Charity and Poverty in Advanced Welfare States【電子書籍】[ Cameron Parsell ]
|

This book conceptualises the role of charity to people who are poor in wealthy countries and outlines a set of practical and conceptual ideas for how it could be reimagined.

Despite professionalised welfare states and strong economies, in many advanced industrialised nations, charity continues to play a major role in the lives of people who are poor. Extending what we know about how neoliberalism drives a decayed welfare state that outsources welfare provisioning to charities and community initiatives, this book asks how can we understand and conceptualise society’s willingness to engage in charitable acts towards the poor, and how can charity be reimagined to contribute to justice in an unjust society? Through interrogating multiple data sources, including government datasets, survey datasets, media analyses, and ethnographic data, this book shows that charity is not well-suited to addressing the material dimension of poverty. It argues the need for a revised model of charity with the capacity to contribute to social solidarity that bridges social divisions and is inclusive of the poor. Presenting a model for reimaging charity which enables reciprocity and active contributions from recipients and providers, this book shows how power imbalances flowing from the unidirectional provision of charity can be reduced, allowing opportunities for reciprocal care that foster both well-being and solidarity.

This book will be of interest to all scholars and students of social policy, public policy, social welfare, sociology, and social work.

The Rise of the Military Welfare State【電子書籍】[ Jennifer Mittelstadt ]
|

This study of US military benefits " offers a disturbing view of the armed forces as a high-value target in political clashes over public assistance" ( The Nation).
Since the end of the draft, the U.S. Army has prided itself on its patriotic volunteers who heed the call to "Be All That You Can Be." But beneath the recruitment slogans, the army promised volunteers something more tangible: a social safety net including medical care, education, housing assistance, legal services, and other privileges that had long been reserved for career soldiers. The Rise of the Military Welfare State examines how the U.S. Army's extension of benefits to enlisted men and women created a military welfare system of unprecedented size and scope.
In the 1970s, widespread opposition to the draft led to the establishment of America's all-volunteer army. For this to succeed, a new strategy was needed for attracting and retaining soldiers. The army solved the problem, Jennifer Mittelstadt shows, by promising to take care of its own. While the United States dismantled its civilian welfare system in the 1980s and 1990s, army benefits continued to expand. Mittelstadt also examines how critics of this expansion fought to roll back its signature achievements, even as a new era of war began.

Some Conditions of Child Life in England A Harrowing Look at 19th Century Child Welfare in England【電子書籍】[ Benjamin Waugh ]
|

In "Some Conditions of Child Life in England," Benjamin Waugh offers a profound exploration of the social, economic, and moral dimensions affecting children in Victorian England. Drawing on a blend of empirical research and vivid narrative, Waugh examines the bleak realities faced by many children, including poverty, neglect, and the struggles within the educational system. His literary style, marked by both a passionate plea for reform and a meticulous presentation of data, situates the work within the burgeoning social reform movements of the time, positioning it as crucial reading for those interested in the intersection of child welfare and historical context. Benjamin Waugh, a prominent child welfare advocate and founder of the National Society for the Prevention of Cruelty to Children (NSPCC), was profoundly influenced by his own experiences witnessing societal injustices. His commitment to improving child welfare was molded by a Victorian society that often marginalized its youngest members. Waugh's background as a writer and social reformer deeply informed his critical approach, directing his focus toward legislative change and public awareness. This book is essential for historians, sociologists, and anyone invested in the development of child welfare reform. Waugh's rigorous analysis and passionate argumentation illuminate the pressing need for societal change, making this work both a historical document and a clarion call for contemporary readers to reflect on ongoing issues in child welfare.

Development, Democracy, and Welfare States Latin America, East Asia, and Eastern Europe【電子書籍】[ Stephan Haggard ]
|

This is the first book to compare the distinctive welfare states of Latin America, East Asia, and Eastern Europe. Stephan Haggard and Robert Kaufman trace the historical origins of social policy in these regions to crucial political changes in the mid-twentieth century, and show how the legacies of these early choices are influencing welfare reform following democratization and globalization.

After World War II, communist regimes in Eastern Europe adopted wide-ranging socialist entitlements while conservative dictatorships in East Asia sharply limited social security but invested in education. In Latin America, where welfare systems were instituted earlier, unequal social-security systems favored formal sector workers and the middle class.

Haggard and Kaufman compare the different welfare paths of the countries in these regions following democratization and the move toward more open economies. Although these transformations generated pressure to reform existing welfare systems, economic performance and welfare legacies exerted a more profound influence. The authors show how exclusionary welfare systems and economic crisis in Latin America created incentives to adopt liberal social-policy reforms, while social entitlements from the communist era limited the scope of liberal reforms in the new democracies of Eastern Europe. In East Asia, high growth and permissive fiscal conditions provided opportunities to broaden social entitlements in the new democracies.

