<p>This World Bank Study provides a basic diagnostic of residential piped water coverage and affordability in Uganda and its relationship with poverty using a series of nationally representative household surveys for the period 2002?13. The study fi rst analyzes trends in piped water coverage using both administrative and survey data. Demand-side and supply-side factors reducing the take-up of piped water service by households in areas where the service is available are estimated. The study also documents the extent to which piped water coverage enables households to shift time use away from domestic tasks toward market work, and the benefi cial effect that this may have on poverty. The targeting performance to the poor of water subsidies is estimated and results obtained for Uganda are compared with estimates for other countries. <p>The infamous ?Scramble for Africa? resulted in random and unlikely borders that remain today. The West partitioned territory for the sake of its short-term goal of influence or mastery. They gave little thought to the long-running consequences for the Africans themselves. This arbitrary carving up of Africa, the colonial policy of divide and rule, and the resultant segmental cleavages in most post-colonial African states may be blamed for the horizontal inequalities, conflicts, and insecurity rampant since independence. In Uganda, as in many other African countries, the most evident of such cleavages have been tribal and ethnic. <p><strong>Reexamines the first twenty years of the East African revival movement in Uganda, 1935-1955, arguing that through the movement African Christians articulated and developed a unique spiritual lifestyle.</strong></p> <p>Starting in the mid-1930s, East African revivalists (or, Balokole: "the saved ones") proclaimed a message of salvation, hoping to revive the mission churches of colonial East Africa. Frustrated by what they believed to be the tepid spiritual state of missionary Christianity, they preached that in order to be saved, converts had to confess publicly the specific sins they had committed, putting them "in the light." By "walking in the light" with other revival brethren, converts reoriented their lives, articulating this reorientation in the stark terms of light and darkness: they had left their dark past and now lived in the light of salvation.</p> <p>This book uses missionary and Colonial Office archives, contemporary newspapers, archival collections in Uganda, anthropologists' field notes, oral histories, and interviews by the author in order to reexamine the first twenty years of the East African revivalmovement (roughly, 1935-1955). Focusing upon the creative, controversial, and remarkable efforts of the ordinary African Christians who comprised the vast majority of the movement, it challenges previous historical analyses that have seen in the revival the replication of British evangelical holiness spirituality or, alternatively, a manifestation of late colonial dissent. <p>Through an analysis of the recent political history of Tanzania and Uganda, <em>Wealth, Power, and Authoritarian Institutions</em> offers a novel explanation of why authoritarian parties and legislatures vary in strength, and why this variation matters. Michaela Collord elaborates a view of authoritarian political institutions as both reflecting and magnifying elite power dynamics. While there are many sources of elite power, the book centres on material power. It outlines how diverse trajectories of state-led capitalist development engender differing patterns of wealth accumulation and elite contestation across regimes. These differences, in turn, influence institutional landscapes. Where accumulation is more closely controlled by state and party leaders, as was true in Tanzania until economic liberalization in the 1980s, rival factions remain subdued. Ruling parties can then consolidate relatively strong institutional structures, and parliament remains marginal. Conversely, where a class of private wealth accumulators expands, as occurred in Tanzania after the 1980s and in Uganda after the National Resistance Movement took power in 1986, rival factions can more easily form, simultaneously eroding party institutions and encouraging greater legislative strength. Collord uses this analysis to reassess the significance of a stronger legislature. She considers its influence on distributive politics, both regressive and progressive. She also considers its relation to democratization, particularly in a context of broader liberalizing reforms. The book ultimately encourages a closer examination of how would-be democratic institutions interact with an underlying power distribution, shaping in whose interests they operate. <em>Oxford Studies in African Politics and International Relations</em> is a series for scholars and students working on African politics and International Relations and related disciplines.
