<p>US Air Force Forward Air Controllers (FACs) bridge the gap between air and land power. They operate in the grey area of the battlefield, serving as an aircrew who flies above the battlefield, spots the enemy, and relays targeting information to control close air support attacks by other faster aircraft. When done well, Air Force FACs are the fulcrum for successful employment of air power in support of ground forces. Unfortunately, FACs in recent times have been shunned by both ground and air forces, their mission complicated by inherent difficulty and danger, as well as by the vicissitudes of defense budgets, technology, leadership, bureaucracy, and doctrine. Eagles Overhead is the first complete historical survey of the US Air Force FAC program from its origins in World War I to the modern battlefield. Matt Dietz examines their role, status, and performance in every US Air Force air campaign from the Marne in 1918, World War II, Korea, Vietnam, Desert Storm, and finally Mosul in 2017. With the remaking of the post-Vietnam US military, and the impact of those changes on FAC, the Air Force began a steady neglect of the FAC mission from Operation Desert Storm, through the force reductions after the Soviet Union’s collapse, and into the post 9-11 wars in Iraq and Afghanistan. Eagles Overhead asks why FACs have not been heavily used on US battlefields since 2001, despite their warfighting importance. Dietz examines the Air Force FAC’s theoretical, doctrinal, institutional, and historical frameworks to assess if the nature of air warfare has changed so significantly that the concept and utility of the FAC has been left behind. <p>During World War I, the Thirty-fifth Division was made up of National Guard units from Missouri and Kansas. Composed of thousands of men from the two states, the Missouri-Kansas Division entered the great battle of the Meuse-Argonne with no battle experience and only a small amount of training, a few weeks of garrisoning in a quiet sector in Alsace. The division fell apart in five days, and the question Robert Ferrell attempts to answer is why.</p> <p>The Thirty-fifth Division was based at Camp Doniphan on the Fort Sill reservation in Oklahoma and was trained essentially for stationary, or trench, warfare. In March 1918, the German army launched a series of offensives that nearly turned the tide on the Western Front. The tactics were those of open warfare, quick penetrations by massive forces, backed by heavy artillery and machine guns. The American Expeditionary Forces (AEF) commanded by Gen. John J. Pershing were unprepared for this change in tactics. When the Thirty-fifth Division was placed in the opening attack in the Meuse-Argonne on September 26, 1918, it quickly fell.</p> <p>In addition to the Thirty-fifth Division’s lack of experience, its problems were compounded by the necessary confusions of turning National Guard units into a modern assemblage of men and machines. Although the U.S. Army utilized observers during the initial years of World War I, their dispatches had piled up in the War College offices in Washington and, unfortunately, were never studied.</p> <p>The Thirty-fifth Division was also under the command of an incompetent major general and an incompetent artillery brigadier. The result was a debacle in five days, with the division line pushed backward and held only by the 110th Engineer Regiment of twelve hundred men, bolstered by what retreating men could be shoved into the line, some of them at gunpoint.</p> <p>Although three divisions got into trouble at the outset of the Meuse-Argonne, the Thirty-fifth’s failure was the worst. After the collapse, the Red Cross representative of the division, Henry J. Allen, became governor of Kansas and instigated investigations by both houses of Congress. Secretary of War Newton D. Baker testified in an effort to limit the political damage. But the hullabaloo gradually died down, and the whole sad episode passed into the darker corridors of history.</p> <p>By focusing on a single event in history, <em>Collapse at Meuse-Argonne</em> offers a unique glimpse into one of the most critical battles of World War I. <p>The two great German offensives of March and April both failed, despite their extreme violence and the fact that the Allies were taken by surprise. Neither Amiens on the Somme, nor B?thune and Ypres in the north had fallen. Although in the course of these two offensives not less than 152 German divisions had been thrown into battle, the enemy failed to pierce the Allies’ front or break down their resistance. During the offensive against the British front, French reinforcements were brought up much sooner than the Germans expected. Moreover, the battles of March and April gave the Allies the decisive advantage of unity of command. To Marshal Foch was entrusted the co-ordination of the Allied forces in the last act of the great drama, which was to see the downfall of Ludendorff and Hindenburg. To calm public opinion at home, where the people were clamouring ever louder for that victorious peace so often promised, the Germans were forced to make another attempt, and it was considered