This book highlights the importance of placing the contemporary effects of democratization and globalization into a broader historical context.

The Korean Welfare State Social Investment in an Aging Society【
|

The birth and remarkable expansion of Korean social welfare policy over the last several decades has taken place amidst the socio-economic burdens of a rapidly aging society. This book surveys these developments through the analytic lens of the Social Investment State, under which contemporary policies have altered the essential character of the 20th century welfare states, which had provided a counterforce to capitalism. In contrast, the Social Investment State is seen as backing policies designed to advance capitalism by promoting labor force participation, the growth of human capital, individual responsibility and economic development. In examining the modern context and development of the Korean welfare state, this book is divided into three sections that focus on the socio-political evolution, the core policies of the Korean welfare state, and the contemporary policy challenges of Korea's aging society. The first section traces the socio-political evolution of the Korean welfare state over the last three decades. The second section surveys the core policies of the Korean welfare state. The third section explores several key policy challenges encountered by the Korean approach to social investment as it seeks to address the demands of social protection in a rapidly aging society. The volume concludes with a postscript that reviews the contemporary Korean discourse, which goes beyond the social investment state to the political interests in a universal basic income policy.

The British Welfare Revolution, 1906-14【電子書籍】[ John Cooper ]
|

The Welfare Revolution of the early 20th century did not start with Clement Attlee's Labour governments of 1945 to 1951 but had its origins in the Liberal government of forty years earlier. The British Welfare Revolution, 1906-14 offers a fresh perspective on the social reforms introduced by these Liberal governments in the years 1906 to 1914. Reforms conceived during this time created the foundations of the Welfare State and transformed modern Britain; they touched every major area of social policy, from school meals to pensions, the minimum wage to the health service.

Cooper uses an innovative approach, the concept of the Counter-Elite, to explain the emergence of the New Liberalism and examines the research that was carried out to devise ways to meet each specific social problem facing Britain in the early 20th century. For example, a group of businessmen, including Booth and Rowntree, invented the poverty survey to pinpoint those living below the poverty line and encouraged a new generation of sociologists.

This comprehensive single volume survey presents a new critical angle on the origins of the British welfare state and is an original analysis of the reforms and the leading personalities of the Liberal governments from the late Edwardian period to the advent of the First World War.

The East Asian Welfare Model Welfare Orientalism and the State【電子書籍】
|

For many politicians and observers in the West, East Asia has provided a broad range of positive images of the state's intervention in society. Neoliberals grew excited by popular welfare systems that cost little in expenditure and bureaucracy. Social-democrats thought they had found a model for social cohesion and equality. In fact the reality in East Asia is rather different from these stereotypes. In this book six specialists of six different societies in East Asia (Japan, South Korea, Taiwan, China, Singapore and Hong Kong) examine the role of the state in their welfare systems. There are detailed case studies on pensions, health insurance, housing and personal social services. They provide an up-to-date detailed account of how these systems have developed as well as an examination of the question of whether these welfare regimes are the natural outgrowth of cultural traditions or the result of economic and political conditions. This broad-ranging and detailed study will be welcomed by both students and policy makers as the first proper academic study in English to have such a wide coverage of this topic. Its clarity and authority should come as a welcome alternative to the more common misconceptions about Asian society.

Participation in Health and Welfare Services Professional Concepts and Lived Experience【
|

Today, healthy ageing and active, meaningful lives are core values and aims for international and national health policies. Health services are challenged to ensure that the recipients of their services are active participants in their own care and beyond. Participation allows patients to become less dependent on healthcare providers, increasing their control over their own treatment and health. Increasingly, the idea of ‘participation’ is shifting, from participation in services to participation in mainstream society.

This book examines the concept of participation, as well as the different meanings it takes on in the context of health and welfare services. It asks how services can enable and stimulate participation outside of those services. The contributions in this volume particularly focus on participation as engagement in daily life and ‘everyday life’ in order to develop the field of participation beyond the sphere of health and social care services. This book will appeal to researchers in the fields of health and social care, social services, occupational therapy and the sociology of health and illness. It will be of interest to practitioners of health and welfare services.

