<p>In June of 1942, Eighth Air Force deployed to the UK and began preparation for a bombing campaign. However, during the initial planning efforts it became apparent the staff lacked the expertise needed to analyze and recommend bombing targets. Colonel Richard Hughes, the Chief Planner for American Air Forces in Europe, recognized this deficiency and requested a team to assist with target selection. The Enemy Objectives Unit (EOU), a team of civilian economists, began arriving in London in September 1942 to support the Eighth Air Force.<br /> While formally assigned to the US Embassy in London, for practical purposes the team worked for Colonel Hughes. Using their economic expertise, EOU members studied the German industrial complex to identify vulnerabilities and then recommend to planners and senior leaders those industries the US Strategic Air Forces in Europe should target. Taking an effects-based approach, the team sought to maximize the efficiency and effectiveness of US airpower to produce the greatest effects on Germany's war economy.<br /> The EOU's target selection methodology required intelligence data on enemy targets, an awareness of United States Army Air Forces bombing capabilities, and most importantly an understanding of military and political aims. To ensure selected targets aligned with military and political aims, the EOU regularly collaborated with air planning staffs and senior leaders. Three case studies highlight the interaction and collaboration that occurred between the EOU and Army Air Forces planners and leaders: prioritizing targets for Operation POINTBLANK, development of an Oil Plan following "Big Week" in Feb. 1944, and the recommendation to strike bridges versus marshaling yards prior to Operation OVERLORD. <p>A steadfast misbelief in precision bombing evolved into the leading concept for US Army Air Force during the Second World War. This concept envisioned the destruction of the German industrial and economic system as the swiftest path to victory. However, the belief in survivability of bombers through self defense proved incorrect, and the Allies realized that the Luftwaffe had to be defeated first, by attacking the German aircraft industry. On 22 February 1944, Eighth Air Force conducted a mission as part of this offensive. During this mission, the bombers were recalled because of severe weather. On the return trip, the airmen decided not to abandon the mission outright, but to attack targets of opportunity. Because of navigational errors a section of 446 Bombardment Group misidentified the Dutch city Nijmegen as in Germany, and bombed it. Due to aiming errors, the greater part of the bombs missed the designated marshalling yards by a kilometer, and hit the city center instead. The bombardment caused chaos on the ground. It surprised the citizens, ignorant by earlier faulty alarms, and damage caused great difficulties for the provision of aid relief. This study examines the development of military night aviation from its origins through the First World War. Emphasis is on the evolution of night flying in those countries which fought on the Western Front, namely France, Germany, Great Britain, and the United States. While night flying occurred in other theaters the most intense air effort was clearly in the west. There belligerents pressed aviation technology and tactics to the limits; the skies of northern France and Flanders offered the only opportunity for movement across the stagnated front. Another important consideration was the availability of a rich documentation concerning night aerial activity in the theater.</p> <p>A striking disparity quickly became evident during preliminary investigations of the topic. Surprisingly no single book-length study was uncovered which was dedicated exclusively to night flying along the Western Front. This thesis seeks to reduce the existing gap in scholarly knowledge. To appreciate the rapid development of night military aviation during the Great War one first needs to understand the state of night flying prior to August 1914. Numerous aeronautical journals of the period offer articles exploring the technical problems associated with night flight. Additionally the New York Times provides a useful but more general day-to-day account of the evolution of flying during darkness. <p>The same traits of character that marked Kenneth N. Walker's life led to his premature death. His most dominant characteristic, an inner drive that kept him at a fever pitch of intensity, was formed during a hard childhood. He joined the US Army in 1917 at age 19. Until 1928, his career was sound but unexceptional. He found his professional stride as a student at the Air Corps Tactical School in 1928-29, when he embraced the concept of the invincible bomber and made it his crusade. He served as bombardment instructor at the school from 1929 to 1934. Walker's years at the Air Corps Tactical School were critical years in the development of US air doctrine. In that processーan intellectual process that had to be primarily theoretical because experience was so limitedーWalker advocated bombardment as the means through which airpower in the future would be expressed. He did extensive work on bomber tactics and plane development, the goal of which was to make the bomber capable of defending itself as well as carrying out its offensive mission. Since he envisioned defense against an enemy's air force being accomplished by bombers that would destroy the enemy's planes and facilities on the ground, he saw little value for the pursuit (fighter) arm.