<p>The quantum theory is characterised by the acknowledgment of a fundamental limitation in the classical physical ideas when applied to atomic phenomena. The situation thus created is of a peculiar nature, since our interpretation of the experimental material rests essentially upon the classical concepts. Notwithstanding the difficulties which hence are involved in the formulation of the quantum theory, it seems, as we shall see, that its essence may be expressed in the so-called quantum postulate, which attributes to any atomic process an essential discontinuity, or rather individuality, completely foreign to the classical theories and symbolised by Planck’s quantum of action. This postulate implies a renunciation as regards the causal space-time co-ordination of atomic processes. Indeed, our usual description of physical phenomena is based entirely on the idea that the phenomena concerned may be observed without disturbing them appreciably. This appears, for example, clearly in the theory of relativity, which has been so fruitful for the elucidation of the classical theories. As emphasised by Einstein, every observation or measurement ultimately rests on the coincidence of two independent events at the same space-time point. Just these coincidences will not be affected by any differences which the space-time co-ordination of different observers otherwise may exhibit. Now the quantum postulate implies that any observation of atomic phenomena will involve an interaction with the agency of observation not to be neglected. Accordingly, an independent reality in the ordinary physical sense can neither be ascribed to the phenomena nor to the agencies of observation. After all, the concept of observation is in so far arbitrary as it depends upon which objects are included in the system to be observed. Ultimately every observation can of course be reduced to our sense perceptions. The spectral distribution of the extraterrestrial solar radiation is described. The second part of this book addresses how the solar radiation incident at the top of the atmosphere is attenuated and modified in its downward path to the ground. The reflection of the radiation by the ground is presented. The solar radiation received on the ground by a horizontal or inclined collector plane, such as a natural slope or a rooftop, is discussed, as well as its spectral distribution. The variability of the radiation is addressed in relation to the properties of solar radiation estimated from the measurements. The third part deals with direct or indirect measurements of the solar radiation received on the ground over a given integration time (minute, hour, day, or month), whether for total radiation or radiation in a spectral range such as ultraviolet (UV), or daylight, or photosynthetically active radiation (PAR). In valence theory and molecular spectroscopy physical concepts are often encountered that are normally taken on trust. For example, electron spin and the anomalous magnetic moment of the electron are usually accepted as postulates, although they are well understood by physicists. In addition, the advent of new techniques has led to experimental situations that can only be accounted for adequately by relatively sophisticated physical theory. Relativis tic corrections to molecular orbital energies are needed to explain X-ray photo electron spectra, while the use oflasers can give rise to multiphoton transitions, which are not easy to understand using the classical theory of radiation. Of course, the relevant equations may be extracted from the literature, but, if the underlying physics is not understood, this is a practice that is at best dissatisfy ing and at worst dangerous.
