Thad Brewster turned a smiling face upon the sole man of the party, a genuine woods-ranger, such as the Government employs to look after the great forest reservations in the region of the Rocky Mountains, and the Coast, away up in the Northwest region. "Wall, it strikes me they're a purty lively lot of scouts, all right; and lucky at that to hev a leader as leads, and holds the reins tight over 'em. And I'm glad myself to be guide to such a hefty bunch. That's what I'm asayin', Mr. Scout Master," the party addressed replied. Outside of the guide there were just eight lads in the party; and from the fact that various parts of theirattire suggested the well known khaki uniform which all Boy Scouts wear, the world around it was evident that these young fellows belonged to such an organization. This was the exact fact, since they had come from far-away Cranford in an Eastern State, and were known as the Silver Fox Patrol of Cranford Troop; there being another patrol known as the Eagles, mustered in during the late winter. Thad Brewster was the patrol leader; he was also a First Class Scout, and had qualified for the position of Assistant Scout Master, receiving his certificate from Headquarters many moons before. Second in charge came Allan Hollister, a Maine boy, who had had considerable actual experience in wood's life, and to whom the rest of the patrol naturally turned whenever a knotty problem faced them during an outing. The exceedingly fat and good-natured youth was Bumpus Hawtree, bugler of the troop, even though just now he was minus the instrument on which he was accustomed to sound the various calls, such as "reveille," "assembly," "taps," and so on, the most popular being the second, as it was usually associated with meals. Bumpus had been looked upon as the real tenderfoot scout, up to recently; but having become lost in the big timber recently, he had acquitted himself so splendidly, as recorded in the preceding volume, that his mates now regarded him as one who had been keeping his light under a bushel. <p><strong>Finalist: Stubbendieck Great Plains Distinguished Book Prize</strong></p> <p>In August 1889, the five states that were once part of the 1861 Dakota TerritoryーNorth Dakota, South Dakota, Wyoming, Montana, and Idahoーdrafted their state constitutions in preparation for inclusion in the United States. These constitutions were models of progressive and pragmatic values for their time. Wyoming, for instance, was the first state to grant women’s suffrage. In addition to suffrage, delegates from these states banned child labor, curbed the power of railroads and grain monopolies, mandated state ownership of running water, opened voting eligibility, and created state-owned banks. These states, the “89ers,” as Samuel Western calls them, exhibited a spirit of commonweal inclusivity that set them apart.</p> <p>Much has changed sinceーand not for the better. Today, legislators in these five states have spurned these inclusive values. Instead, they promote the narrative of exclusion and lean toward authoritarianism. Legislators restrict voting, disenfranchise Native Americans, limit protests, squash public education, and discourage immigration initiatives, such as sanctuary cities. In their current condition, these states are in direct contradiction of the pragmatically inclusive and progressive values of their 1889 constitutions. The 89ers today are driven by ideological objections to political autonomy (stripping power from cities), fueling partisanship, and a rigid commitment to traditional commodity-based industries. Western sees hope for the future, but only if these states replace their fidelity to a particular idea of rural America with a more pragmatic openness to diversity and changeーwhich will paradoxically bring them closer to the original spirit of their constitutions.</p> <p>Western calls for a radical rethinking of what rural America is and could be. <p>Until comparatively lately that portion of the United States in which I have laid this story was wholly unexplored. The marvellous ca?ons of the Colorado River extend through a country absolutely bare and waterless, and save the tales told by a few hunters or gold-seekers who, pressed by Indians, made the descent of some of them, but little was known regarding this region. It was not until 1869 that a thorough exploration of the ca?ons was made by a government expedition under the command of Major Powell.</p> <p>This expedition passed through the whole of the ca?ons, from those high up on the Green River to the point where the Colorado issues out on to the plains. Four years were occupied by the party in making a detailed survey of the course of the main river and its tributaries. These explorations took place some eight or nine years after the date of my story. The country in which the Big Wind River has its source, and the mountain chains contained in it, were almost unknown until, after the completion of the railway to California, the United States government was forced to send an expedition into it to punish the Indians for their raids upon settlers in the plains. For details of the geography and scenery I have relied upon the narrative of Mr. Baillie-Grohman, who paid several visits to the country in 1878 and the following years in quest of sport, and was the first white man to penetrate the recesses of the higher mountains. At that time the Indians had almost entirely deserted the country.
