<p>Sea ice is a major component of polar environments, especially in the Arctic where it covers the entire Arctic Ocean throughout most of the year. However, in the context of climate change, the Arctic sea ice cover has been declining significantly over the last decades, either in terms of its concentration or thickness. The sea ice cover evolution and climate change are strongly coupled through the albedo positive feedback, thus possibly explaining the Arctic amplification of climate warming. In addition to thermodynamics, sea ice kinematics (drift, deformation) appears as an essential factor in the evolution of the ice cover through a reduction of the average ice age (and consequently of the cover's thickness), or ice export out of the Arctic. This is a first motivation for a better understanding of the kinematical and mechanical processes of sea ice. A more upstream, theoretical motivation is a better understanding of the brittle deformation of geophysical objects across a wide range of scales. Indeed, owing to its very strong kinematics, compared e.g. to the Earth’s crust, an unrivaled kinematical data set is available for sea ice from in situ (e.g. drifting buoys) or satellite observations. Here, we review the recent advances in the understanding of sea ice drift, deformation and fracturing obtained from these data. We focus particularly on the scaling properties in time and scale that characterize these processes, and we emphasize the analogies that can be drawn from the deformation of the Earth’s crust. These scaling properties, which are the signature of long-range elasticinteractions within the cover, constrain future developments in the modeling of sea ice mechanics. On its way south, the exported sea ice melts and thereby modifies the stratification of the ocean surface mixed layer, which in turn influences oceanic deep convection and water mass transformation processes in the Nordic Seas and thus impact global ocean thermohaline circulation. The lack of spatial sea ice thickness information has been one of the weaknesses for previous existing methods to determine the sea ice export. In this study a new method to obtain the sea ice volume flux exclusively from satellite measurements is presented. Previous estimates of the sea ice volume flux relayed on ice draft measurements of a single Upward Looking Sonar (ULS) in the Greenland Sea. The GLAS laser altimeter onboard the ICESat satellite launched in 2003 offers for the first time the opportunity to obtain the spatial sea ice thickness distribution up to 86°N latitude. In this study a method to determine the sea ice freeboard from ICESat altimeter data is developed and applied to nine ICESat measurement periods between 2003 and 2007. Assuming hydrostatic balance and by utilization of further satellite, in situ and climatological data these sea ice freeboard measurements are converted to sea ice thickness maps of the Fram Strait region. The satellite-based ice thickness estimates are combined with sea ice area and sea ice drift, as retrieved from AMSR-E microwave radiometer measurements at 89GHz, to obtain the sea ice volume flux. The errors of the input quantities and the final sea ice volume flux are assessed. Using this method the spatial sea ice volume flux distribution is obtained from satellite observations for the first time. The Fram Strait sea ice volume flux is further investigated by calculating a monthly sea ice volume flux time series between January 2003 and April 2007. Summer months have to be disregarded due to missing sea ice drift data. The sea ice volume flux shows large interannual and -seasonal variability. According to the United States Geological Survey's 2008 assessment, "the Arctic accounts for about 13 percent of the undiscovered oil, 30 percent of the undiscovered natural gas, and 20 percent of the undiscovered natural gas liquids in the world." <p>The U.S. Navy recognizes that the opening of the Arctic Ocean has important national security implications as well as significant impacts on the U.S. Navy's required future capabilities. The national security interests of the United States, an Arctic nation through the state of Alaska, extend into the entire Arctic Region. The United States has a history of maritime homeland security and homeland defense concerns in the Arctic Region along with a longstanding North American security partnership with Canada. The U.S. Navy, with its long track record of Arctic Ocean operations and exploration, is planning today to address future Arctic Region security concerns.</p> <p>The establishment of Navy's Task Force Climate Change and the U.S. Navy's 2009 Arctic Roadmap were important steps gaining a comprehensive, unambiguous understanding of the complex environment of the Arctic Region and the many challenges it poses for future operations. Today, the observed changes in the Arctic Region climate and the reduced extent of summer sea ice reveal the potential for the Arctic Ocean to become a more viable route for international shipping over the coming decades. Opportunities exist for infrastructure development and commercial investment, resource exploitation, fishing, and tourism.</p> <p>In the coming decades, the Arctic Ocean will be increasingly accessible and more broadly used by Arctic and non-Arctic nations seeking the Region's abundant resources and trade routes. Due to the significant retreat of sea ice, previously unreachable areas have started to open for maritime use several weeks each year. The predicted rise in oil and gas development, fishing, tourism, and mineral mining could alter the Region's strategic importance as Arctic and non-Arctic nations make investments. Despite this gradual ice opening, the Region's frequent harsh weather and sea conditions are significant limiting factors for Arctic Ocean operations.</p> <p>This update of the 2009 Navy Arctic Roadmap provides guidance necessary to prepare the Navy to respond effectively to future Arctic Region contingencies, delineates the Navy's leadership role, and articulates the Navy's support to achieve national priorities in the Region. <p>The Arctic is an intensely harsh operating environment, with extreme cold, heavy fog, severe storms, unpredictable ice flows and changing ice. These conditions persist even as sea ice has retreated 12 percent each decade since the 1970s. The combination of these elements creates a very challenging environment for those seeking to transit Arctic waters for any purpose.</p> <p>Growth in human use of the Arctic illustrates the need, in both the short and longer term, for a more robust MTS infrastructure, whether for energy development, spill response, search and rescue, indigenous and environmental protections, or maritime law enforcement. For example, annual vessel traffic transiting the Bering Strait, the entry and exit point to the Western Arctic, increased from 220 vessels a year to 480 vessels a year, a more than 100 percent increase. The growth rate was particularly high for tank vessels; tugs and other cargo vessels were the second and third largest categories of movements. Moreover, Bering Strait transits from 2008 to 2012 rose from 220 to 480, again a more than 100 percent increase. In addition, the Economist reported in its June 2012 issue that Russia is escalating interest in its Northern Sea Route (NSR), which may cut transit time between Europe and Asia by a third. The article noted that, while four ships used the NSR in 2010, 34 ships transited in 2011. The expected increase in Arctic marine traffic volume has elevated this area as a strategic chokepoint and heightened the geostrategic importance of the Arctic for national, economic, and homeland security.</p> <p>Another near-term example of an U.S. Arctic marine transportation driver has been the 2012 exploratory oil drilling in the Beaufort and Chukchi Seas. A July 2012 Bloomberg government article reports that Royal Dutch Shell PLC has spent $4.5 billion on Arctic drilling preparations since 2005. This and other indicators of private sector intent to expand exploration in the region, both within and beyond U.S. waters, highlights the potential for economic opportunity in the Arctic, while underscoring the need for emergency preparedness.</p> <p>In addition, the United States is acquiring Arctic bathymetric and seafloor data to support delineation of the U.S. Extended Continental Shelf (ECS) in the Arctic outer limit (i.e., its continental shelf beyond 200 nautical miles from shore). This includes the seabed resources therein pursuant to the Law of the Sea Convention (LOSC). The likelihood of increased resource extraction in the U.S. Arctic presents a variety of commercial, environmental, and security challenges and concerns.
