<p>Joshua Lawrence Chamberlain earned the sobriquet “Lion of the Round Top” for his tactical brilliance leading his 20th Maine Infantry on the rocky wooded slopes of Little Round Top at on the evening of July 2, 1863. Promoted to brigade command, he was presumed mortally wounded during an assault at Petersburg on June 18, 1864, and bestowed a rare “on the spot” battlefield promotion to brigadier general. He survived, returned to the command in 1865, and participated in the surrender of Lee’s veterans at Appomattox.</p> <p>Chamberlain went to his grave a half-century later believing he was wounded while advancing alone from the future site of “Fort Hell.” His thrust, so he and others believed, was against the permanent fortifications of the Dimmock Line at Rives’ Salient, near the Jerusalem Plank Road, through a murderous flank fire from what was soon to become Confederate-held Fort Mahone. This narrative has been perpetuated by Chamberlain scholars and biographers over the past century. Chamberlain’s wounding and Rives’ Salient are now fused in the modern consciousness. This interpretation was given an additional mantle of authority with the erection of a Medal of Honor Recipient’s placard near South Crater Road by the Virginia Department of Historic Resources on November 8, 2014.</p> <p>In fact, author Dennis A. Rasbach argues, a careful review of the primary evidence left by Chamberlain and his contemporaries suggests that Chamberlain was mistaken regarding the larger context of the engagement in which he fought and fell. An overwhelming body of evidence, much of it derived from Chamberlain himself, demonstrates he actually attacked a different part of the Confederate line in the vicinity of an entirely different road. The appendices describe the characters, provide a glossary of terms, provide insight about the inhabitants of late Cretaceous North America, and elaborate on the setting for the story.</p> <p>ADDITIONAL BACKGROUND: Paleontological research and findings over the several decades have changed our perspective of what we know, and what we think we know, about dinosaurs. For example, it is pretty well established that at least some types of herbivorous dinosaurs (notably hadrosaurs and ceratopsians) traveled together in large herds, herds sometimes exceeding ten thousand individuals. And since they traveled in large groups, then it might be reasonable to expect that they developed a heightened social awareness. In other words, they would have developed some form of social structure, a hierarchy, or pecking order. They would have some form of communication, to protect territory, to signal if a predator threatened the herd, to make other simple wants known, and possibly for more complex purposes.</p> <p>It has also been discovered that more than one form of dinosaur nested in colonies. This is a not-too-surprising extension of the socialization of the herd. Along with these findings, it has been determined that many dinosaurs built nests, and that at least some of them tended the eggs in the nests, and fed and protected the young after they hatched. Some hatchling hadrosaurs were completely helpless for weeks after hatching, and someone, likely the mother and/or the father, had to gather food for them, and keep predators away from the nest. These were remarkable discoveries: socializing, nesting in colonies, and parenting.</p> <p>Other findings are still being hotly debated, although the general consensus is that dinosaurs were not stupid, sluggish, cold-blooded, and doomed to extinction. Were at least some dinosaurs warm-blooded? Were many dinosaurs swift and alert?</p> <p>Dinosaurs survived for over 140 million years (compared to a few million years for human-like creatures), and suppressed the development of mammals during that entire period. It was only after dinosaurs ceased to be, that mammals inherited the earth. Highlighted by a reporter in an article about the U.S. Army Chief of Staff's congressional testimony concerning the fiscal year 1981 defense budget, the term became a metaphor for the Jimmy Carter administration's alleged neglect of U.S. national security by political opponents as well as disapproving members of his own party in Congress, who believed him to be a liability. In the decades following, the expression broadened to a "hollow force" and its meaning expanded, serving as a way of describing the state of ill-prepared military forces in characterizing a presidential administration's shortfall in the resources needed to meet U.S. military commitments.</p> <p>Today, the term remains a relevant and potent idiom in this so-called "age of austerity," with the U.S. defense budget in decline. Both the Barack Obama administration and its critics have used the term. The former to explain how its recent strategic guidance and budget priorities will prevent the "hollowing out" of U.S. forces and capabilities, the latter as an epithet suggesting that proposed budget reductions will create such a force.</p> <p>This study assesses it within the context of the Carter administration's defense policy, strategy and budgets, and the challenges it faced in the early years of building an all-volunteer force. Using primary sources, including recently declassified documents, he presents a more nuanced picture of the political dynamics at work in both the executive and legislative branches as well as the press. He argues that the notion of a "hollow army" represented a policy argument not only among members of the two branches of government but also between political actors: the commander in chief and a service chief.<br /> Ultimately, this is a story of how the use of metaphor can create a dominant narrative existing for decades and how it is now time to regain perspective.
