It is one of the Turkmen regions well known in Iraq due to its history, geographic location, and important events that took place therein. Amirli lies at the South end of what could be considered the Turkmen Plain, composed of Alt?nk?pr?, Kirkuk, Tazehurmatu, Dakuk, and Tuzhurmatu. Given its geographical position, Amirli occupies a strategic position as it connects the Turkmen region, at its southern end, to the Arab region. Throughout history, Amirli has always been one of the places where Turks had chosen to settle inside Iraq.＜br /＞ For years, Turkmens in Amirli had earned their living as shepherds and through agricultural activities. Nevertheless, since the beginning of the 1990s and especially after 2003, its inhabitants have started to prefer working as servants in public institutions. The Turkish dialect spoken in Amirli (Turkmen language), is very similar to that spoken in Bayat villages. The Turkmen language spoken in Bestaml? and some Bayat villages is the dialect most similar to that of Amirli. The language spoken in Amirli differs to a certain extent from the dialects of Kirkuk, Tal Afar, and Tuzhurmatu.＜br /＞ The people of Amirli are known for their adherence to cultural values. Amirli, which is located far away from big cities, has closer tribal/family ties compared to other Turkmen regions except for Tal Afar. People of Amirli have been excluded from the local and central governments by the rulers who governed Iraq for a long time. Amirli, which had been a subdistrict under Tuzhurmatu District until 29 January, 1976, was separated from Kirkuk province and was placed under Salahaddin province in line with the policies targeting demographic change carried out by the Baath regime. In this way, the purpose was to distance Amirli and other Turkmen regions from Turkmens living in Kirkuk province.＜br /＞ Besides, during the Baath regime, many Turkmens of Amirli were accused of being members of the Islamic Dawa Party, and some were forced to leave the country. Since 2003, Turkmens of Amirli have tried to be active in the provinces of Baghdad and Salahaddin. Today, the population of the district center of Amirli, which is totally composed of Turkmens, is estimated to be around 23 thousand. The total population of the district, including the villages, is estimated to be more than 45 thousand. Amirli has often been on the agenda in Iraq due to terrorist attacks. Having been based in the Hamrin Mountains to the south, west, and east of the district, terrorist organizations such as al-Qaeda and ISIS have carried out hundreds of attacks against the people of the district. This division between the people and the poli-tical mechanism reached a peak with the October 2019 demonstrations. At the people’s request, the prime minister of the time resigned, and the new government prepared a new electoral law. This electoral law benefited the Sadrist movement in Iraq, where different dynamics are present in the society beyond political variables. This system was used in the parliamentary elections held in 2021, but afterwards, a government crisis arose due to disputes between political entities.＜br /＞ Within the government crisis, in addition to none of the blocs that were formed in line with the new election system being unable to reach the necessary majority to form a government, the poli-tical disputes deepened even more due to the country’s chronic problems, and none of the parties managed to reconcile. The two countries ag-reed to reopen their embassies, following seven years of tension, and to reinstate cooperation and security agreements signed in 1998 and 2001. Recall that tensions between Iran and Saudi Arabia escalated after the execution of 47 people in Saudi Arabia in 2016, including Shia cleric and activist Nimr al-Nimr. Diplomatic relations, already strained by the crisis in Yemen, were completely seve-red after these events. However, Iranian-Saudi normalization is a step that has the potential to re-duce tensions and increase peace and stability in the region. Saudi Finance Minister Mohammed al-Jadaan announced Saudi Arabia's readiness to invest in the Iranian economy. Iranian President Ebra-him Raisi has also agreed to visit Riyadh at an unspecified date to strengthen relations between the two countries. These positive messages suggest that relations between Iran and Saudi Arabia could have important implications for the Middle East. However, given the decades-long history, geopoli-tical motives, and cultural/religious background of the Tehran-Riyadh rivalry, improving relations between these two countries will take time and may still face certain challenges.＜br /＞ Normalization between Iran and Saudi Arabia has the potential to smooth one of the most impor-tant rivalries in the region, bring Iran closer to its Arab neighbors, and gradually stabilize its relati-ons in the region. This study aims to project how the steps of normalization between the two co-untries could be reflected in areas of rivalry or conflict between the two countries, such as Yemen, Syria, Lebanon, Iraq, and Bahrain. Additionally, the contacts initiated by Iran with Bahrain and Saudi Arabia with Syria will be analyzed in light of the question of whether there is a new wave of norma-lization in the region.
