by economists as an amusing sideshow, the study of human miscalculations and their effects on markets now drives efforts to make better decisions in our lives, our businesses, and our governments.

Coupling recent discoveries in human psychology with a practical understanding of incentives and market behavior, Thaler enlightens readers about how to make smarter decisions in an increasingly mystifying world. He reveals how behavioral economic analysis opens up new ways to look at everything from household finance to assigning faculty offices in a new building, to TV game shows, the NFL draft, and businesses like Uber.

Laced with antic stories of Thaler’s spirited battles with the bastions of traditional economic thinking, Misbehaving is a singular look into profound human foibles. When economics meets psychology, the implications for individuals, managers, and policy makers are both profound and entertaining.

Shortlisted for the Financial Times & McKinsey Business Book of the Year Award

A small but increasing number of economists have begun to use laboratory experiments to evaluate economic propositions under carefully controlled conditions. Experimental Economics is the first comprehensive treatment of this rapidly growing area of research. While the book acknowledges that laboratory experiments are no panacea, it argues cogently for their effectiveness in selected situations. Covering methodological and procedural issues as well as theory, Experimental Economics is not only a textbook but also a useful introduction to laboratory methods for professional economists.

Although the authors present some new material, their emphasis is on organizing and evaluating existing results. The book can be used as an anchoring device for a course at either the graduate or advanced undergraduate level. Applications include financial market experiments, oligopoly price competition, auctions, bargaining, provision of public goods, experimental games, and decision making under uncertainty. Complex Economics Individual and Collective Rationality【電子書籍】[ Alan Kirman ]

The economic crisis is also a crisis for economic theory. Most analyses of the evolution of the crisis invoke three themes, contagion, networks and trust, yet none of these play a major role in standard macroeconomic models. What is needed is a theory in which these aspects are central. The direct interaction between individuals, firms and banks does not simply produce imperfections in the functioning of the economy but is the very basis of the functioning of a modern economy. This book suggests a way of analysing the economy which takes this point of view.

The economy should be considered as a complex adaptive system in which the agents constantly react to, influence and are influenced by, the other individuals in the economy. In such systems which are familiar from statistical physics and biology for example, the behaviour of the aggregate cannot be deduced from the behaviour of the average, or "representative" individual. Just as the organised activity of an ants’ nest cannot be understood from the behaviour of a "representative ant" so macroeconomic phenomena should not be assimilated to those associated with the "representative agent". This book provides examples where this can clearly be seen. The examples range from Schelling’s model of segregation, to contributions to public goods, the evolution of buyer seller relations in fish markets, to financial models based on the foraging behaviour of ants.

The message of the book is that coordination rather than efficiency is the central problem in economics. How do the myriads of individual choices and decisions come to be coordinated? How does the economy or a market, "self organise" and how does this sometimes result in major upheavals, or to use the phrase from physics, "phase transitions"? The sort of system described in this book is not in equilibrium in the standard sense, it is constantly changing and moving from state to state and its very structure is always being modified. The economy is not a ship sailing on a well-defined trajectory which occasionally gets knocked off course. It is more like the slime described in the book "emergence", constantly reorganising itself so as to slide collectively in directions which are neither understood nor necessarily desired by its components.

Prediction Machines The Simple Economics of Artificial Intelligence【電子書籍】[ Ajay Agrawal ]

"What does AI mean for your business? Read this book to find out." -- Hal Varian, Chief Economist, Google

Artificial intelligence does the seemingly impossible, magically bringing machines to life--driving cars, trading stocks, and teaching children. But facing the sea change that AI will bring can be paralyzing. How should companies set strategies, governments design policies, and people plan their lives for a world so different from what we know? In the face of such uncertainty, many analysts either cower in fear or predict an impossibly sunny future.

But in Prediction Machines, three eminent economists recast the rise of AI as a drop in the cost of prediction. With this single, masterful stroke, they lift the curtain on the AI-is-magic hype and show how basic tools from economics provide clarity about the AI revolution and a basis for action by CEOs, managers, policy makers, investors, and entrepreneurs.

When AI is framed as cheap prediction, its extraordinary potential becomes clear:

Prediction is at the heart of making decisions under uncertainty. Our businesses and personal lives are riddled with such decisions.

Prediction tools increase productivity--operating machines, handling documents, communicating with customers.

Uncertainty constrains strategy. Better prediction creates opportunities for new business structures and strategies to compete.

Penetrating, fun, and always insightful and practical, Prediction Machines follows its inescapable logic to explain how to navigate the changes on the horizon. The impact of AI will be profound, but the economic framework for understanding it is surprisingly simple.

The State And Capital In Chile Business Elites, Technocrats, And Market Economics【電子書籍】[ Eduardo Silva ]

Chile emerged from military rule in the 1990s as a leader of free market economic reform and democratic stability, and other countries now look to it for lessons in policy design, sequencing, and timing. Explanations for economic change in Chile generally focus on strong authoritarianism under General Augusto Pinochet and the insulation of policymakers from the influence of social groups, especially business and landowners. In this book Eduardo Silva argues that such a view underplays the role of entrepreneurs and landowners in Chile's neoliberal transformation and, hence, their potential effect on economic reform elsewhere. He shows how shifting coalitions of businesspeople and landowners with varying power resources influenced policy formulation and affected policy outcomes. He then examines the consequences of coalitional shifts for Chile's transition to democracy, arguing that the absence of a multiclass opposition that included captialists facilitated a political transition based on the authoritarian constitution of 1980 and inhibited its alternative. This situation helped to define the current style of consensual politics that, with respect to the question of social equity, has deepened a neoliberal model of welfare statism, rather than advanced a social democratic one.

