Development continued into the Cold War, resulting in the extensive introduction of surface-to-air missiles, or SAMs. Though the first combat success of such weapons was during the Vietnam War, when a Soviet-designed S-75 Dvina missile shot down a USAF F-4C Phantom on 24 July 1965, it was the Yom Kippur War of 1973 which brought surface-to-air missiles to the center stage.<br /> During this short but bitter conflict, Egyptian and Syrian air defenses shot down nearly fifty Israeli aircraft in the first three days aloneーalmost a fourth of Israel's entire combat aircraft fleet. In all, Israel lost 104 aircraft during the war and, for the first time, more aircraft were lost to SAMs than any other cause. The age of surface-to-air missiles had dawned.<br /> In this unique examination, the author details the development of not just surface-to-air missiles, but all anti-aircraft artillery, since 1972. The part that such equipment played in all of the major conflicts since then is explored, including the Soviet Afghan War, the Falklands War, in which Rapier was deployed, the conflict in Lebanon, Kosovo and Bosnia, the Gulf War, Operation <em>Desert Storm</em> in 1991, and Operation <em>Iraqi Freedom</em> in 1993. <p>In the fall of 1962, the United States and the Soviet Union came as close as they ever would to global nuclear war. Hoping to correct what he saw as a strategic imbalance with the United States, Soviet Premier Nikita S. Khrushchev began secretly deploying medium range ballistic missiles (MRBM) and intermediate range ballistic missiles (IRBM) to Fidel Castro's Cuba. Once operational, these nuclear-armed weapons could have been fired against cities and military targets in most of the continental United States. Before this happened, however, U.S. intelligence discovered Khrushchev's brash maneuver. In what became known as the Cuban Missile Crisis, President John F. Kennedy and an alerted and aroused American government, armed forces, and public compelled the Soviets to remove from Cuba not only their missiles but all of their offensive weapons. The U.S. Navy played a pivotal role in this crisis, demonstrating the critical importance of naval forces to national defense. The Navy's operations were in keeping with its strategic doctrine, which is as valid today as it was in late 1962. The Navy, in cooperation with the other U.S. armed forces and with America's allies, employed military power in such a way that the president did not have to resort to war to protect vital Western interests. Khrushchev realized that his missile and bomber forces were no match for the Navy's powerful Polaris ballistic missile-firing submarines and the Air Force's land-based nuclear delivery systems once these American arms became fully operational. Naval forces under the U.S. Atlantic Command, headed by Admiral Robert L. Dennison (CINCLANT), steamed out to sea, intercepting not only merchant shipping en route to Cuba, but Soviet submarines operating in the area as well. U.S. destroyers and frigates, kept on station through underway replenishment by oilers and stores ships, maintained a month-long naval "quarantine" of the island of Cuba. Radar picket ships supported by Navy fighters and airborne early warning planes assisted the U.S. Air Force's Air Defense Command in preparing to defend American airspace from Soviet and Cuban forces. Navy aerial photographic and patrol aircraft played a vital part not only in observing the deployment of Soviet offensive weapons into Cuba but monitoring their withdrawal by sea.<br /> The purpose of the series is to inform today's naval personnel and other readers of the contributions made by the naval service to the nation, in war and peace, since 1945. During this period, the Navy contained Soviet and Communist expansion, deterred nuclear and conventional attack on the United States, protected American trade at sea and ashore, strengthened regional alliances, and fostered the growth of democratic and free market institutions worldwide. <p>This is GAO's ninth annual assessment of Department of Defense (DOD) weapon system acquisitions, an area that is on GAO's high-risk list. The report is in response to the mandate in the joint explanatory statement to the DOD Appropriations Act, 2009. It includes observations on the performance of DOD's 2010 portfolio of 98 major defense acquisition programs; data on selected factors that can affect program outcomes; an assessment of the knowledge attained by key junctures in the acquisition process for a subset of 40 programs, which were selected because they were in development or early production; and observations on the implementation of acquisition reforms. To conduct this review, GAO analyzed cost, schedule, and quantity data from DOD's Selected Acquisition Reports and collected data from program offices on performance requirements and software development; technology, design, and manufacturing knowledge; and the implementation of DOD's acquisition policy and acquisition reforms. GAO also compiled one- or two-page assessments of 71 weapon programs. Since 2008, DOD's portfolio of major defense acquisition programs has grown from 96 to 98 programs, and its investment in those programs has grown to $1.68 trillion. The attacks of September 11, 2001 stand as a stark waypoint in the United States' involvement in the Middle East. For a generation of Americans, these attacks, unanticipated by the general population, mark a beginning point in US efforts to combat Islamic extremism. For an earlier generation, however, the 23 October 1983 bombing of the Marine barracks in Beirut, resulting in the death of 241 Americans, served as a similar waypoint. While these perceptions of the general public are understandable, they are incorrect. America has been involved in the Arab world since just after the American revolution, when its merchant vessels and their crews, newly bereft via national independence of the protection of the British Navy, became prey for the pirates of the Barbary Coast. Interestingly, Americans at that time were asking the same questions, as were their countrymen after Beirut and the September 11 attacks: how could this have happened?