The opening section positions Belarus within contemporary debate about the concept of the Direct Democracy, with a special focus on the relevance and functions of the institution of referendum and plebiscite. Next, the paper reviews the Belarusian referenda since president Lukashenko came to power. First, legal bases for this kind of institution must be presented. Further, detailed course within the timeframe of May 1995 and October 2004 in connection with a public reaction on them and an international appraisal will be shown. Section three of the paper then considers the historical context of Belarus with a special focus on the Soviet period in order to elucidate the issues mentioned. Long dependence may explain why there exists a big mistrust to international institutions and the West as such. This section presents also possible reasons of the weak Belarusian national identity and lack of the civil society in the country. Next chapter looks after possible ways Belarus should follow. Having in mind the way the direct democracy has been forced there via referendums that do not meet law standards, this part will consider possible reasons and challenges for the Belarusian governance in the domain of international relations with its biggest neighbors: Russia and the European Union, from a variety of perspectives. It is essential in the debate about democratization of Belarus without destroying so important economical ties with Russia. In conclusion it will be analyzed how the changes described can proof the concept of the Direct Democracy in Belarusian context. In doing so, answers on how the international community can deal with such types of governance will be provided. Jahrhundert und ganz Europa wird zunehmend nach demokratischen Grunds?tzen regiert. Ganz Europa? Nein! Ein Staat, zwischen Polen und Russland gelegen, mit knapp 10 Mio. Einwohnern h?lt fortw?hrend den Freedom House-Status 'Not Free' und geh?rt laut Freedom House weiterhin zu den zehn repressivsten Staaten der Welt. Dieser europ?ische Staat unter der F?hrung von Pr?sident Aljaksandr Lukaschenka ist Belarus oder auch Wei?russland. Doch was macht Belarus zur letzten Diktatur in Europa und wie totalit?r ist das autokratische Regime einzusch?tzen? Dieser Frage soll in dieser Arbeit nachgegangen werden, wobei eine Vielzahl von Elementen, die in der Bewertung autokratischer Systeme eine Rolle spielen, hinsichtlich des belarussischen Staates untersucht werden soll. Die hier herangezogenen Kriterien zur Analyse beziehen sich auf Carl J. Friedrichs 1957 ver?ffentlichtes Werk 'Totalit?re Diktatur'. Nachdem zun?chst ein kurzer ?berblick ?ber die Machterlangung Lukaschenkas dem Leser die damalige Situation Belarus´ w?hrend des Niedergangs der Sowjetunion n?herbringen soll, wird im weiteren Verlauf auf sechs Wesensmerkmale eingegangen, die nach Friedrich allen totalit?ren Diktaturen gemein sind. Diese Eigenschaften totalit?rer Herrschaft sollen im Einzelnen auf ihre Existenz im belarussischen Regime untersucht werden, um schlie?lich Belarus als totalit?ren Staat zu verifizieren oder zu falsifizieren. Die von Friedrich definierten Kennzeichen sind eine Ideologie (3.1.), eine (Massen-) Partei und ihr F?hrer (3.2.), eine terroristische Geheimpolizei, ein Nachrichten- und Kommunikationsmittelmonopol, ein Monopol auf Kampfmittel (alle 3.3.) und eine zentral gelenkte Wirtschaft (3.4.). Vorab sei gesagt - und Friedrich tut dies ebenfalls -, dass die soeben genannten Charaktereigenschaften totalit?rer Systeme nicht im Einzelnen einen totalit?ren Staat kennzeichnen, sondern viel mehr als Oberbegriffe f?r weitere Untermerkmale wie zum Beispiel die staatliche Propaganda stehen. Hieraus l?sst sich auch das zweite wichtige Faktum ableiten auf das vorweg hinzuweisen ist, dass n?mlich die einzelnen Merkmale nicht alleine f?r sich totalit?re Staaten charakterisieren, sondern nur ihr Zusammenwirken. The contest, one of the top three of its kind in central Europe, has enjoyed success since its conception in 2005, garnering critical acclaim, but was discontinued in 2010 due to a lack of funds. 2014 is the first year it has been held in a free country. In previous years it was held underground in Belarus, hidden from the authorities.BFT have now reinstated this contest, and increased the diversity of participants in order to include Belarusians who remain isolated because of the state policy on internet censorship and media control. After the conclusion of the agreement that ended the armed conflict, Chisinau and Tiraspol made efforts to find a political solution, under the supervision of a negotiation mechanism that included, until recently, Russia, Ukraine and OSCE. Russia's last plan to that end was rejected by the Moldovan leadership. This triggered a set of political and economic punishments by Moscow. The political context of the last two years has given a new impetus to the negotiations on the resolution of the Transnistrian conflict. The changes in Georgia and Ukraine and the resuscitation of GUAM have significantly influenced the premises for a settlement, while the US and the EU have become observers in the negotiation mechanism. In spite of these evolutions (or maybe as a result of them), the prospects to reach a solution in the short term are slim, as the present negotiating mechanism continues to lose importance.
