Through a study of the structures, mentalities and practices, it situates the phenomenon of 'glocal policing' in relation to the converging of discourses development and security following the collapse of the Soviet Union, and raises important questions about the purpose and value of criminological engagement with transitional policing. The idea of 'speaking truths to power' (as opposed to a single 'truth') is illustrated by the author's 2011 fieldwork, covering active police capacity building projects implemented by international organisations. Both studies indicate that global inequalities affect police reform projects, but also that nodal opportunities do exist for seemingly disempowered stakeholders, specifically international development workers and rank-and-file police officers, to exercise reflexivity and use their available power resources to mitigate structural harms, thus rendering their work responsive to the needs of policy recipients. This mediatory role is then analysed through the conceptual lens of 'policy translation', providing an innovative framework for interpreting how policy meaning and content are altered as a result of their transmission between contexts. Through detailed and persuasive investigation, ＜em＞Speaking Truths to Power＜/em＞ argues that it is time for criminology to move beyond the established broad structural critiques of transnational policing power. In organizing this workshop, we were guided by two basic sets of ideas and assumptions: First, all "established" democracies are regularly confron ted with the need to adjust their constitutional order to changes in their envi ronment lest democratic stability be transformed into rigidity; in many wes tern nations, including Canada and the United States, developments such as the crisis of the Keynesian welfare-state or the emergence of increasingly heterogeneous, postmodern societies have ushered in an era of heightened, yet not always successful constitutional reform activity. Unfortunately, their status as regulated carriers makes it difficult to exploit these new opportunities and to fend off competitive assaults on their traditional telephone business. As long as they are regulated, they can be accused of using their monopoly services to cross-subsidize new competitive ventures. But partial deregulation and open entry would be a catastrophe for them unless they were allowed to revise their rate structure.＜br /＞ There is a widespread misconception that the U.S. telecommunications industry has been ""deregulated"" and that Canadian authorities are following the U.S. lead. In fact, most services remain regulated, even though some markets, such as long-distance services, equipment sales and rentals, and local services, have been opened up. This book reviews the recent changes in the structure of U.S. and Canadian telecommunications industries and the changes in regulatory policy on both sides of the border. The authors analyze the effects of these changes in regulation on telephone rates in both the local and long-distance markets with particular emphasis on the impacts of regulatory reforms and competition on long-distance rates.