necessary to act promptly while they still had numerical superiorityーowing to Russia’s defectionーand win the final decision before the American intervention could make itself fully felt. Before attacking the British again, Ludendorff attempted to draw the French reserves southwards, his plan being to wear them down and then settle with the British alone. Hence the attack of May 27 on the Aisne front, which was powerfully organised on the German side owing to the great advantage they possessed in being able to bring up rapidly their heavy artillery from the Somme. Moreover, the ground was familiar to the enemy, who likewise knew that this part of the Allies’ front was only weakly held. <p>Any visitor to the site of the bloodiest battle in the history of the United States will be drawn to Montfaucon, for it is here that General Pershing, the Commander in Chief, determined that the major memorial to the American Expeditionary Forces would be sited. The impressive classical column, erected on the summit of Montfaucon Hill, can be seen from many parts of the battlefield of the Meuse-Argonne 1918.The village of Montfaucon, perched on and around one of the most notable heights in the Argonne area, was a first day objective for the First American Army in its massive offensive that was launched on 26 September 1918 and which rumbled on until the Armistice.Montfaucon had been the scene of bitter fighting between the French and the Germans in the early stages of the war, finally staying securely in German hands. The attack started well, with the great numbers of Doughboys easily moving through the first line of the German defense system; and, indeed, good progress was made all along the front, even if final objectives were not attained that would have brought the Americans up to the Hindenburg Line defenses. The most notable setback was the failure to capture Montfaucon, an objective given to the 79th Division. Why the task of capturing this key part of the German line to a 'green' division, composed of draftees and which had only had six weeks or so of training time in France, instead of the prescribed three months, has never been adequately explained.What has proved to be controversial ever since is why the 4th Division, a regular formation that had already been engaged in battle on the Western Front and which gained its objectives on the first day, did not seek to assist the 79th when it was clear that it was facing significant difficulties in overcoming the Montfaucon defenses. The outcome was that the village and hill did not fall on the first day. How significant this setback was to the success and the duration of the offensive has also been the subject of considerable discussion.Montfaucon was an important observation point for much of the war, providing distant views over considerable amounts of ground and thus invaluable for the German artillery. How much its loss mattered to the Germans when fighting a defensive battle, with the defense lines south of it already lost, is more open to debate, given the vantage points that the Germans continued to enjoy from high ground to the north-west and east.Maarten Otte sets the importance of Montfaucon and the ultimately successful effort to capture it within a succinct narrative. In the tours section he takes the visitor on a number of routes so that they can see for themselves the problems on the ground that faced the 79th Division and puts Montfaucon in the context of the wider battle. <p>The book chronicles the extensive training and heroic service of the New York National Guard's 104th Field Artillery Regiment from the period of 1916 to 1919. The regiment, initially called the 1st Field Artillery Regiment, served as border patrol in Texas during the Mexican Punitive Expedition in 1916, and trained at the gunnery field at La Gloria, Texas. During World War I, they trained by the Glassy Mountains at Camp Wadsworth in South Carolina, and then at the School of Fire of Camp de Souge near Bordeaux, France.</p> <p>Because of this extensive training, elements of the 27th Division were splintered off and placed within a number of other divisions. <p>While working at the Argonne National Laboratory by Chicago, Illinois, in the years 1990-96, Dr. Bottoni proposed to the Argonne management to invite his old acquaintance, Prof. Katsuhiro Sakai, of the Osaka University, Japan, to cooperate with him, during a one-year stay, on numerical problems related to thermal and fluid-dynamics computer simulations. At the end of the stay Prof. Sakai wrote a report documenting his work made with Dr. Bottoni and, part time, with an younger colleague, Dr. Sun. At this point the section manger, who had not cooperated to the technical work, pretended to be considered as co-author of the report, excluding Dr. Bottoni. This blatant violation of professional ethics was reported to higher management levels which, however, engaged in a cover-up policy aiming at tolerating the violation of the Code of Ethics establishedby the Laboratory. The books uncovers a full chain of violations so that the question arises whether the Code of Ethics is only a piece of paper.
