<p>The Double Burden of Malnutrition (DBM) has become a major global problem particularly in the so-called low- and middle-income countries (LMICs) because of the rapidly increasing prevalence of obesity and overweight, particularly in women ? as indicated by the Body Mass Index (BMI), alongside the slow decreases in the long-standing problems of hunger and childhood undernutrition. That BMI may underestimate the extent body fat and associated risks in some populations is well documented. However, the possibility for BMI to overestimate the degree of body fat and the associated health risks in some populations is not as well documented. In Uganda, and indeed in many countries in sub-Saharan Africa, screening for non-communicable disease (NCD) risk factors is not easily accessible for most people, and the prevalence of an increased health risk that is triggered by high BMI seems to be less than what is observed in other areas. This book details how women in Uganda have developed their own sense of an ideal body size which is not so small as to be associated with communicable disease, and not so fat as to put them at a risk for non-communicable disease; in a way that is different from the global standards. It further details the daily activities of women in urban Uganda as they pertain to physical activity level and energy requirement, as well as detailing how the past and present socioeconomic circumstances interact to shape women?s food consumption practices, attitudes and beliefs; and how these might predispose women to obesity. Georgina Seera was conferred a Doctor of Area Studies degree, majoring in African Studies, from Kyoto University, Japan, in March 2021. Irene taught the children to sing and then to read and write - eventually adding feeding, education and medical care to her repertoire. While the work continued to grow and flourish, her relationship didn't, and before long, she found herself alone - yet again. Irene forged ahead despite the hardships - extreme isolation, swelteringly hot days, repeated bouts of malaria and several attacks by rebels. It draws on numerous theories from literature in the fields of business and management, medicine, psychology, theology, and the social and behavioral sciences. The selected theories represent the growing research grounded in contemporary thoughts on leadership epistemology, with inclination toward the mindfulness that grows out of regular practice of meditation. The book concludes with the argument that collective, mindful educational leadership emerges when all stakeholders are able to participate in the leadership of their institution or school and contribute to the entire systems development. If practiced regularly, mindfulness would conduce to healthier collaborative behavior that would markedly improve Ugandan and other African educational systems. This kind of mindful leadership requires each stakeholder to lead from inside the self and interconnection with others in a profound way. The country is selected for a number of reasons. First, the framework relates strongly with the other countries across East Africa, a region that is profoundly becoming a new petroleum frontier.1 Second, Uganda's commercial oil discoveries realized in early 2006 have since increased to become the largest on-shore oil reserves in the Sub-Sahara Africa (SSA) over the last 20 years.2 Third, this 'black gold' potential has seen strong foreign interest, especially over the last ten years with country now pitted to become a top-50 oil producer in the mid-term if the development plan is achieved.3 As a result, the country has witnessed legal, regulatory and policy reforms; strongly over the last ten years, aimed at improved management of the nascent industry as shall be discussed. The paper is structured as follows. In the first section, a chronological development of country's petroleum legal, regulatory and policy framework is discussed. Section two explains the HGC that has been employed in Uganda to manage its hydrocarbon resources. In the third section, internationalization of the industry as reflected in Uganda's framework is considered. Although the focus is on host government contracting, the interdependence with the public law framework that governs it is appreciated. For this reason, the discussion permeates beyond the HGCs to include this framework. While it is adduced that internationalization within Uganda's legal system is apparent and still progressing, the paper suggests that developing countries face some specific challenges.
