<p>Fighter pilot Manfred von Richthofen (the Red Baron) lacked innate aerobatic ability. As a tyro, he attempted to solve this problem through denial, going so far as to sneer at stunting as pointless. Great War air combat experience proved quite the reverse, and so we would anticipate a short and sad fighting life for the fellow. Yet the Red Baron became the Great War's single greatest scorer, as measured by total victories. How did he do it? This book is concerned with tactics, especially those tactics used by the Red Baron and his opponents. It offers the how and why of Great War aerial combat. The author leans heavily on his expertise in engineering and aerodynamic techniques to explain this, with his reasoning presented in a readable, non-mathematical style. Absent are both the usual propaganda-laced Air Service reports and psychobabble. Offered instead is the logic behind Great War aerial combat; i.e., those elements determining success or failure in the Red Baron's air war. Gunnery experience led to the machine gun as the weapon best suited for aerial combat. Joined with a suitable aircraft, the extremely successful Fokker diving attack resulted. In reaction, effective defensive techniques arose, using forms of shrewd tactical cooperation by two-seater crews: pilot and gunner. These are detailed. Numbers mattered, establishing the level of assault firepower. Tactics of machines flying together in formation are given, as well as those of 'formation busters', intent upon reversing the odds and turning large numbers into a disadvantage. A pilot's nature and emotions had much to do with choosing between the options defining tactics. What were the aces like? How were tactics tailored to suit personality? What traits made for the ability to grapple with a jammed machine gun? A dozen high achievers are examined in terms of tactics and background. In a fascinating study Leon Bennett covers all of these aspects of WWI aerial combat, and more. Similarly, the author turns his attention to examining the cause of von Richthofen's death, employing the tools of logic, rather than merely accepting one of the many conflicting eyewitness reports as truth. In doing so, much testimony is exposed as unlikely. The bullet scatter to be expected from ground anti-aircraft fire matters greatly, and is developed, along with the odds against lone riflemen hoping to hit a fast-moving low altitude target. The most dangerous altitude for front-line crossing is established. The author concludes by rating the possibility of a rifleman downing the Red Baron as quite realistic - certainly as likely as any of the more celebrated possibilities. There are many counter unmanned aerial system (C-UAS) tools focused on neutralization, and many sensors in place. A system-of-systems, defense-in-depth approach to C-UAS requires a central system to connect these new and existing systems. The central system uses data fusion and threat evaluation and weapons assignment (TEWA) to properly address threats. This report follows a systems engineering process to develop a software architecture for that central system, beginning with a requirements analysis, a functional baseline, and the resulting module allocation. A series of simulations in ExtendSim derives the performance requirements by examining the overall C-UAS scenario with currently available technology. Through a sensitivity analysis, the simulation shows that effective engagement range (combination of initial target range, detection range and neutralization range) is the dominant factor driving response time. Further still, existing chemical and biological treaties, widely adopted around the globe, do not adequately address these prospective and evolving threats, leaving room for potential exploitation by foreign players. The defense posture of the United States is not adequately prepared for the combined threat of today's cutting-edge advancements. Future national defense efforts must envelop critical vulnerabilities posed by emerging technologies in order to protect Americans and deter adversarial use of chemical and biological-capable RPAs. In order to stay ahead of these growing threats and to thwart would-be abusers of advanced technologies, the U.S. Government (USG) must consider changes to how it defends its own airspace. Both active and passive measures of defense with multi-dimensional capabilities are the best approach to achieving this objective. This monograph set out to determine if the USAF exhibited enduring organizational resiliency traits by analyzing four aerial battles where US airmen recovered from initial failure and achieved subsequent victory. The author used literary works from the field of military defeat to determine the framework to evaluate the selected World War I, World War II, Korea, and Vietnam battles. This paper concluded that there were four enduring characteristics that made airmen and their organizations resilient.