Remotely piloted aircraft (RPA) have been under development with intent for use in a military environment for almost 100 years. For the majority of that time period, RPA complexity, size, cost, logistical and handling requirements have made them cumbersome and difficult to use dissuading most nations from pursuing them as a viable capability. However, dramatic improvements in technology over the last two decades have allowed for a decrease in size, cost, and complexity while increasing capability. As a result, proliferation of small inexpensive RPAs has occurred on a global scale making them available for nation states and non-state actors to procure. Lightweight RPAs present a threat to USAF contingency operations. To maintain air superiority the USAF must recognize inexpensive RPA proliferation is currently unchecked, the threats they present, and pursue material and non-material solutions to defeat these threats. This paper provides a short review of the history, development, and use of combat RPAs, highlights RPA proliferation and threat, explores emerging anti-RPA technologies and recommends material and non-material solutions to address the threat.</p> <p>This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.</p> <p>The United States has retained air superiority in every conflict it has participated since the conclusion of the Vietnam War. No U.S. ground forces have been killed in combat by a foreign airpower since the Korean War. The U.S. monopoly on airpower, however, is rapidly coming to a close with increasing global proliferation of inexpensive Remotely Piloted Aircraft (RPA). While the United States Air Force's (USAF) offensive Unmanned Aerial Systems (UAS) capability is unmatched, its defensive UAS capability is under developed, jeopardizing the USAF's ability to provide air superiority during contingency operations. The next evolution in aviation extends beyond the large multi-million dollar drone highlighted on the nightly news to the easily acquired RPA. Ease of access coupled with intent could lead to state and non-state actors using inexpensive RPAs against our nation. The USAF has little ability to defend against them as existing conventional radars and armaments are designed to detect and defeat large aircraft. To maintain air superiority the USAF must recognize inexpensive UAS proliferation is unchecked, the threats they present, and pursue material and non-material technologies and capabilities to defeat these threats. Low cost RPA technology has flooded the commercial market. Widespread Internet access provides means to purchase sub-components or a fully assembled, ready-to-fly unit. Overy's air power history The Air War, 1939-1945, he makes an unexpected claim for the way in which the Allies won air superiority over the Axis powers in the Mediterranean in the Second World War. Unlike the traditional analyses, which often stress the quality and quantity of aircraft and airmen as the determining arbiters of air superiority, Overy claims that air superiority was achieved through the employment of radar and intelligence. By means of a historical analysis of the first two major US operations in the Mediterranean theater, Operation TORCH (November 1942 - May 1943) and Operation HUSKY (July 1943 - September 1943), the author examines the role of air superiority and how it was obtained by the British Royal Air Force and United States Army Air Forces in a coalition of Allied air powers. More specifically, the author investigates how the Allied forces employed the technology of radar, and the collection and application of intelligence, to defeat the Axis air forces and gain air superiority in the Mediterranean Theater of Operations between 1942 and 1943. The author concludes that technology and intelligence served as enablers to the centralized control of air power that informed Allied strategy and operational plans. Aided by technology, air planners and senior air leaders were able to make informed decisions regarding the allocation for the limited resources of the Allied air forces and thereby achieve and maintain air superiority in the Mediterranean.</p> <p>The strategic implications of the Mediterranean theater were complex with many nuances at play among the Allied partners. In particular, the Mediterranean held both military and economic value for the Allies. The history of the Allied air forces in the Mediterranean theater during World War II began shortly after Italy declared war on the Allies on 10 June 1940. The Royal Air Force (RAF) played the chief role in the opening air campaigns in this theater. The Air Officer Commanding-in-Chief (AOC-in-C) for the Mediterranean was responsible for all RAF units in Egypt, Sudan, Palestine, Trans-Jordan, East Africa, Aden and Somaliland, Iraq, Cyprus, Turkey, the Balkans, Greece, the Mediterranean, the Red Sea and the Persian Gulfーan area of more than 4.5 million square miles. This vast region was the shortest route between Great Britain and Allied bases in Asia, via the Suez Canal, making it a vital military and economic logistic thoroughfare.