Western stocks gradually shrank while numerous cargo lanes transported these weapons to Poland to be hauled by trucks and railways to the Ukrainians. In the meantime, Russia pounded these locations and large quantities of the Western aid disappeared in flames and explosions ? as yet more equipment pourerd into Ukrainian hands. The sheer amount is hard to estimate but large quantities were captured by the Russians and occasionally turned against the former owners.</p> <p>This book is a comprehensive guide to all missiles and rockets used by both sides as well as their effect on both military and civilian targets, including Russian ship-borne weapons and anti-ship missiles used so effectively by Ukraine against the Russian cruiser <em>Moskva</em>. The study addressed the decision for the original acquisition of the surface-to-surface missiles (SSM), the doctrine and employment parameters developed, and the current status of the missile force, and forecasts future potential developments and prospect. In particular, the study examines Saudi Arabia's experience with deterrence doctrine, command and control practices, force structure, and considerations of domestic, regional, and international factors with respect to the SSM, which can also provide significant insights into Saudi thinking that could also be applied to understanding that country's behavior in relation to a potential nuclear option at some time in the future. The Strategic Rocket Force has continued to develop over the years, including a reported upgrading of the missile systems in the Saudi arsenal. Any study of SSM in Saudi Arabia must include addressing the issue from Saudi Arabia's own perspective if one is to understand the dynamics which have shaped policy and are likely to indicate future behavior and the study relies heavily on Saudi sources for information. Development continued into the Cold War, resulting in the extensive introduction of surface-to-air missiles, or SAMs. Though the first combat success of such weapons was during the Vietnam War, when a Soviet-designed S-75 Dvina missile shot down a USAF F-4C Phantom on 24 July 1965, it was the Yom Kippur War of 1973 which brought surface-to-air missiles to the center stage.</p> <p>During this short but bitter conflict, Egyptian and Syrian air defenses shot down nearly fifty Israeli aircraft in the first three days aloneーalmost a fourth of Israel’s entire combat aircraft fleet. In all, Israel lost 104 aircraft during the war and, for the first time, more aircraft were lost to SAMs than any other cause. The age of surface-to-air missiles had dawned.</p> <p>In this unique examination, the author details the development of not just surface-to-air missiles, but all anti-aircraft artillery, since 1972. The part that such equipment played in all of the major conflicts since then is explored, including the Soviet Afghan War, the Falklands War, in which Rapier was deployed, the conflict in Lebanon, Kosovo and Bosnia, the Gulf War, Operation <em>Desert Storm</em> in 1991, and Operation <em>Iraqi Freedom</em> in 1993. The attacks of September 11, 2001 stand as a stark waypoint in the United States' involvement in the Middle East. For a generation of Americans, these attacks, unanticipated by the general population, mark a beginning point in US efforts to combat Islamic extremism. For an earlier generation, however, the 23 October 1983 bombing of the Marine barracks in Beirut, resulting in the death of 241 Americans, served as a similar waypoint. While these perceptions of the general public are understandable, they are incorrect. America has been involved in the Arab world since just after the American revolution, when its merchant vessels and their crews, newly bereft via national independence of the protection of the British Navy, became prey for the pirates of the Barbary Coast. Interestingly, Americans at that time were asking the same questions, as were their countrymen after Beirut and the September 11 attacks: how could this have happened?</p> <p>In response to Israel's 1982 invasion of Lebanon, President Reagan committed peacekeeping forces to Lebanon in 1982. He did so with little understanding of the operational environment, failing to account for the influence exerted by external agents such as Iran and Syria, and Reagan's policy was ultimately unsuccessful in facilitating a lasting peace in Lebanon. To say the long-term regional instability that followed the Israeli invasion was the result of the failed US-led peacekeeping mission is unjustified. However, poorly formulated policy by the Reagan administration resulted in unnecessary US casualties in Lebanon. The Reagan administration also missed an opportunity to develop a more stable Lebanon by disengaging almost completely with the country after withdrawing the Marines in 1984.</p> <p>Lacking a clear visualization of the operational environment, the administration sent US forces into Lebanon with no clear mission. US military advisors, also lacking an understanding of the situation in Lebanon, failed to develop a coherent operational approach for the committed forces. Unaware of local "politics" and the expectations competing factions had for the peacekeepers, the administration was therefore unable to consider the potential negative effects of subsequent decisions about how to enforce peace, and specifically which of the factions to support and how. When the Marines, against the advice of Colonel Timothy J. Geraghty, the commander on the ground, were told by Washington to support the Lebanese Army in Suq-al-Garb with naval gunfire on 19 September, 1983, their role, in the eyes of the competing Lebanese factions, changed. As Colonel Geraghty stated, "American support removed any lingering doubts of our neutrality, and I stated to my staff at the time that we were going to pay in blood for this decision." They did "pay in blood," losing 241 Marines, Soldiers and Sailors in the truck bombing of the Marine Barracks on October 23, 1983.