In "A History of the Irish Poor Law, in Connexion with the Condition of the People," George Sir Nicholls provides a critical examination of the historical frameworks and socio-economic conditions that led to the establishment of the Poor Law in Ireland. Written in a clear and methodical literary style, Nicholls employs thorough research and empirical data to illustrate the interconnectedness of legislation, poverty, and the plight of the Irish populace during a time of significant social upheaval. His work not only explores the legal aspects of the Poor Law but also delves into the prevailing attitudes toward poverty, revealing the complexities of societal responsibility and humanitarian action in the 19th century. George Sir Nicholls, a prominent figure in the realm of social reform, was deeply influenced by the socio-political landscape of his time. Having served as a Poor Law Commissioner in various capacities, his experiences provided him with firsthand insights into the struggles faced by the impoverished in Ireland. His commitment to social justice and keen analytical skills culminated in this work, which is both a historical account and a critique of policies that sought to address poverty yet often failed in their execution. This book is essential reading for anyone seeking to understand the historical roots of social welfare systems and the societal implications of the Poor Law. Scholars of Irish history, social policy, and economic thought will find Nicholls's detailed analysis and insightful observations invaluable. His nuanced exploration not only serves as a historical document but also prompts critical reflection on contemporary social issues, making it a significant contribution to both historical scholarship and social debates.

This volume collects theoretical papers on the labor market effects of international trade that Udo Kreickemeier has published, together with different co-authors, over the past decade. Many contributions contained in this volume feature labor market imperfections that give rise to involuntary unemployment, and in those contributions, the question of how trade affects aggregate employment typically takes center stage in the analysis. Another recurring theme in many papers is the link between international trade and the income distribution within countries. The channels explored in the different papers include union wage premia, exporter wage premia due to firm-level rent sharing, and ability premia to entrepreneurs that are able to capitalize on their high productivity in global markets.

Contents:

Author Bio

Introduction

Globalisation with Distortion-Free Labour Markets:

Globalisation and Factor Returns in Competitive Markets (Rod Falvey and Udo Kreickemeier)

Offshoring Domestic Jobs (Hartmut Egger, Udo Kreickemeier and Jens Wrona)

International Trade and Minimum Wages:

Unemployment and the Welfare Effects of Trade Policy (Udo Kreickemeier)

Tariff Reforms with Rigid Wages (Rod Falvey and Udo Kreickemeier)

The Le Ch?telier Principle in the Theory of International Trade (Udo Kreickemeier

International Trade and Unionised Labour Markets:

Unions, Competition, and International Trade in General Equilibrium (Paulo Bastos and Udo Kreickemeier)

Non-Traded Goods, Globalisation, and Union Influence (Udo Kreickemeier and Frode Meland)

Globalisation and Fair Wages:

Fair Wages, Unemployment, and Technological Change in a Global Economy (Udo Kreickemeier and Douglas Nelson)

International Fragmentation: Boon or Bane for Domestic Employment? (Hartmut Egger and Udo Kreickemeier)

Firm Heterogeneity and the Labor Market Effects of Trade Liberalization (Hartmut Egger and Udo Kreickemeier)

Redistributing Gains from Globalization (Hartmut Egger and Udo Kreickemeier)

Fairness, Trade, and Inequality (Hartmut Egger and Udo Kreickemeier)

Why Foreign Ownership May Be Good for You (Hartmut Egger and Udo Kreickemeier)

Readership: Graduate students and researchers interested in the topics of international trade, inequality and labor markets.

Behavioral Economics Evidence, Theory, and Welfare【電子書籍】[ Brandon Lehr ]

Behavioral Economics: Evidence, Theory, and Welfare provides an engaging and accessible introduction to the motivating questions, real-world evidence, theoretical models, and welfare implications of behavioral economics concepts. Applications and examples ー from household decisions, finance, public finance, labor, business, health, development, politics, education, energy, and sports ー illustrate the broad relevance of behavioral economics for consumers, firms, markets, and policy makers alike.

This textbook provides readers with both the intuition and analytical tools to apply behavioral economics concepts in understanding the complex social world. Each part of the book covers a key concept, beginning with a range of empirical evidence that is anomalous within the standard economics framework. In light of this evidence, a second chapter introduces and applies a nonstandard behavioral modeling approach. The last chapter of each part explores market reactions and policy responses to individuals behaving in nonstandard ways. Numerous exercises of varying types and levels provide readers the opportunity to check and enrich their understanding.

