<p>Seminar paper from the year 2009 in the subject Politics - Political Systems - General and Comparisons, grade: 1,0, University of Mannheim, language: English, abstract: This enquiry deals with the shortcomings of rational choice theory in explaining voter turnout as a rational - i.e. efficient in terms of costs and benefits - act. It is argued that intrinsic benefits, i.e. benefits that accrue to the citizen independent of an election outcome, should provide a proper explanatory potential if one can account for different implications of these benefits for different voters. The rationale should hold for benefits in general, though. Underlying coherent priorities in the form of political values (materialism vs. postmaterialism) are used to differentiate voters and to probe for differing impacts of determinants of voter turnout depending on different underlying values. The thesis is that the impacts of these determinants differ for different values. The tested determinants, taken from the literature, are appreciation of democracy, social norms, party identification and material resources. Hypotheses about impacts are formulated on the basis of the theory of political values for every determinant and tested by means of logistic regression employing data from German election studies. <p><em>Who Votes Now?</em> compares the demographic characteristics and political views of voters and nonvoters in American presidential elections since 1972 and examines how electoral reforms and the choices offered by candidates influence voter turnout. Drawing on a wealth of data from the U.S. Census Bureau's Current Population Survey and the American National Election Studies, Jan Leighley and Jonathan Nagler demonstrate that the rich have consistently voted more than the poor for the past four decades, and that voters are substantially more conservative in their economic views than nonvoters. They find that women are now more likely to vote than men, that the gap in voting rates between blacks and whites has largely disappeared, and that older Americans continue to vote more than younger Americans. It is based on the work of Hallin and Mancini 'Comparing Media Systems: Three Models of Media and politics' published in 2004 (Hallin/Mancini 2004). Thus the research question this paper seeks to answer is 'Is there a significant difference between the type of media system proposed by Hallin and Mancini and the degree of voting participation?' All three models differ in their size of media markets, their degree of political parallelism as well as the different kinds of professionalization of the journalists and the role of the state in the media systems. Subsequently there is a possibility of this affects the number of people attending elections. It is expected to find significant differences between the models in their degree of voting participation. In the following chapters this paper introduces the categorization of Hallin and Mancini and discusses its findings and also presents the reception of their work. Next the theory and the hypothesis are introduced. Then the methodology is displayed. Bivariate regression analysis will be used in order to analyse the differences regarding the media systems and the voter turnout. Beyond Turnout: How Compulsory Voting Shapes Citizens and Political Parties assesses the effects of compulsory voting beyond turnout. Singh first summarizes the normative arguments for and against compulsory voting, provides information on its contemporary use, reviews recent events pertaining to its (proposed) adoption and abolition, and provides an extensive account of extant research on its consequences. He then advances a theory that compulsory voting polarizes behavior and attitudes, and broadens gaps in political sophistication levels, among those with negative and positive orientations toward democracy. Recognizing the impact of mandatory voting on the electorate, political parties then alter the ways in which they seek votes, with mainstream parties moderating their platforms and smaller parties taking more extreme positions. Singh uses survey data from countries with compulsory voting to show that support for the requirement to vote is driven by individuals' orientations toward democracy. The theory is then comprehensively tested using: cross-national data; cross-cantonal data from Switzerland; and survey data from Argentina. Empirical results are largely indicative of the theorized process whereby compulsory voting has divergent effects on citizens and political parties. The book concludes with a discussion of future directions for academic research, implications for those who craft electoral policy, and alternative ways of boosting turnout.
