Had it not been for influenza, German Gen. Erich Ludendorff might well have succeeded in his offensive in the closing years of World War I. Quarantine may not be appropriate in all cases, however this may not be clear until a definitive diagnosis is known, which takes time. From a medical perspective, the initial 72-hour period was selected as a reasonable, conservative window for intervention based on recent bioterrorism exercises.