Economics has the capacity to offer us deep insights into some of the most formidable problems of life, and offer solutions to them too. Combining a global approach with examples from everyday life, Partha Dasgupta describes the lives of two children who live very different lives in different parts of the world: in the Mid-West USA and in Ethiopia. He compares the obstacles facing them, and the processes that shape their lives, their families, and their futures. He shows how economics uncovers these processes, finds explanations for them, and how it forms policies and solutions. Along the way, Dasgupta provides an intelligent and accessible introduction to key economic factors and concepts such as individual choices, national policies, efficiency, equity, development, sustainability, dynamic equilibrium, property rights, markets, and public goods. Fisheries, Quota Management and Quota Transfer Rationalization through Bio-economics【電子書籍】

This volume examines the impact of fish stock assessment and catch share arrangements in context through case studies and in terms of ecosystem, economy and society. It examines the rationalizing work of bio-economic projects, especially the institutionalization of individual transferable quota (ITQ) in fisheries: what impact have they had on fisheries and fishers? The contributing authors understand ITQ and quota management as bio-economic projects, that is, as widely deployed but locally constituted projects that combine biological and economic logics to rationalize production and, in this case, fish. Politicians and managers use these projects and the models that justify them to rationalize fisheries in favor of modern technology and for capital and species efficiency. Aimed at a diverse interdisciplinary fisheries management readership, and designed as a guide to issues emerging in any assessment of ITQ, the book is a timely investigation of the origins and diverse experiences of ITQ projects, including resistance to them, attempts to develop fisheries management around them, and experiences of the risks that come with them.

Now around forty years old, ITQ has never been subject to the kind of comprehensive sustainability assessments once advocated by Elinor Ostrom, let alone the full-cost accounting of impacts at the national level that Evelyn Pinkerton recently called for. Fisheries, Quota Management and Quota Transfer offers multi-disciplinary assessments of the effects of ITQ from scholars working in eight countries. The book brings together scholars from anthropology, economics, geography, sociology, the history of science, and marine environmental history to discuss experiences from fisheries in eight industrialized countries. It considers cases from outside as well as inside the EU, including ITQ pioneers, New Zealand and Iceland. The combination allows for an unprecedented international perspective on stock assessments and share allocation systems. By emphasizing emerging, becoming, learning and transforming through knowledge, the book conceives technology as a field of power and choice, nevertheless dominated by managers through specific projects in specific contexts. Individual chapters relate bio-economic projects to separate theoretical literature, an approach that facilitates multi-disciplinary dialog.

The Economics of Artificial Intelligence An Agenda【

Advances in artificial intelligence (AI) highlight the potential of this technology to affect productivity, growth, inequality, market power, innovation, and employment. This volume seeks to set the agenda for economic research on the impact of AI. It covers four broad themes: AI as a general purpose technology; the relationships between AI, growth, jobs, and inequality; regulatory responses to changes brought on by AI; and the effects of AI on the way economic research is conducted. It explores the economic influence of machine learning, the branch of computational statistics that has driven much of the recent excitement around AI, as well as the economic impact of robotics and automation and the potential economic consequences of a still-hypothetical artificial general intelligence. The volume provides frameworks for understanding the economic impact of AI and identifies a number of open research questions.

Contributors:
Daron Acemoglu, Massachusetts Institute of Technology
Philippe Aghion, Coll?ge de France
Ajay Agrawal, University of Toronto
Susan Athey, Stanford University
James Bessen, Boston University School of Law
Erik Brynjolfsson, MIT Sloan School of Management
Colin F. Prediction Machines, Updated and Expanded The Simple Economics of Artificial Intelligence【電子書籍】[ Ajay Agrawal ]

Named one of "The five best books to understand AI" by The Economist

The impact AI will have is profound, but the economic framework for understanding it is surprisingly simple.

Artificial intelligence seems to do the impossible, magically bringing machines to lifeーdriving cars, trading stocks, and teaching children. But facing the sea change that AI brings can be paralyzing. How should companies set strategies, governments design policies, and people plan their lives for a world so different from what we know? In the face of such uncertainty, many either cower in fear or predict an impossibly sunny future.

But in Prediction Machines, three eminent economists recast the rise of AI as a drop in the cost of prediction. With this masterful stroke, they lift the curtain on the AI-is-magic hype and provide economic clarity about the AI revolution as well as a basis for action by executives, policy makers, investors, and entrepreneurs.

In this new, updated edition, the authors illustrate how, when AI is framed as cheap prediction, its extraordinary potential becomes clear:

Prediction is at the heart of making decisions amid uncertainty. Our businesses and personal lives are riddled with such decisions.

Prediction tools increase productivityーoperating machines, handling documents, communicating with customers.

Uncertainty constrains strategy. Better prediction creates opportunities for new business strategies to compete.

The authors reset the context, describing the striking impact the book has had and how its argument and its implications are playing out in the real world. And in new material, they explain how prediction fits into decision-making processes and how foundational technologies such as quantum computing will impact business choices.

Penetrating, insightful, and practical, Prediction Machines will help you navigate the changes on the horizon.

The Values of Economics An Aristotelian Perspective【電子書籍】[ Irene van Staveren ]

In his Ethics, Aristotle argued that human beings try to further a variety of values by balancing them, stating that people try to find a middle road between excess and deficiency. The author develops and applies this idea to the values of economics, arguing that in the economy; freedom, justice and care are also balanced to further ends with scarce means. Freedom is furthered through market exchange, justice through a redistributive role of the state, and care through mutual gifts of labour and sharing of resources in the economy.
The book argues that economics is, and has always been, about human values, which guide, enable, constrain and change economic behaviour.
