<p>How do polycentric governance systems respond to new collective action problems? This Element tackles this question by studying the governance of adaptation to sea level rise in the San Francisco Bay Area of California. Like climate mitigation, climate adaptation has public good characteristics and therefore poses collective action problems of coordination and cooperation. The Element brings together the literature on adaptation planning with the Ecology of Games framework, a theory of polycentricity combining rational choice institutionalism with social network theory, to investigate how policy actors address the collective action problems of climate adaptation: the key barriers to coordination they perceive, the collaborative relationships they form, and their assessment of the quality of the cooperation process in the policy forums they attend. Using both qualitative and quantitative data and analysis, the Element finds that polycentric governance systems can address coordination problems by fostering the emergence of leaders who reduce transaction and information costs. <p>Between 2018 and 2019, Cornwall Archaeological Unit undertook two projects at Mount’s Bay, Penwith. The first involved the excavation of a Bronze Age barrow and the second, environmental augur core sampling in Marazion Marsh. Both sites lie within an area of coastal hinterland, which has been subject to incursions by rising sea levels. Since the Mesolithic, an area of approximately 1 kilometer in extent between the current shoreline and St Michael’s Mount has been lost to gradually rising sea levels. With current climate change, this process is likely to occur at an increasing rate. Given their proximity, the opportunity was taken to draw the results from the two projects together along with all available existing environmental data from the area.</p> <p>For the first time, the results from all previous palaeoenvironmental projects in the Mount’s Bay area have been brought together. Evidence for coastal change and sea level rise is discussed and a model for the drowning landscape presented. In addition to modeling the loss of land and describing the environment over time, social responses including the wider context of the Bronze Age barrow and later Bronze Age metalwork deposition in the Mount’s Bay environs are considered. <p>This book presents a feasible solution that stops, or even reverses, the rise of sea level.</p> <p>Until today, the world believes that the rise of sea level is unstoppable and acts accordingly. To protect coastal cities and lowlands from the rising sea level, huge walls and other expensive projects are either built or under planning. Because of the continuous rise of sea level, Indonesia is moving its Capital, Jakarta, to a higher location.</p> <p>The good news this book present to the world is that the rise of sea level can be stopped, or even reversed. Through research, this author estimated that the rivers of the world discharge 25,350 cubic kilometers of water into the open seas (oceans, seas, and gulfs), per year. By Knowing the area of the oceans, this author calculated that the volume of the water the world's rivers discharge into the open seas raises their level by 70 millimeters (2.76 inches), per year. By comparison, the current rise of sea level is 3 to 4 millimeters, per year. The rivers' water does not cause the sea level to rise, because evaporation from the oceans exceeds the precipitation that falls on them by 70 millimeters, per year.</p> <p><strong>Therefore, this author came to the conclusion that if a portion of the water the rivers of the world discharge into the open seas is used to grow 100 billion shade and fruit trees, irrigate 240 million acres of agricultural crop, and produce 10 billion cubic meter of potable water each year, the rise of sea level would be stopped, or even reversed.</strong></p> <p>In addition to stopping the rise of sea level, this author estimated that these projects would absorb 10 billion tonnes of carbon dioxide from the atmosphere, per year, feed one billion people, and provide potable water to the countries that have limited freshwater resources.</p> <p>Accordingly, the inhabitants of the world's coastal cities and lowlands do not have to worry about abandoning their cities and relocating to higher areas. Jakarta need not relocate to a higher location. The trillions of dollars that are allocated to building walls and other projects to protect coastal cities and lowlands from rising sea level will be saved.</p> <p>Additionally, this book informs the reader of the global warming, its main causes, the amount of emitted greenhouse gases, per year, and the biggest polluting countries. Also presented are the IPCC 6th Assessment Reports.</p> <p>Carbon dioxide, the main culprit of global warming, is presented in one chapter. It is of interest to know that carbon dioxide has important benefits. Other causes of global warming are presented in another chapter.</p> <p>The area of the glaciers, their locations, and their average thickness are presented in one chapter. The volume of the melting glaciers according to different sources are given. Also, the area of the oceans is given. By knowing the area of the oceans, the amount of water needed to raise their level per millimeter can be calculated.</p> <p>The disasters resulting from the rising sea level are presented in one chapter. Another chapter explains how stopping the rise of sea water can be accomplished. One chapter calls for the creation of the Congo River authority. The last 2 chapters explain the Paris Agreement and the COP26 Summit.