</p> <p>Chapter 3 discusses the initial employment of air power by the AAFs Twelfth Air Force and the RAF's Eastern Air Command in North Africa in Operation TORCH and the difficulties encountered in supporting ground operations, command and control issues, and the ensuing reorganization of all air forces in the Mediterranean. Chapter 4 focuses on the Allied invasion of Sicily, the strategic implications, and the role of technology to support the Allied air force. Chapter 5 analyzes the effectiveness of the air campaign in the Mediterranean theater by exploring the determinants that supported the achievement of air superiority in the Mediterranean. Furthermore, the author contends that urban terrain has become the preferred battlespace of US adversaries in the early twenty-first century. This environment poses unique challenges, especially to air and space warfare. The difficulty of sorting friendlies from enemy combatants, the latter intermingled with large numbers of noncombat-ants in very confined spaces, creates serious dilemmas for maneuver and aviation forces. Colonel Kemper believes that this mission, though well documented, has received neither the priority nor the resources necessary to ensure operational excellence and success on the modern battlefield. Thus, he not only inquires about whether we are training like we fight, but also seeks to determine what makes aviation urban operations so complicated and unique that they require stand-alone doctrine, tactics, techniques, and procedures.<br /> Colonel Kemper examines aviation urban operations during Operations Allied Force, Enduring Freedom, and Iraqi Freedom, demonstrating the use of airpower and space power as a force multiplier and enabler in the urban environment. Colonel Kemper believes that the US Air Force, Navy, Special Operations Command, and Marine Corps should redouble their efforts from a doctrinal, organizational, training, material, leadership, personnel, and facilities perspective on the important mission area of aviation urban operations. This study examines the development of US pursuit aviation during the interwar period, 1919 to 1941. During this period, airmen struggled to develop a coherent airpower theory from their experiences in World War I. With only one war to base their theories upon, airmen based much of their developing theories upon speculation. In some ways their theories proved correct, in others, they missed the target. World War II tested their theories and quickly highlighted the shortcomings of interwar US airpower doctrine. Pursuit aviation was one branch of US airpower where airmen had missed the mark.</p> <p>U.S. pursuit aviation entered World War II unready to compete with the other major powers. Its equipment was substandard, its pilots were not trained in the missions they would execute, and, most importantly, pursuit aviation lacked a coherent theory on gaining air superiority. why pursuit aviation fell short is a good question given that at the end of World War I, airmen considered pursuit the fundamental arm of the air force.</p> <p>Pursuit's downfall was intertwined with the rise of the bomber. When airmen realized the awesome potential of strategic bombing, their focus, and the focus of the air Corps shifted from pursuit to bombardment. No longer was pursuit the fundamental arm of the air force, instead airmen recognized pursuit as a necessary supplement to bombardment. In the early 1930s, advances in bomber technology enabled bombers to outrange and out-pace concurrent fighters. This further degraded the role of pursuit, as airmen deemed pursuit no longer necessary for bombardment's success. Instead, the Air Corps relegated pursuit only to a defensive role against enemy bombardment. Pursuit maintained that role until the buildup for World War II. During the buildup, Air Corps leaders reevaluated the value of pursuit as they witnessed the air battles between major powers in Europe and the Pacific. They agreed that pursuit was more potent against bombardment than most had thought it would be. As such, pursuit began to recover and broaden its missions outside of defensive roles as the buildup continued.</p> <p>Unfortunately, the recovery occurred too late for pursuit to recover fully before World War II. When the Japanese attacked, US fighter performance still lagged behind the performance of Japanese, British, and German fighters and its pilots were not ready to fly escort and ground attack missions. Most damaging, however, to us pursuit performance was an ingrained concept that pursuit was primarily a defensive force. That paradigm caused pursuit airmen and doctrine to ignore the fight for air superiority. Only through their experiences in World War II did pursuit pilots and air force leaders recognize the need for pursuit to gain air superiority by attacking offensively hostile pursuit. This was a lesson the airmen had learned during World War I but forgotten in the interwar years. The case studies in this volume, encompassing several major air-to-air battles, eloquently demonstrate why the quest for air superiority remains critically important for today's Air Force.