In Redevelopment and Race: Planning a Finer City in Postwar Detroit, June Manning Thomas takes a look at what went wrong, demonstrating how and why government programs were ineffective and even destructive to community needs. In confronting issues like housing shortages, blight in older areas, and changing economic conditions, Detroit's city planners worked during the urban renewal era without much consideration for low-income and African American residents, and their efforts to stabilize racially mixed neighborhoods faltered as well. Steady declines in industrial prowess and the constant decentralization of white residents counteracted planners' efforts to rebuild the city. Among the issues Thomas discusses in this volume are the harmful impacts of Detroit's highways, the mixed record of urban renewal projects like Lafayette Park, the effects of the 1967 riots on Detroit's ability to plan, the city-building strategies of Coleman Young (the city's first black mayor) and his mayoral successors, and the evolution of Detroit's federally designated Empowerment Zone. Examining the city she knew first as an undergraduate student at Michigan State University and later as a scholar and planner, Thomas ultimately argues for a different approach to traditional planning that places social justice, equity, and community ahead of purely physical and economic objectives. Redevelopment and Race was originally published in 1997 and was given the Paul Davidoff Award from the Association of Collegiate Schools of Planning in 1999. Over this period of time, experience has shown that the primary responses to a closure must be community-based. This describes the roles of community leaders, State leaders, Federal officials, and other resources. The role of community leadersーwhere economic adjustment efforts begin and endーis described in terms of the three components of economic adjustment: the community, local businesses, and workers. The roles of State and Federal officials are briefly summarized. A detailed listing of the various resources available to your community can be found in the Appendix. The economic and social fabric of a community is tested when a closure action is announced. What does this decision mean? How will jobs be impacted? Is there any way to avoid the closure? The closure and reuse process is disruptive, but the experience of most communities is that the net result is economically beneficial in the long run.</p> <p>The base reuse process consists of a series of activities involving both the Local Redevelopment Authority (LRA) and the Military Department. These activities are required by both laws and regulations. An LRA must be aware of this general process to effectively respond to the closure and to move the community toward economic recovery. The overall reuse and disposal process ("reuse process") consists of three phases: base-wide reuse planning; disposal and reuse decision making; and decision implementation. This Section provides a brief overview of the reuse process, including information on transitional impacts to the community as the base is converted from military to civilian use. To assist you in gaining perspective OEA prepared this publication which contains practical advice for local and State officials responding to the community changes caused by BRAC.</p> <p>An increase in military activity may challenge a community's capacity to absorb an influx of personnel and may place excessive demands on some off-base community services and facilities. Experience suggests that off-base housing scarcity and school overcrowding are areas of shared community and military concern. The community and the military alike must strive to maintain and improve the quality of life for local residents, including the new military personnel and their dependents. In the case of downsizing, civilian reuse of a former military installation may be one of the greatest challenges a community will face. Communities have capably responded to this challenge over the most recent rounds of base closure, from 1988 through 1995. <p>In this book, the author seeks to understand China’s urban redevelopment from the theoretical perspective of the local entrepreneurial state. China’s rapid socio-economic transformations since 1978 have been in large part attributed to China’s state transformations. The author closely investigates Ningbo’s two downtown redevelopment projects by conducting ethnographic fieldwork and documentary research. It is found that the local entrepreneurial state deploys local state enterprises to undertake strategic urban redevelopment projects, organizes high-profile city/district marketing campaigns in entrepreneurial manners, and develops corporatist intermediations with local business owners for collaborative urban governance. Yet the local entrepreneurial state is multi-layered, with the municipal and district authorities sometimes disagreeing, conflicting, and bargaining with each other. Meanwhile, the relationship between spaces and their users, as well as that between various space users,constantly changes. All these players and their interactions constitute “spatial politics”, or the story of conflicts, struggles, negotiations, and collaborations in urban governance. By reconstructing the planning and queer history of waterfront drinking establishments, Damon Scott shows that urban renewal was a catalyst for community organizing among racially diverse operators and patrons with far-reaching implications for the national gay rights movement.</p> <p>Following the exclusion of suspected homosexuals from the maritime trades in West Coast ports in the early 1950s, seamen’s hangouts in the city came to resemble gay bars. Local officials responded by containing the influx of gay men to a strip of bars on the central waterfront while also making plans to raze and rebuild the area. This practice ended when city redevelopment officials began acquiring land in the early 1960s. Aided by law enforcement, they put these queer social clubs out of business, replacing them with heteronormative, desexualized land uses that served larger postwar urban development goals.