The book’s clear structure orients readers to the many concepts of behavioral economics. It also highlights the process by which economists evaluate evidence and disentangle theories with different social welfare implications. Accessible to students from diverse economic backgrounds, this textbook is an ideal resource for courses on behavioural economics, experimental economics and related areas.
Discretion has re-emerged as an issue of central importance for welfare professionals over the last two decades in the face of an intensification of management culture across the public sector. This book presents an innovative framework for the analysis of discretion, offering three accounts of the managerial role - the domination model, the street level model and the author's alternative discursive perspective. These different regimes of discretion are examined through a case study within a social services department, comparing and contrasting social work discretion in an Older Persons Team and a Mental Health Team.
The care of the needy and the sick is delivered by various groups including immediate family, the wider community, religious organisations and the State funded institutions. The Locus of Care provides an historical perspective on welfare detailing who carers were in the past, where care was provided, and how far the boundary between family and state or informal and organised institutions have changed over time.
Eleven international contributors provide a wide-ranging examination of themes, such as child care, mental health, and provision for the elderly and question the idea that there has been a recent evolutionary shift from informal provision to institutional care. Chapters on Europe and England use case studies and link evidence from ancient and medieval periods to contemporary problems and the recent past, whilst studies on China and South Africa look to the future of welfare throughout the world.
By placing welfare in its historical, social, cultural and demographic contexts, Locus of Care reassesses community and institutional care and the future expectations of welfare provision.

Indeed, heated debates have emerged when scholars in social development, social welfare and social policy conducted more systematic comparative research related to the diverse policy measures adopted by Asian governments: which welfare models or typologies best describe Asian cases after the 2008 global financial crisis?; how can contemporary social policy transformations in Asia be appropriately conceptualized?; are particular ‘best practice’ examples evolving in Asia and if so, can they be successfully transferred to enhance social welfare governance among Asian economies? This book combines contributions that address Asian government responses in the light of the above questions. In doing so, it revisits the broad theoretical literature on "policy transfer" and provides empirical examples to explore the spread of ideas, social policies and programmes across Asia from varying analytical and methodological perspectives. The chapters originally published as a special issue in the Journal of Asian Public Policy.

The Welfare State in East Asia【電子書籍】[ Joseph Wong ]
|

During the postwar period, Japan, Taiwan and South Korea emerged as industrial and democratic exemplars in the East Asia region. A less well-known story is of their equally remarkable achievements in social policy reform and the formation of welfare states. Section 1 of the Element provides an overview of welfare state deepening in Japan, Taiwan and Korea and an account of why and how the developmental states institutionalized the social insurance model. Section 2 examines the drivers of social welfare universalization in Japan, Taiwan and Korea, notably the importance of democratization. Section 3 focuses on emerging challenges to the East Asian welfare state and how it has adapted. Though Japan, South Korea and Taiwan evolved their welfare states in a distinctive way historically, the current challenges they face and their responses have converged with other developed, post-industrial democracies.

Welfare States Achievements and Threats【電子書籍】[ Peter H. Lindert ]

The traditionally, and wrongly, imagined vulnerabilities of the welfare state are economic. The true threats are demographic and political. The most frequently imagined threat is that the welfare state package reduces the level and growth of GDP. It does not, according to broad historical patterns and non-experimental panel econometrics. Large-budget welfare states achieve a host of social improvements without any clear loss of GDP. This Element elaborates on how this 'free lunch' is gained in practice. Other threats to the welfare state are more real, however. One is the rise of anti-immigrant backlash. If combined with heavy refugee inflows, this could destroy future public support for universalist welfare state programs, even though they seem to remain economically sound. The other is that population aging poses a serious problem for financing old age. Pension deficits threaten to crowd out more productive social spending. Only a few countries have faced this issue well.

Liberalism and the Welfare State Economists and Arguments for the Welfare State【電子書籍】
|

The welfare state has, over the past forty years, come under increasing attack from liberals who consider comprehensive welfare provision inimical to liberalism. Yet, many of the architects of the post-World War II welfare states were liberals, many of whom were economists as much as socialists. Liberalism and the Welfare State investigates the thinking of liberal economists about welfare, focusing on Britain, Germany and Japan, each of which had a different tradition of economic thinking and different institutions for welfare provision. This volume explores the early history of welfare thinking from the British New Liberals of the early twentieth century, German Ordoliberals and post-war Japanese Liberal economists. It delves into arguments about neoliberalism under British Conservative and New Labour governments, after German reunification, and under Koizumi in Japan. Given the importance of both international policy collaboration and international networks of neoliberal economists, this volume also explores neoliberal ideas on federalism and the responses of neoliberal think tanks to the global financial crisis. Liberalism and the Welfare State provides a comparative analysis of economists' attitudes to the welfare state. Notwithstanding the differences, in each country support emerged very early on for social minimum standards, but strong disagreements within each country quickly developed. The result was divergence, as the debates shaped different welfare regimes. More recently, the strong impact of efficiency related critiques of welfare regimes has crowded out more nuanced and complex discussions of the past. This volume provides a reminder that neither liberalism nor economic ideas in general are inimical to well-designed welfare provision. The ongoing debate on economics and welfare can be greatly improved by way of stronger consideration of different lineages of both liberal and neoliberal lines of economic thought.
