Through interrogating multiple data sources, including government datasets, survey datasets, media analyses, and ethnographic data, this book shows that charity is not well-suited to addressing the material dimension of poverty. It argues the need for a revised model of charity with the capacity to contribute to social solidarity that bridges social divisions and is inclusive of the poor. The lure of the Japanese model, however, has faded since the 1990s. Growth is in short supply and equality a thing of the past. In Welfare through Work, Mari Miura looks in depth at Japan’s social protection system as a factor in the contemporary malaise of the Japanese political economy.</p> <p>The Japanese social protection system should be understood as a system of "welfare through work," Miura suggests, because employment protection has functionally substituted for income maintenance. A gendered dual system in the labor market allowed a high degree of labor market flexibility, which enabled Japan to achieve high employment rates as well as strong legal protections for regular workers. In recent years, conservatives gradually replaced the productivism and cooperatism that had resulted from earlier party politics with neoliberalism, which, in turn, hampered the effectiveness of the welfare through work system. In Miura’s view, the dynamics of partisan competition fostered ideational renewal, just as the political visions and ideologies of the governing party strongly affected the design of the social protection system. These organizations filtered American power through the prism of familial love and shaped perceptions of the United States as the benevolent parent in a family of nations.</p> <p>The American Friends Service Committee, Foster Parents’ Plan, and Christian Children’s Fund, among others, sent experts abroad to build nursery schools and orphanages and to instruct parents in modern theories of child rearing and personality development. Back home, thousands of others “sponsored” overseas children by sending money and exchanging often-intimate letters. Although driven by sincere impulses and sometimes fostering durable friendships, such efforts doubled as a form of social engineering. Americans believed that child rearing could prevent the rise of future dictators, curb the appeal of communism, and facilitate economic development around the world.</p> <p>By the 1970s, child welfare agencies had to adjust to a new world in which American power was increasingly suspect. Yet, many of the architects of the post-World War II welfare states were liberals, many of whom were economists as much as socialists. <em>Liberalism and the Welfare State</em> investigates the thinking of liberal economists about welfare, focusing on Britain, Germany and Japan, each of which had a different tradition of economic thinking and different institutions for welfare provision. This volume explores the early history of welfare thinking from the British New Liberals of the early twentieth century, German Ordoliberals and post-war Japanese Liberal economists. It delves into arguments about neoliberalism under British Conservative and New Labour governments, after German reunification, and under Koizumi in Japan. Given the importance of both international policy collaboration and international networks of neoliberal economists, this volume also explores neoliberal ideas on federalism and the responses of neoliberal think tanks to the global financial crisis. <em>Liberalism and the Welfare State</em> provides a comparative analysis of economists' attitudes to the welfare state. Notwithstanding the differences, in each country support emerged very early on for social minimum standards, but strong disagreements within each country quickly developed. The result was divergence, as the debates shaped different welfare regimes. More recently, the strong impact of efficiency related critiques of welfare regimes has crowded out more nuanced and complex discussions of the past. This volume provides a reminder that neither liberalism nor economic ideas in general are inimical to well-designed welfare provision. <p>This collection of twelve essays reviews the history of welfare in Britain over the past 150 years. It focuses on the ideas that have shaped the development of British social policy, and on the thinkers who have inspired and also contested the welfare state. It thereby constructs an intellectual history of British welfare since the concept first emerged at the end of the nineteenth century. The essays divide into four sections. The first considers the transition from laissez-faire to social liberalism from the 1870s, and the enduring impact of late-Victorian philosophical idealism on the development of the welfare state. It focuses on the moral philosophy of T. H. Green and his influence on key figures in the history of British social policy like William Beveridge, R. H. Tawney, and William Temple. The second section is devoted to the concept of 'planning' which was once, in the mid-twentieth century, at the heart of social policy and its implementation, but which has subsequently fallen out of favour. A third section examines the intellectual debate over the welfare state since its creation in the 1940s. Though a consensus seemed to have emerged during the Second World War over the desirability and scope of a welfare state extending 'from the cradle to the grave', libertarian and conservative critiques endured and re-emerged a generation later. A final section examines social policy and its implementation more recently, both at grass roots level in a study of community action in West London in the districts made infamous by the fire at Grenfell Tower in 2017, and at a systemic level where different models of welfare provision are shown to be in uneasy co-existence today. The collection is a tribute to Jose Harris, emeritus professor of history in the University of Oxford and a pioneer of the intellectual history of social policy.
