Mellon Foundation.</p> <p>The Ohio River Valley was a place of violence in the nineteenth century, something witnessed on multiple stages ranging from local conflicts between indigenous and Euro-American communities to the Battle of Tippecanoe and the War of 1812. To describe these events as simply the result of American expansion versus Indigenous nativism disregards the complexities of the people and their motivations. Patrick Bottiger explores the diversity between and among the communities that were the source of this violence.</p> <p>As new settlers invaded their land, the Shawnee brothers Tenskwatawa and Tecumseh pushed for a unified Indigenous front. However, the multiethnic Miamis, Kickapoos, Potawatomis, and Delawares, who also lived in the region, favored local interests over a single tribal entity. The Miami-French trade and political network was extensive, and the Miamis staunchly defended their hegemony in the region from challenges by other Native groups. Additionally, William Henry Harrison, governor of the Indiana Territory, lobbied for the introduction of slavery in the territory. In its own turn, this move sparked heated arguments in newspapers and on the street. Mille ans d'Histoire ont laiss? leurs traces sur ce ch?teau. Avec son donjon et sa chapelle, avec son pavillon du Roi, son pavillon de la Reine, sa galerie rustique et son arc de triomphe, il est un des rares monuments o? l'on peut voir une forteresse du Moyen ?ge s'?lever au-dessus des architectures du Grand Si?cle.</p> <p>Pour ?crire la partition de ce spectacle, il fallait se soumettre ? ses servitudes, accepter ses limites et savoir user des chances qu'il nous offre. Tout est convention, dans ces grands ballets de la nuit. Andr? Maurois, le premier, en r?alisant le livret du spectacle de Versailles, avait fix? les r?gles du genre. C'est lui qui a compris et qui nous a fait comprendre qu'il fallait alterner les r?cits du choeur antique et les voix des personnages illustres qui v?curent dans ces lieux. Avec le Grand Roi lui-m?me il nous avait fait entendre Bossuet dans la chaire de la chapelle de Versailles et cette voix s'?tait ?lev?e comme un ?cho de l'?ternit?.</p> <p>C'est pour cela que, devant les murs de Vincennes, j'ai cru pouvoir ?voquer les voix de Saint Louis, de Charles IX, de Mazarin, du duc d'Enghien et du g?n?ral Daumesnil. Il faut les ?couter avec une ?me enfantine, car ce livret n'a pas d'autre but que de raconter un morceau de notre Histoire comme on la raconte aux enfants.</p> <p>A. In 1987 the United States agreed to register eleven Kuwaiti oil tankers under the American flag and provide them naval protection at the height of the Iran - Iraq War. Motivated primarily by Cold War considerations, the United States embarked on a policy of "neutral intervention" whose intended effects were certain to be disadvantageous to Iran. American planners failed to adequately anticipate Iranian reaction to the American policy, which led to a number of violent naval actions and American retaliatory strikes on Iranian oil facilities. Nevertheless, by April 1988, the United States had largely achieved its declared objectives, which were to secure the safe transit of Kuwaiti oil through the Gulf, and forestall the expansion of Soviet influence in the region. On April 29, 1988, however, the United States expanded the scope of the protection scheme, extending the U.S. Navy's protective umbrella to all neutral shipping in the Persian Gulf. This decision divorced the American policy from its original limited objectives, increased the likelihood of further confrontation with Iran, and laid the groundwork for the destruction of an Iranian airliner by USS Vincennes (CG-49).</p> <p>Operation Earnest Will was a seminal event in the history of American involvement in the Persian Gulf. It marked the first time military force was called upon to support the Carter Doctrine. It denoted the passage of responsibility for Persian Gulf Security from Great Britain to the United States and commenced an era of continuous U.S. Navy presence in the region that has extended up to today.</p> <p>This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.</p> <p>Chapter I discusses the purpose and importance of the study. A description of the research methodology and major sources used in the study follows. A review of existing literature introduces the reader to the major sources influencing the study's central argument. Chapter II focuses on American involvement in the Middle East prior to the Iran -Iraq War. A discussion of the Carter Doctrine sets Operation Earnest Will within a strategic context. The chapter examines United States Navy involvement in the Persian Gulf between 1945 and 1981 and demonstrates the limited involvement of the United States Navy in the Persian Gulf prior to 1987. Chapter III provides an overview of the first six years of the Iran - Iraq War with emphasis on the role of the Tanker War in the strategies of both belligerents. Careful study of the ferocity of shipping attacks and the attack methods employed by the belligerents provides critical background to understanding the circumstances surrounding the Kuwaiti government's approach to the United States in December 1986. An investigation of the U.S. Navy's presence in the Persian Gulf between 1981 and 1986 provides a historical link between the prewar American naval presence in the region and Operation Earnest Will. Chapter IV centers on the January 1987 Kuwaiti request to register eleven vessels under the American flag and the American response to same. As the Soviet Union weighed heavily in the United States agreeing to the Kuwaiti request, a short discussion of Kuwaiti foreign policy vis-a-vis the superpowers is necessary. An examination of the objectives of Operation Earnest Will follows. A brief description of the USS Stark incident is necessary, as this "mistaken" Iraqi attack resulted in increased Congressional focus on the Reagan Administration's reflagging scheme. <p>The judicial administration of France had its origin in the Feudal System. The great nobles ruled their estates side by side with, and not under, the King. With him the great barons exercised “high” justice, extending to life and limb. The seigneurs and great clerics dispensed “middle” justice and imposed certain corporal penalties, while the power of “low” justice, extending only to the amende and imprisonment, was wielded by smaller jurisdictions. The whole history of France is summed up in the persistent effort of the King to establish an absolute monarchy, and three centuries were passed in a struggle between nobles, parliaments and the eventually supreme ruler. Each jurisdiction was supported by various methods of enforcing its authority: All, however, had their prisons, which served many purposes. The prison was first of all a place of detention and durance where people deemed dangerous might be kept out of the way of doing harm and law-breakers could be called to account for their misdeeds. Accused persons were in it held safely until they could be arraigned before the tribunals, and after conviction by legal process were sentenced to the various penalties in force. The prison was de facto the high road to the scaffold on which the condemned suffered the extreme penalty by one or another of the forms of capital punishment, and death was dealt out indifferently by decapitation, the noose, the stake or the wheel. Too often where proof was weak or wanting, torture was called in to assist in extorting confession of guilt, and again, the same hideous practice was applied to the convicted, either to aggravate their pains or to compel the betrayal of suspected confederates and accomplices. The prison reflected every phase of passing criminality and was the constant home of wrong-doers of all categories, heinous and venial. Offenders against the common law met their just retribution. Many thousands were committed for sins political and non-criminal, the victims of an arbitrary monarch and his high-handed, irresponsible ministers. The prison was the King’s castle, his stronghold for the coercion and safe-keeping of all who conspired against his person or threatened his peace. It was a social reformatory in which he disciplined the dissolute and the wastrel, the loose-livers of both sexes, who were thus obliged to run straight and kept out of mischief by the stringent curtailment of their liberty.