</p> <p>First, strategic reserves and industrial capacity were vital to an organization's ability to replace its losses and return to full strength. World War I highlighted the dangers of failing to prepare the country for mass-mobilized, industrial warfare. These lessons led to the industrial base that allowed Eighth Air Force to recover from staggering losses in the opening months of the Combined Bomber Offensive. The advent of the Cold War resulted in a large active duty air force plus a sizeable reserve and National Guard component, a surplus of aircraft in long-term storage, a strategic industrial reserve capacity, and stockpiles of strategic and critical materials, allowing the USAF to overcome losses sustained in the Korean War. However, the Vietnam War highlighted that if the Air National Guard and Air Force Reserve are not used as intended, they cannot strengthen the resiliency of the USAF and its combat units.</p> <p>Second, combat experience and flexibility were critical factors in reducing casualties and helping an organization recover from its losses. Veteran airmen possessed knowledge that could only be learned by years of study, training, exercising, and fighting. Using a 'combat orientation' program, they passed valuable experience to new aircrews while mitigating the extremely high risks associated with the first days of combat. Additionally, veterans helped units adjust tactics and upgrade aircraft and aircraft systems in order to counter the enemy advantages and prevent subsequent defeat.</p> <p>Third, esprit de corps was vital to a unit's ability to recover from failure. Psychological and cultural beliefs such as confidence, honor, and loyalty caused airmen to engage the enemy continually despite the understanding that they and their brethren were likely to become casualties. Additionally, the ability to grieve and then compartmentalize allowed pilots to accomplish their mission.</p> <p>Fourth, leadership at all levels, from the strategic to the tactical, influenced the resilience of an organization. Strategic and operational leaders made decisions and implemented policies that had long-term impact on a unit's resiliency. At the tactical level, formal and informal leaders influenced the organization's short-term recovery process by addressing esprit de corps problems, correcting tactical deficiencies, exhibiting courage in the face of the enemy, mentoring new pilots, and helping the squadron grieve lost comrades. Drug interdiction, port security, disaster relief, search and rescue, and border patrol are just a few potential roles. Finally, this paper looks at potential obstacles, both legal and policy, to implementing a proposed way-ahead.</p> <p>How can the United States leverage DoD ISR assets to secure and defend the homeland? The U.S. border with Canada stretches over 5,400 miles. To the south, the border with Mexico is in excess of 1,950 miles. Additionally, the U.S. has over 12,380 miles of coastline to defend.(2) These expansive borders and vast amounts of coastline present a large challenge to those agencies responsible for U.S. security. The difficulty with securing our southern border, in particular, is well documented. The U.S.-Mexico border has 43 legitimate crossing points. However the rest of the border consists of open desert terrain, rugged mountains and other geographic obstacles making surveillance. Inability of U.S. security forces to monitor the whole border all of the time makes it easier to smuggle drugs and illegal aliens into the United States. (3) Not only are drugs a menace to the U.S., a larger concern would be if terrorist organizations such as Al Qaeda choose to smuggle in their operatives and/or weapons of mass destruction (WMD) via the same routes used for drug trafficking.<br /> Today, numerous federal and state organizations are charged with maintaining the security and defense of the homeland: Northern Command (NORTHCOM), Immigration and Customs Enforcement (ICE), Customs and Border Patrol (CBP), Drug Enforcement Agency (DEA), Federal Bureau of Investigations (FBI), Border Patrol, Coast Guard, state and local police departments. Many of these organizations operate under strained budgets and may lack sufficient funding and personnel to acquire and maintain all of the surveillance capabilities they seek. It is imperative to leverage existing capabilities and know-how in order to improve effectiveness and reduce redundant capabilities in an effort to save money. These gaping holes in our security coupled with the terrorist predisposition to use aerial assets as a primary method to conduct terrorist attacks highlight the urgency of the threat.<br /> Identifying and understanding the threat is just the first part of the problem. The challenge is combating this emerging threat. The rapid proliferation in the public and private sector makes identifying, tracking and disabling UAVs used for terrorist activities extremely difficult. The solution will require a comprehensive approach comprising public education, UAV marking, tracking of key components and changes in current security measures.</p> <p>Only by acknowledging the threat and implementing significant changes can we hope to avoid another aerial attack on American soil. The recent terrorist attacks in Paris and around the world highlight the difficulty governments' encounter preventing terrorist from injuring and killing innocent people in public places. These attacks are not a result of weak government or poor security but more the results of determined extremist exploiting vulnerabilities in security measures to inflict harm and cause fear. Protecting the public is a massive responsibility of every government and requires maintaining existing security measures as well as adjusting to new emerging threats. Often these new threats are the result of changes in technology or tactics used by various terrorist organizations. The challenge for the agencies charged with protecting the public is accurately identifying these changes and adapting appropriate countermeasures. This continues to be a struggle for governments around the world. Unfortunately, the future appears more difficult as technology continues to expose new areas for terrorist exploitation.