<p>As the United States began its campaign against numerous Japanese-held islands in the Pacific, Japanese tactics required them to develop new weapons and strategies. One of the most crucial to the island assaults was a new group of amphibious gunboats that could deliver heavy fire close in to shore as American forces landed. These gunboats were also to prove important in the interdiction of inter-island barge traffic and, late in the war, the kamikaze threat. Several variations of these gunboats were developed, based on the troop carrying LCI(L). They included three conversions of the LCI(L), with various combinations of guns, rockets and mortars, and a fourth gunboat, the LCS(L), based on the same hull but designed as a weapons platform from the beginning. It has been embroiled in the long-running internal debate over the so-called Nihonjinron, revolving around the extent to which the effective interpretation of Japanese society and culture requires non-Western, Japan-specific emic concepts and theories. This book takes this question further and explores how we can understand Japanese society and culture by combining Euro-American concepts and theories with those that originate in Japan. Because Japan is the only liberal democracy to have achieved a high level of capitalism outside the Western cultural framework, Japanese Studies has long provided a forum for deliberations about the extent to which the Western conception of modernity is universally applicable. <p>Each fall and spring, millions of birds travel the Pacific Flyway, the westernmost of the four major North American bird migration routes. The landscapes they cross vary from wetlands to farmland to concrete, inhabited not only by wildlife but also by farmers, suburban families, and major cities. In the twentieth century, farmers used the wetlands to irrigate their crops, transforming the landscape and putting migratory birds at risk. Management of the refuges was fraught with conflicting priorities and practices. Farmers and refuge managers harassed birds with shotguns and flares to keep them off private lands, and government pilots took to the air, dropping hand grenades among flocks of geese and herding the startled birds into nearby refuges. Small Island Developing States (or SIDS) present a unique problem in terms of e-government. Not only do they suffer from a common set of barriers to ICT development such as their remoteness, geographical dispersion, moist tropical climates, largely rural populations, and lack of ICT capacity and infrastructure, but are also dependent on external agencies for investment, and must negotiate with powerful donors who have conflicting agendas.</p> <p>E-government is widely regarded as 'transformational', increasing efficiency, productivity, accountability, economic growth, and citizen involvement. <p>Japan’s attack on Pearl Harbor in the Hawaiian Islands on 7 December 1941, had severely damaged the United States Pacific Fleet but had not destroyed it, for the fleet’s aircraft carrier force had been at sea when the Japanese struck. This meant that, despite the overwhelming success of Japanese military forces across the Pacific, US carrier-based aircraft could still attack Japanese targets.</p> <p>After the Battle of the Coral Sea in early May 1942, in which both sides had lost one carrier, the commander of the Japanese Combined Fleet, Admiral Isoroku Yamamoto, calculated that the US had only two serviceable carriers left. If those remaining carriers could be lured into a battle with the Combined Fleet and destroyed, nothing could stop the Japanese achieving complete control of the South Pacific.</p> <p>It would take the United States many months, even with its massive industrial muscle, to rebuild its carried fleet if it was destroyed, by which time Japan would be able to secure the raw materials needed to keep its war machine functioning and to build all the bases it required across the Pacific, which would enable its aircraft to dominate the entire region.</p> <p>Aware of the sensitivity of the Americans towards Hawaii after the Battle of Pearl Harbor, Yamamoto believed that if he attacked there again, the US commander, Admiral Nimitz would be certain to commit all his strength to its defence. Yamamoto selected the furthest point of the Hawaiian Islands, the Naval Air Station on the Midway Atoll, for his attack, which was beyond the range of most US land-based aircraft.</p> <p>Yamamoto launched his attack on 4 June 1942. But the US had intercepted and deciphered Japanese signals and Nimitz, with three not two aircraft carriers, knew exactly Yamamoto’s plans. Yamamoto had hoped to draw the US carriers into his trap but instead he sailed into an ambush.</p> <p>The four-day battle resulted in the loss of all four Japanese aircraft carriers, the US losing only one. The Japanese were never able to recover from these losses, and it was the Americans who were able to take control of the Pacific.