</p> <p>The historical roots of air superiority date to the First World War, which marked the emergence of the fighter airplane, offensive and defensive fighter doctrine, and the trained fighter pilot. By the end of the war, the Imperial German Air Service had been decisively outfought, and though occasional bitter air combat still occurred, the Allied air arms were free to harass and attack German ground forces wherever and whenever they chose. After the war, there were defense commentators who injudiciously predictedーnot for the last timeーthat the era of dogfighting was over; higher aircraft speeds would make maneuvering air combat a thing of the past. Instead, the lesson of the importance of air superiority was rediscovered in the skies over Spain, and confirmed again throughout the Second World War. Having tenaciously wrested air superiority from the Luftwaffe, the Allies in 1941 went on to achieve genuine air supremacy, a situation acknowledged by General Dwight Eisenhower, who, riding through Normandy after D-Day, remarked to his son: "If I didn't have air supremacy, I wouldn't be here."</p> <p>Sadly, many of these lessons were lost in the post-Second World War era, when technology advancesーsupersonic design theory, nuclear weapons, and "robot" aircraftーseemed to signal an end to the traditional air-to-air fighterーeven though the experience of the Korean War demonstrated that transonic jet combat was not merely possible, but the new normative form of air warfare. Indeed, the fighter airplane underwent a dramatic transformation into a nuclear-armed strike aircraft, now that popular wisdom held that surface-to-air and air-to-air missiles foreshadowed the end of the era of "classic" air combat. That prediction collapsed in the face of the Vietnam war and the experiences of the Middle East. The 1970s witnessed both a revolution in fighter aircraft design (spawned by the technology advances of the 1960s and 1970s) and a return to basics in both design fundamentals and the training of fighter pilots. <p>This Air Force Doctrine Document (AFDD) establishes doctrinal guidance for information operations (IO). The Air Force carries out information operations to support national and military objectives. The term "information operations" applies across the range of military operations from peace to war to reconstitution. During crisis or conflict, warfighters conduct information operations against an adversary. However, even when the United States is at peace, the Air Force is fully engaged, conducting IO on a daily basis. For example, because of the increasing dependence on information and the global information environment, the Air Force may be vulnerable to network attack, and so conducts network defense around the clock.</p> <p>Information has long been a key part of human competitionーthose with a superior ability to gather, understand, control, and use information have always had a substantial advantage on the battlefield. From the earliest recorded battles to the most recent military operations, history is full of examples of how the right information at the right time has influenced military struggles. The Air Force recognizes the importance of gaining a superior information advantageーan advantage obtained through information operations (IO) fully integrated with air and space operations. Today, gaining and maintaining information superiority are critical tasks for commanders and vital elements of fully integrated kinetic and nonkinetic effects-based operations. Information operations are conducted across the range of military operations, from peace to war to reconstitution. To achieve information superiority, our understanding and practice of information operations have undergone a doctrinal evolution that streamlines the focus of IO to improve the focus on warfighting.</p> <p>The new framework of information operations groups the capabilities of influence operations, electronic warfare operations, and network warfare operations according to effects achieved at the operational level. Each of these capabilities consists of separate and distinct sub-capabilities that, when combined and integrated, can achieve effects greater than any single capability. Integrated Control Enablers (ICE) is a new term used to define what was formerly expressed as information-in-warfare, or IIW. As our understanding of IO has advanced we have come see that ICE are not IO, but rather the "gain and exploit" capabilities that are critical to all air, space, and information operations. This new framework reflects the interactive relationship found between the defend/attack and the gain/exploit capabilities in today's Air Force.</p> <p>Air Force doctrine recognizes a fully integrated spectrum of military operations. Information operations, like air and space operations, ought to be effects-based. Both air and space operations can support and leverage information operations, just as information operations can support and leverage both air and space operations.