</p> <p>Understanding Reagan's decision making with respect to Lebanon, and understanding the outcomes of the US involvement in 1982-1984 are important because the US is faced with similar challenges today. The Middle East and Arab North Africa remain in a state of "persistent conflict," and the US remains involved. The majority of properties are fewer than fifty years old, and many have been demolished as sites have been deactivated or have been so altered as to be lacking in sufficient integrity for designation or listing. Although a few surveys have been made and several historic contexts have been written, there is an urgent need for more because the resources are disappearing.</p> <p>The historic contexts section of this study is divided into three parts. The first part focuses on the origins and evolution of the Cold War from World War II until the death of Josef Stalin in 1953. This section discusses the ideological differences between the two principal adversaries, the dawn of the atomic age, and the weapons systems that each side developed. The second part concentrates on the Cold War at its coldest, as the United States and the Soviet Union appeared to settle into a period of endless provocations and proxy wars and the threat of nuclear annihilation often seemed likely to become a reality. By the end of this period, both sides had come to accept that matters could not be allowed to continue in these patterns, that a new way of dealing with each other had to be found. Detente was the first step. The third part brings the history of the Cold War to its conclusion, from the end of the Vietnam War and the beginnings of a thaw in relations because of presidential diplomacy, the rise of dissent in the Soviet Union (especially in Eastern Europe), and the final collapse of the Soviet economic and political structure.</p> <p>This historic context should enable the researcher to understand the basic developments and the ways in which the weapons systems and defense programs of the United States were affected by international affairs and the political and military challenges of the Cold War era.</p> <p>Although the Cold War touched virtually every aspect of life in the United States and abroad, the principal focus of this theme study is on the types of sites and resources described in Section 7210 of H.R. 146. Other important themes outside the scope of this study could be mentioned only briefly hereーthe home front, the influence of consumerism, the nuclear weapons complex, the civil defense system, the antiwar movement, and the movements for civil rights and other forms of social change, to name but a few. <p>According to general Realist premises, after the end of the Cold War, the United States took an interest in remaining the only super power. Accordingly, it was attempting to maintain and manage unipolarity. The pursuit of this Grand Strategy, however, required the U.S. to adapt its various strategies to the various receiving states. Poland, Ukraine, and Belarus played very unalike roles in that configuration: Whilst Poland was labeled “America’s best friend” by President George W. Bush, Belarus was not seeking alignment with the U.S., whereas Ukraine-U.S. relations were subject to many ups and downs. The three countries’ diverging attitudes towards Washington led to very different policy approaches from a U.S. vantage point. As this study shows, the U.S. did not have an overall strategy for the region. Rather, Washington managed its relations with European states through a set of mainly bilateral relations. Madeleine Albright once described the tools of foreign policy as including “everything from kind words to cruise missiles”. This book is a comparative case study of the United States’ use of these tools in its approaches towards Poland, Ukraine, and Belarus after the end of the Cold War. As the “only remaining superpower”, Washington played a key role in the formation of post-communist Central and Eastern Europe. Yet, its actions and policies have received comparatively little attention. <p>This is GAO’s ninth annual assessment of Department of Defense (DOD) weapon system acquisitions, an area that is on GAO’s high-risk list. The report is in response to the mandate in the joint explanatory statement to the DOD Appropriations Act, 2009. It includes observations on the performance of DOD’s 2010 portfolio of 98 major defense acquisition programs; data on selected factors that can affect program outcomes; an assessment of the knowledge attained by key junctures in the acquisition process for a subset of 40 programs, which were selected because they were in development or early production; and observations on the implementation of acquisition reforms. To conduct this review, GAO analyzed cost, schedule, and quantity data from DOD’s Selected Acquisition Reports and collected data from program offices on performance requirements and software development; technology, design, and manufacturing knowledge; and the implementation of DOD’s acquisition policy and acquisition reforms. GAO also compiled one- or two-page assessments of 71 weapon programs. Since 2008, DOD’s portfolio of major defense acquisition programs has grown from 96 to 98 programs, and its investment in those programs has grown to $1.68 trillion.
