<p>Did “Fighting Joe” Hooker of the Army of the Potomac lose his nerve during the Chancellorsville Campaign of 1863? Perhaps history has failed to recognize Major General Joseph Hooker’s true commander’s intent for this campaign. Hooker’s intent was simple: maneuver forces to Lee’s flank and rear in order to force a withdrawal of Confederate troops from Fredericksburg. Hooker had no intention of engaging in a “risky confrontation” with General Robert E. Lee and the Army of Northern Virginia.<br /> Hooker’s approach for planning his spring offensive would focus the Army of Potomac’s efforts toward outmaneuvering Lee’s Army of Northern Virginia. Hooker had put forth the idea of moving on Richmond and Lincoln advised him that his objective was Lee’s army and not Richmond. Hooker does pursue Lee’s army, as the main objective and not Richmond as the President had directed but the means that Hooker pursued to that end are misleading. Hooker entered what he considered the initial stage of his spring offensive at Chancellorsville thinking that he would first defeat Lee’s army by maneuver. Prior to Chancellorsville, however, Hooker was already making preparations for driving to Richmond.</p> <p>Hooker had intended to confront Lee with the dilemma of being threatened from all sides. Unfortunately, Hooker had failed to communicate his intentions for his army’s movements of May 1, 1863 and confusion ran rampant among his subordinate commanders. Almost exclusively, Hooker developed the actual details of the plan himself. This flaw would result in numerous disconnects in Hooker’s plan.</p> <p>Hooker’s plan would fail due to his own steadfast belief in the ability of his plan to force Lee to withdraw. <p>By 1863, the Civil War was basically a stalemate between the two belligerents. Though the Union forces had achieved some success in conducting joint expeditions that resulted in securing the Mississippi River and the majority of the Southern ports, the major land armies of the Union were generally ineffective. In March 1864, General Ulysses S. Grant was named General-in-Chief of the Union army; he designed a campaign for future operations that called for synchronized operations by the Union armies supported by the Union navy. This monograph examines the naval support to Grant’s campaign to determine whether or not the provided support was by design or just coincidence.</p> <p>The monograph initially establishes the theater of war setting that Grant inherited when he assumed the billet of General-in-Chief. This is followed by a summary of the campaign from a naval perspective. The monograph concludes with an analysis of the naval support provided to the campaign using the four components of a successful campaign espoused in Lieutenant Colonel James Dubik’s “A Guide to the Study of Operational Art and Campaign Design.”</p> <p>Based on the analysis, it is evident that the naval support was provided by design. Grant demonstrated an extraordinary ability to visualize operations in the entire theater of war. He fully understood and appreciated the usefulness of the sea dimension and exploited its use. <p>During the winter of 1776-1777, Lieutenant General John Burgoyne, who at the time was second in command of Britain’s Northern Army (based in Canada), proposed his “Thoughts for Conducting the War from the Side of Canada” to King George III. Unhappy with the lack of success during the Northern Campaign of 1776, King George approved Burgoyne’s campaign plan and chose Burgoyne to lead the Northern Army. Burgoyne’s plan was a simple two-pronged attack from Quebec to seize Albany and secure the Lake Champlain-Lake George-Hudson River Waterway. After seizing Albany, Burgoyne expected to linkup with a third force attacking north from New York City.</p> <p>While strategic policies and decisions negatively affected Burgoyne’s campaign and the third force from New York City never really materialized, Burgoyne’s campaign concept was both feasible and achievable. Of the two forces attacking south from Canada, Burgoyne commanded the main attack force of 9,000-plus soldiers and Brigadier General Barry St Leger commanded a 2,000 man diversionary force. In his “Thoughts for Conducting the War from the Side of Canada,” Burgoyne intended to seize Fort Ticonderoga and develop a theater logistics base before advancing, via Lake Champlain-Lake George-Hudson River waterway, on Albany. Simultaneous with Burgoyne’s advance on Albany from the north, St Leger was advancing on Albany from the west, using the St Lawrence River-Lake Erie-Mohawk River waterway as a his axis of advance. Ultimately, Burgoyne believed that both attacks would make the Americans to split their forces in order to defend Albany.</p> <p>While the British tackled supply problems, the Americans seized the initiative by harassing and delaying the British and destroying the only usable roads. This publication will also be a quick reference for those operational problems that are common to all military occupational specialties in the cold weather environment.</p> <p>Clauzewitz defines war as "Zweikampf," which literally translates to a "two-struggle"; he illustrates this concept by picturing two wrestlers locked in a fight, each attempting to impose their will on the other. (1) Operating in a CWE, however, is better represented by a "three-struggle": you, the enemy and the ENVIRONMENT. It is therefore imperative that leaders recognize the challenges imposed by cold weather. While the individual Marine is most interested in "wet cold" or "dry cold" conditions, logistical planners are more interested in "intense cold" and "extreme cold."</p> <p>a. Wet Cold. Wet cold conditions occur where temperatures are near freezing and variations in the day and night temperatures cause alternate freezing and thawing. Wet snow and rain causing the ground to become mushy and muddy often accompany these conditions. With these conditions, Marines require clothing that consists of a waterproof or water repellent, wind resistant outer layer, and an inner layer with sufficient insulation to provide protection in moderately cold weather of 14 degrees F or above. b. Dry Cold. Dry cold conditions occur when average temperatures are lower than 14 degrees F. The ground is usually frozen and the snow is dry. These low temperatures, plus wind, increase the need for protection of the entire body. For these conditions, Marines require clothing that will provide insulation for the body for a wind-chill factor of -80 degrees F. The inner layers of insulation must be protected by a water repellent, wind resistant outer layer. c. Intense Cold. Intense cold air temperatures (-5 to -25 degrees F) are in the range where materials begin to change, adversely affecting operations. Fuels gel, back blast areas triple, artillery fires drop 100 per 1000 meters, water in containers freezes quickly. Appropriate protective clothing is required. d. Extreme Cold. Extreme cold (below -25 degrees F) inhibits full-scale combat. Special fuels and lubricants are required, rubber becomes stiff and brittle, and close tolerances are affected. Winning Small Wars makes the assertion that conventional forces designed, trained, and equipped for major combat operations against a peer competitor would not be equally adept at operations to counter insurgents, guerilla forces, and other irregular threats. The MOC states that the Marine Corps should shift more toward to what Rudyard Kipling called "the savage wars of peace." The MOC calls for a break in the focus on combined arms maneuver of mechanized forces that had predominated since the Vietnam War and provides guidance for the preparation of what it believes will be the most likely form of combat - irregular warfare.</p> <p>This shift in focus has the potential to jeopardize the Marine Corps' ability to field a force capable of responding across the range of military operations.
