<p>The implementation of referenda in advance to an Olympic bid is common in Western democratic countries. In many cases, they have produced negative results, ending the aspiration of Olympic Games on the spot. Germany is no exception to this case. While recent research has predominantly investigated the possible reasons why past referenda have failed, the aim of this book is to evaluate the necessity of a referendum as a tool in the first place. Since a referendum is no formal requirement by the International Olympic Committee (IOC), its application is examined on an ethico-political level. Therefore, the advantages and disadvantages of a referendum in terms of any future German Olympic bid are analysed and discussed ? from a political, civil and German Olympic Sports Confederation (DOSB) perspective. He prayed, for long years, upon subjects which the easy-going Christian rarely gives a thought, and for objects which men of less thought and faith are always ready to call impossible.</p> <p>From his solitary prayer-vigils, year by year, there arose teaching equaled by few men in modern Christian history. He wrote transcendently about prayer, because he was himself, transcendent in its practice.</p> <p>As breathing is a physical reality to us so prayer was a reality for Bounds. He took the command, "Pray without ceasing" almost as literally as animate nature takes the law of the reflex nervous system, which controls our breathing.</p> <p>Prayer-books real text-books, not forms of prayer were the fruit of this daily spiritual exercise. Not brief articles for the religious press came from his pen though he had been experienced in that field for years not pamphlets, but books were the product and result. He was hindered by poverty, obscurity, loss of prestige, yet his victory was not wholly reserved until his death.</p> <p>In 1907, he gave to the world two small editions. One of these was widely circulated in Great Britain. The years following up to his death in 1913 were filled with constant labour and he went home to God leaving a collection of manuscripts. His letters carry the request that the present editor should publish these products of his gifted pen.</p> <p>The preservation of the Bounds manuscripts to the present time has clearly been providential. The work of preparing them for the press has been a labour of love, consuming years of effort.</p> <p>These books are unfailing wells for a lifetime of spiritual water-drawing. They are hidden treasures, wrought in the darkness of the dawn and the heat of the noon, on the anvil of experience, and beaten into wondrous form by the mighty stroke of the Divine. They are living voices whereby he, being dead, yet speaketh. We pity the poor Chinese, who stupifies body and mind with opium, and the wretched Hindoo, who is under a similar slavery to his favorite plant, the Betel; but we present the humiliating spectacle of an enlightened and christian nation, wasting annually more than twenty-five millions of dollars, and destroying the health and the lives of thousands, by a practice not at all less degrading than that of the Chinese or Hindoo.<br /> Whether, then, we consider the folly and indecency of the habit, or the waste of property, health and life which it occasions, it is time for the Patriot, the Philanthropist and the Christian, to put forth united, vigorous and systematic efforts to banish this injurious and disgusting habit from the community.<br /> It is a fact, that one reform not only prepares the way for another, but often so depends upon it, that the complete triumph of the one cannot be effected without that of the other. Such appears to be the relationship existing between the use of intoxicating drinks and that of the stimulating narcotic, tobacco. The use of tobacco almost always accompanies the use of alcoholic drinks, and it may be feared that total abstinence from the latter will not be permanent, unless there is also a total abstinence from the former. Our temperance brethren, particularly our worthy Washingtonians, will do well to bear this in mind.<br /> The tobacco reform, being similar to that of temperance, must be brought about by similar means. Information must be diffused, the evils of the practice exposed, and the attention of the public aroused to the subject. To aid in this, is the object of the following pamphlet, two editions of which have already been put in circulation, and it is said to have been re-published in England. The favorable reception of the former editions, as shown by the repeated editorial remarks, and the numerous letters of thanks addressed to the author, affords much encouragement for a vigorous prosecution of the enterprise. <p>EDWARD McKENDREE BOUNDS did not merely pray well that he might write well about prayer. He prayed because the needs of the world were upon him. He prayed, for long years, upon subjects which the easy-going Christian rarely gives a thought, and for objects which men of less thought and faith are always ready to call impossible. From his solitary prayer-vigils, year by year, there arose teaching equaled by few men in modern Christian history. He wrote transcendently about prayer, because he was himself, transcendent in its practice. As breathing is a physical reality to us so prayer was a reality for Bounds. He took the command, "Pray without ceasing" almost as literally as animate nature takes the law of the reflex nervous system, which controls our breathing. Prayer-books real text-books, not forms of prayer were the fruit of this daily spiritual exercise. Not brief articles for the religious press came from his pen though he had been experienced in that field for years not pamphlets, but books were the product and result. He was hindered by poverty, obscurity, loss of prestige, yet his victory was not wholly reserved until his death. In 1907, he gave to the world two small editions. One of these was widely circulated in Great Britain. The years following up to his death in 1913 were filled with constant labour and he went home to God leaving a collection of manuscripts. His letters carry the request that the present editor should publish these products of his gifted pen. The preservation of the Bounds manuscripts to the present time has clearly been providential. The work of preparing them for the press has been a labour of love, consuming years of effort. These books are unfailing wells for a lifetime of spiritual water-drawing. They are hidden treasures, wrought in the darkness of the dawn and the heat of the noon, on the anvil of experience, and beaten into wondrous form by the mighty stroke of the Divine. They are living voices whereby he, being dead, yet speaketh. C.C.