</p> <p>In response to Israel's 1982 invasion of Lebanon, President Reagan committed peacekeeping forces to Lebanon in 1982. He did so with little understanding of the operational environment, failing to account for the influence exerted by external agents such as Iran and Syria, and Reagan's policy was ultimately unsuccessful in facilitating a lasting peace in Lebanon. To say the long-term regional instability that followed the Israeli invasion was the result of the failed US-led peacekeeping mission is unjustified. However, poorly formulated policy by the Reagan administration resulted in unnecessary US casualties in Lebanon. The Reagan administration also missed an opportunity to develop a more stable Lebanon by disengaging almost completely with the country after withdrawing the Marines in 1984.</p> <p>Lacking a clear visualization of the operational environment, the administration sent US forces into Lebanon with no clear mission. US military advisors, also lacking an understanding of the situation in Lebanon, failed to develop a coherent operational approach for the committed forces. Unaware of local "politics" and the expectations competing factions had for the peacekeepers, the administration was therefore unable to consider the potential negative effects of subsequent decisions about how to enforce peace, and specifically which of the factions to support and how. When the Marines, against the advice of Colonel Timothy J. Geraghty, the commander on the ground, were told by Washington to support the Lebanese Army in Suq-al-Garb with naval gunfire on 19 September, 1983, their role, in the eyes of the competing Lebanese factions, changed. As Colonel Geraghty stated, "American support removed any lingering doubts of our neutrality, and I stated to my staff at the time that we were going to pay in blood for this decision." <p>This volume is a history of the acquisition of major weapon systems by the United States armed forces from 1945 to 1960, the decade and a half that spanned the Truman and Eisenhower administrations following World War II. These instruments of warfareーaircraft, armored vehicles, artillery, guided missiles, naval vessels, and supporting electronic systemsーwhen combined with nuclear warheads, gave the postwar American military unprecedented deterrent and striking power. They were also enormously expensive. A Brookings Institution study estimated that from the end of World War II through the mid-1990s the United States spent over $5 trillion (including the cost of the wartime atomic bomb project) on the development, production, and deployment of nuclear weapons, and on the systems for delivering and defending against them. Twenty percent of that sum was expended between 1945 and 1960.</p> <p>Although there is a large body of published literature on specific aspects of weapons acquisition, primarily studies of individual systems, no in-depth analysis has yet appeared that combines the histories of the Office of the Secretary of Defense (OSD) and the military services into one account. Such a study is badly needed. World War II was a watershed for acquisition. The postwar defense environment was dramatically different from that existing before the war. So too were the policies, organizations, and processes that governed the acquisition of new weapons. Many of the changes that shaped the nature and course of acquisition through the end of the century were instituted between 1945 and 1960. Additionally, many of the problems that have repeatedly challenged defense policymakers and acquisition professionals since World War II first surfaced during those years. History does not repeat itself exactly; but by revealing long-term trends and the reasons for past choices, it can help illuminate the path forward for those who must grapple with the complex issues surrounding the development, production, and deployment of major weapon systems.</p> <p>The volume is organized chronologically, with individual chapters addressing the roles of OSD, the Army, Navy, and Air Force in two distinct periods. The first, roughly coinciding with President Truman's tenure, covers the years from the end of World War II through the end of the Korean War in 1953. The second spans the two terms of the Eisenhower presidency from 1953 through early 1961. The year 1953 marked a natural breakpoint between the two periods. The Korean War had ended. President Eisenhower and his defense team began implementing the "New Look," a policy and strategy based on nuclear weapons, which they believed would provide security and make it possible to reduce military spending. The New Look's stress on nuclear weapons, along with the deployment of the first operational guided missiles and the rapid advances subsequently made in nuclear and missile technology, profoundly influenced acquisition in the services throughout the 1950s and the remainder of the century.</p> <p>I.
