<p>"On the Historical Unity of Russians and Ukrainians" is an essay by Russian president Vladimir Putin published on 12 July 2021. It was published shortly after the end of the first of two buildups of Russian forces preceding the large military invasion in February 2022. In the essay, Putin describes his views on Ukraine and Ukrainians. Vladimir Putin argues that Russians and Ukrainians, along with Belarusians, are one people, belonging to what has historically been known as the triune Russian nation. To support the claim, he describes in length his views on the history of Russia and Ukraine, concluding that Russians and Ukrainians share a common heritage and destiny. The essay denies the existence of Ukraine as an independent nation. Noting the large number of ethnic Russians in Ukraine, Putin compares "the formation of an ethnically pure Ukrainian state, aggressive towards Russia" to a use of weapons of mass destruction against Russians. Putin openly questions the legitimacy of Ukraine's contemporary borders. According to Putin, the modern-day Ukraine occupies historically Russian lands, and is an "anti-Russia project" created by external forces since the seventeenth century, and of administrative and political decisions made during the Soviet Union. Putin places blame for the current crisis on foreign plots and anti-Russian conspiracies. Is Putin correct in stating that Ukraine has always been Russian and was created by the Soviet Union, or does Ukraine and its people have a strong national identity and history of independence and heroic struggles to maintain independence?</p> <p>In 1920, Emil Revyuk (1887-1972) answers this question and more in his short 28-page publication titled "Ukraine and Ukrainians."</p> <p>In describing the unfortunate geopolitical location of Ukraine, Revyuk writes:</p> <p>"Ukraine lay on the threshold of Europe, through which the migratory tribes of Asia now began to sweep, and was therefore obliged to bear the brunt of continuous invasions. Straining her resistance to the utmost, she contended successfully with Magyars, Khazars, Pechenihi and Polovtses."</p> <p>Directly refuting Putin's claim that Ukraine was created by the Soviet Union, Revyuk writes of Ukrainian independence prior to the creation of the Soviet Union:</p> <p>"On January 7, 1918, the independence of the Ukrainian People's Republic. From the start, the new republic found itself in a critical position. Threatened by Bolshevist armies in the north and east and by Teutonic forces in the west, it was at the same time cut off from all outside help...."</p> <p>Regarding the historical mindset of Ukrainians, Revyuk writes:</p> <p>"Since the downfall of the ancient Ukrainian empire of Kiev, down through the struggles against the Tartars, Poles and Russians, Ukrainian history displays a continual tradition of heroic endeavors to re-establish the political independence of the country. Since then, the country has been shaken by both sociopolitical disorders and a deep humanitarian emergency, also exacerbated by the crisis of internally displaced people. Yet it is under these same premises that civil society emerged as a main actor in post-Euromaidan politics, development, and reform. Through its war relief work and the endeavors to lead Ukraine towards democratization, civil society has, to a considerable degree, offset the lack of an efficient state administration and activated vital components of Ukrainian social capital.</p> <p>Falsini explores the way and the extent to which the events occurring in Ukraine since late 2013ーthe Euromaidan revolution, the annexation of Crimea, and the war in the Eastーhave contributed to the growth of social capital as well as to the resulting change in the shape and in the structure of civil society in the country. Through a multidimensional approach, combining theoretical interpretation with empirical analysis, the study examines Ukraine’s transformed civil society in terms of its social relations, societal networks and resources, and collective action. Based on the theory of social capital after Lin Nan, the empirical analysis revolves around the case studies of 12 civil society organizations active in providing help to internally displaced people. Semi-structured interviews were conducted in Kiev, Dnipro, and Kharkiv aiming to confirm or discard the thesis of a post-Euromaidan civil society powered by increased levels of social capital.</p> <p>The collected data show that the 2013?2014 events did indeed contribute to the reshaping of the structure of Ukrainian civil society as they reversed people’s preference for informal and cross-level networks, mistrust towards the system, and disappointment with public institutions. Compared to the past, Ukraine’s "civil society 2.0" saw the rise of grassroots and voluntary movements which triggered social mobilization, and a long-term investment of resources for the benefit of the public good.