</p> <p>Although the phrase was first voiced by others, Walker became identified with the credo, "The well-organized, well-planned, and well-flown air force attack will constitute an offensive that cannot be stopped." He believed it so fervently and advocated it so vehemently that his very conviction seemed to overcome the nagging doubts of others. Even his supporters agreed that he was "rabid" in his single-mindedness. Claire L. Chennault, his most vocal and visible opponent in the long debate on air doctrine, called him a radical with a blind spot. So it was on the afternoon of May 3, 1943, when the B-24 Liberator in which Lt. Gen. Frank M. Andrews was flying crashed against a fog-shrouded promontory while making a landing approach to Meeks Field near Keflavik, Iceland. Andrews was commanding general of all U.S. forces in the newly formed European Theater of Operations (ETO). He had held his post for just three months, having arrived in England on February 4, the day after his fifty-ninth birthday. The decision to transfer him from his command of U.S. Middle East Forces had been approved by President Roosevelt, Prime Minister Churchill, and the Combined Chiefs of Staff at the Casablanca Conference in January.</p> <p>It was U.S. Army Chief of Staff Gen. George C. Marshall who had summoned Andrews to the conference from Andrews's headquarters in Cairo, Egypt. Privately, however, Marshall had previously informed Andrews of what was afoot, for between them lay a tacit bond of understanding and mutual appreciation that dated back to their first meeting in August 1938. At that time, Andrews was a temporary major general in his third year as Commander of General Headquarters (GHQ) Air Force, the combat arm of the Army Air Corps that had been established in 1935. Over 1,000 protective reaction strikes were launched in 1970 alone. During one such operation in December 1971, 200 Air Force and Navy planes struck targets as far north as the 20th parallel (just 75 miles from Hanoi) in the biggest bombing raid of that periodーProud Deep Alpha.</p> <p>The most intense year of the air war was 1972. During that year, North Vietnam launched a major attack that employed masses of regular ground troops, tanks, and artillery against South Vietnam. In the so-called Easter Offensive, the enemy hoped to crush the South Vietnamese armed forces and bring the war to a sudden, violent conclusion. Only a small number of Air Force fighter planes, a handful of Army and Marine advisors, and the Navy carriers in the Gulf of Tonkin were on hand to aid the South Vietnamese in stemming the Communist onslaught. In the end, naval air power proved vital in stopping the offensive because of the Navy's ability to concentrate carriers off Vietnam. In a matter of a few short weeks, the Navy's carrier presence in the Gulf of Tonkin jumped from two to six flattops. Navy aircraft flew the majority of strikes during the critical early days of the offensive. Navy surface ships also offered beleaguered South Vietnamese ground forces near the DMZ critical gunfire support against North Vietnamese armored columns moving down the coast.</p> <p>Once the invasion was effectively halted, naval aircraft and warships carried the war to North Vietnam. During Operation Pocket Money (May 1972-January 1973), naval aviators mined Haiphong harbor and other major ports in North Vietnam. In Linebacker I (April-October 1972), Navy planes and warships resumed combat against North Vietnam and struck many formerly off-limit targets for the first time in the war. Naval aviators fought their most intense air-to-air duels with enemy MiGs during 1972, and warships braved fierce enemy fire to attack targets of significance along the North Vietnamese coastline, including targets in Haiphong. Lewis, working together with local Wilfred Owen historian, Len Friskney, has linked together various aspects of the First World War as they affected this North Yorkshire seaside resort. The book covers 'The Bombardment of Scarborough' in December 1914, the war poetry of Wilfred Owen written during his time in the town, and the effects of the war on the local people. The book contains chapters on the production of community theatre based on these topics which is suitable for use by schools and youth groups together with a chapter on the legacy of Wilfred Owen in the dialogue for peace. Using new material the book is a fascinating look at this era of Scarborough's history and a strong testimony for the cause of international concord.</p> <p>D.B. Lewis is a non-fiction author specialising in biography, reminiscence and all forms of 'life-writing'. His first book, 'A Little Bit of Trouble in London', was published by Valley Press in Scarborough, UK in 2014 followed the editorship of 'Plotting Shed', an anthology of creative writing by students of the University of Hull in 2016. His play, 'One Day in December' about Wilfred Owen, the First World War and the Bombardment of Scarborough, was first produced in 2014. Others works include two travel books on Croatia, a guide to 'Wilfred Owen in Scarborough' and a poetry collection. He has had a varied and rewarding working life and now writes full-time in a cottage on the North Yorkshire coast of the U.K. His last work, 'Great Aunts and Armadillos'; a helpful glimpse into the journey of dementia, was tredition's 'Book of the Month' in March 2019.