</p> <p>Today, the challenge for governmental agencies and local law enforcement is the development of the Unmanned Aerial Vehicle (UAV). In the hands of criminals and terrorist, this transformational technology could be devastating. To put it bluntly, the proliferation of UAVs coupled with terrorist characteristics to exploit technology and invoke fear makes the use of UAVs a clear and present threat to the United States. This paper will show the developing UAV technology provides increased opportunities for terrorist to exploit current security vulnerabilities while remaining consistent with established patterns of terrorist behavior. The characteristics of UAVs, not only increase the access to high profile targets, in many cases, it would potentially reduce the risk of apprehension and the associated cost.</p> <p>We will start with a basic understanding of terrorism and the motives behind most terrorist attacks directed at the United States. Having vehicles that perform their intended functions with little or no guidance from a human controller is highly desirable for any battlefield commander. A system that can execute a set of pre-determined tasks by itself frees a human from the need to control it, and potentially removes that human from significant risk. The potential benefits of Artificial Intelligence extend beyond autonomous operations, including rapid calculations and decision aiding, and management of large amounts of information. The inclusion of Artificial Intelligence and autonomy into the aviation field is arguably not new but has a profound impact, nonetheless. Aircraft avionics and flight control systems have long included various forms of autopilot or flight control coupling that allows the flight computer to manipulate the control surfaces and thereby control the aircraft. Likewise, onboard flight management systems assist pilots in making calculations to determine appropriate flight times, speeds, and distances. Emerging technologies, however, are introducing capabilities that require significantly smaller amounts of pilot or controller input. Department of Defense (DoD) initiatives in multiple services are testing autonomous aircraft for resupply and sustainment missions. It must be able to fly within a partially structured environment, to react and adapt to changing environmental conditions and to accommodate for the uncertainty that exists in the physical world. An aerial robot can be termed as a physical agent that exists and flies in the real 3D world, can sense its environment and act on it to achieve specific goals. So throughout this book, an aerial robot will also be termed as an agent.</p> <p>Fundamental problems in aerial robotics include the tasks of spatial motion, spatial sensing and spatial reasoning. Reasoning in complex environments represents a difficult problem. The issues specific to spatial reasoning are planning and decision making. Planning deals with the trajectory algorithmic development based on the available information, while decision making determines priorities and evaluates potential environmental uncertainties.</p> <p>The issues specific to planning and decision making for aerial robots in their environment are examined in this book and categorized as follows: motion planning, deterministic decision making, decision making under uncertainty and finally multi-robot planning. A variety of techniques are presented in this book, and a number of relevant case studies are examined. Refusing to accept a life of poverty, he found a way out: a work-study college program that made it possible for him to leave farming behind forever.</p> <p>While at college, Greg completed the Civilian Pilot Training Program and was subsequently accepted into the US Army’s pilot training program. Earning his wings in 1942, he became a P-38 combat pilot and served in North Africa during the summer of 1943ーa critical time when the Luftwaffe was still a potent threat, and America had begun the march northward from the Mediterranean into Europe proper.</p> <p>Following the war, Greg served with a B-29 unit, then transitioned to the new, red-hot B-47 strategic bomber. In his frequent deployments, he was always assigned the same target in the Soviet Union: Joseph Stalin’s hometown of Tbilisi. While a B-47 pilot, Greg was selected to join America’s first high-altitude program, the Black Knights. Flying RB-57D aircraft, he and his team flew peripheral “ferret” missions around the Soviet Union and its satellites, collecting critical order-of-battle data desperately needed by the US Air Force at that time.</p> <p>When the program neared its design endーand following the Gary Powers shoot-down over the Soviet UnionーGreg was assigned to command of the CIA’s U-2 unit at Edwards AFB. Over this five-year command, he and his team provided critical overflight intelligence during the Bay of Pigs, the Cuban Missile Crisis, the Vietnam buildup, and more.
